Facilities Projects has an opening for a full-time University Staff (unclassified) Senior Project Manager position.

Jobs in this career family manage the physical infrastructure of the University. Functions include planning, architectural design, capital project commissioning, building code compliance, engineering disciplines (electrical, mechanical, civil, etc.) architectural drafting, landscape design, energy conservation and construction project management.

Program Managers are responsible for the day-to-day operation of a program, function or work unit, including the development and implementation of processes consistent with college, school or departmental strategies and processes. These positions typically do not supervise others.

Job Summary:

This Senior Project Manager position will be assigned projects on the CU Denver, CU Anschutz, or both campuses. The Senior Project Manager is typically assigned a project at conception and will manage the project through all phases of planning, construction, and close-out. The Senior Project Manager may be managing upwards of twenty projects at various stages of the project life-cycle depending on project type, volume, and University needs. Throughout the course of a project, the Senior Project Manager will work with internal University clients, departments, stakeholders, Facilities Building Maintenance and Operations, and University Service Providers such as the Office of Institutional Planning, EH&S, Office of Information Technology, University Police, Electronic Security, and Grants and Contracts as appropriate. The position will develop strong relationships with architectural and engineering firms, consultants, and contractors. This position will have opportunities to serve on project oversight committees, design team and contractor selection committees, and internal department committees.

Supervision Received

This position receives supervision and direction from the Engineering/Architecture Manager. At times, receives indirect direction from the Associate Director and Director of Facilities Projects and the Associate Vice Chancellor for Facilities Management.

This position will exercise experience and knowledge to fulfill the required duties, and will propose solutions for discussion with their supervisor or upper management for more difficult situations for which the employee may not have experience. This position may receive review or guidance in preparation of budgets, schedules, contracts, bid documents, and scope statements.

Supervision Exercised

Supervision may or may not be exercised, but mentoring of less experienced professional positions will be required.

Examples of Work Performed:

Project Schedule and Budget Management – 25%

Evaluate scheduling needs, compile data from numerous sources and develop a master project schedule for projects for which this position is in charge. Monitor schedule and make adjustments as necessary to deliver project on time; determine when additional effort is required to keep the project on schedule and has the authority to take action if work falls behind. Prepare budget estimates to give clients magnitude of cost for proposed renovation work. Have full responsibility for fiscal management of the project budget and sole discretion of adjusting budget for maximum effectiveness. Negotiate costs of services with consultants, contractors, and suppliers. Maintain a computer based budget worksheet and update status on a regular basis.

Contractual Agreements – 10%

Solicit proposals or qualifications, as necessary; create and negotiate mutually acceptable terms and conditions; prepare consultant and contractor contracts; obtain appropriate approvals; amend contracts as applicable; and monitor activities of consultants and contractors for conformance to contract terms and conditions. The position will make consultant selections based on Office of the State Architect and University rules and regulations so that the best team is selected to meet the client's and project's needs. The position will manage all contractual types including Design Bid Build (DBB), Construction Manager/General Contractor(CMGC) and Design Build(DB).

Design Administration – 15%

Monitor project progress by measuring progress against project objectives. Conduct design meetings with clients, consultants, to complete drawings, contract documents, budget reviews, and schedules for the proposed project. Analyze and circulate information to the various campus departments for review and comment. Review and/or inspect work product regularly, maintain project design schedules, identifying variances between planned and actual project objectives, identify problem areas of concern and determine necessary corrective measures, communicate project progress to all interested parties through written or verbal communications when appropriate. Coordinate all code plan reviews at each stage of design with University Building Department (Authority Having Jurisdiction) and outside agencies as necessary.

Bidding and Construction Administration – 25%

Oversee document preparations for bidding and manage the construction phase of the project. Monitor project progress against project objectives. Prepare bidding advertisements to contractors, establish the criteria to be met by bidding contractors, conduct pre-bid meetings, site visits, clarify plan information, chair bid openings, determine the validity of received bids and awards the contracts. Participate in budget reconciliation and value engineering efforts as well as design and planning meetings. Oversee the construction activity and coordinate with the Contractor and University entities for project needs. Conduct weekly construction meetings to review progress, clarify details, process information, update status, receive client input, relay instructions to contractors and monitor quality control issues, determine appropriateness of requested changes so budget and schedules can be adjusted if necessary. Keep the University community informed of outages or potential disruptions by following appropriate policies and procedures. Complete contract close-out.

Post Construction Issues – 5%

Monitors issues that arise during the Post Construction period and provides support to the occupants and Facilities Operations if issues are not quickly resolved during the normal warranty process.

Dispute Resolution – 5%

Mediate disputes and resolve discrepancies by hearing arguments from all parties and various perspectives. Evaluate complex issues, determining which require approval from a higher authority, coordinating with their supervisor as applicable. Review change requests from consultants, clients, and contractors, verifying applicability, often negotiating final cost and time requests. Will seek consensus regarding disputes or different requirements among client requests, building code requirements, and state and university requirements. Perform related duties as assigned.

Mentoring –5%

If assigned a direct report, oversee work product from less experienced PM positions and provide guidance on CU Projects Policies, construction/engineering industry practices, State Buildings processes, and general construction issues.

Estimating – 5%

Produce project concept estimates and/or estimates based on schematic drawings for presentation to the end user. Estimating skills to be able to estimate large and complex projects.

Salary and Benefits:
  • The salary range (or hiring range) for this position has been established at $82,589 - $84,800
  • The salary of the finalist(s) selected for this role will be set based on a variety of factors, including but not limited to, internal equity, experience, education, specialty and training.
  • The above salary range (or hiring range) represents the University's good faith and reasonable estimate of the range of possible compensation at the time of posting.
  • This position is not eligible for overtime compensation.

Qualifications
Minimum Qualifications:
    A bachelor's degree from an accredited, non-correspondence college or university in construction management, architecture, architectural engineering, construction engineering, civil engineering, mechanical engineering, electrical engineering or related degree At least seven (7) years of construction project management experience in the alteration, modification and remodel of small ($25K) to large ($10M+) renovation and capital projects for institutional or commercial buildings which must have included at least one (1) year experience in planning/cost estimating work Substitution: Applicable work experience or a combination of education and applicable work experience may be substituted for the bachelor's degree on a year-for-year basis. For example, an associate's degree and at least nine (9) years of experience as described above. Applicants must meet minimum qualifications at the time of hire.

Preferred Qualifications:
    Experience with Bluebeam Experience in design and construction administration of buildings and remodel projects in an institutional, higher education, or similar setting. Experience working for organizations with construction standards and guidelines. Experience with construction project management platforms Experience with State of Colorado, Office of the Architect, and State Buildings Program contractual agreements, or similar. Experience in Design/Build or Construction Management/General Contractor project delivery methods.

Competencies:
    Ability to establish and maintain effective working relationships with associates, administrative staff members, faculty, and with personnel of external agencies. Excellent oral and written communication and customer services skills Experience in the construction administration of buildings and remodel projects in an institutional, higher education, or similar setting. Experience in Design/Bid/Build project delivery methods Ability to communicate effectively, both in writing and orally. Able to communicate design and construction concepts, processes, procedures, and industry standards to clients and Service Providers. Ability to establish and maintain effective working relationships with employees at all levels throughout the institution. Outstanding customer service skills. Able to develop and manage to realistic project budgets. Demonstrated commitment and leadership ability to advance diversity and inclusion. Fully competent with Microsoft Word, Excel, and Project.
