Budget Analysts in the Office of Budget and Planning analyze budget and financial data and present and explain the data to different departments across Campus. Creating spreadsheets involving expansive data sets is common. Collaboration and knowledge exchange is routine within Budget and Planning which provides opportunities for growth and learning for an entry level analyst.

Budget Analysts are responsible for exercising discretion, analytical skill, personal accountability, and responsibility in a wide range of areas including academic, administrative, and managerial and student services functions. Work involves creating, integrating, applying, and sharing knowledge related to Budget and Planning. At the professional level, duties may be more limited in scope, may be performed with guidance and direction from other professionals, or may be performed in a training and development capacity.

Job Duties:
  • Collects, queries, and analyzes PeopleSoft, COGNOS, HRMS, and Central Information Warehouse information sources to review budgetary and financial activities across all unit funds, including general, auxiliary, sponsored projects, gifts, and plant funds. This includes identifying and resolving discrepancies and irregularities; assuring timely and accurate preparation of budget journal entries; journal entries when appropriate and cash transfers.
  • Communicates verbally and in writing through in person, email, Teams and/or Zoom meetings and coordinate with colleges/departments/units to ensure accurate analyses.
  • Makes recommendations to colleges/departments/units in establishing revenue, expenditure, and transfer budgets for future operations and proposed changes/commitments in current operations.
  • Utilizes reports to identify and correct budget discrepancies and prevent deficit spending.
  • Process end-of-fiscal year close-out activities. Assist with establishment of new budgets as approved by the Board of Regents.
  • Utilize queries to create, format and analyze a variety of detailed reports. Provide information to all units across campus about the status of their speed types and work with each unit to assure they are managing their budgets efficiently.
  • Establish and maintain a strong team-oriented relationship with other co-workers in the budget and planning office and maintain open communication with teammates and the supervisor.
  • Other job functions as assigned by the Director of Campus Budget Operations.

  • Job Competencies:

  • Knowledge of the principles and practices of budget and accounting.

  • Skill to develop diverse types of budget documents to effectively track, record, and communicate information.

  • Skill to research and analyze large data sets to recommend solutions to budget problems and present both to the Budget and Planning Team.

  • Ability to complete assignments within strict timelines.

  • Ability to communicate effectively verbally and in writing using in-person, email, Zoom, Teams meetings and/or chats, to convey complex financial data to non-finance colleagues.

  • Ability to recognize and analyze college and unit goals and objectives and apply those goals to a variety of analyses.

  • Ability to review and analyze an extensive range of financial information concerning revenues and expenditures and develop appropriate budget recommendations.

  • Ability to establish and maintain effective working relationships within the Budget and Planning team.

  • Ability to adapt to a flexible work environment which requires independence and reliability in remote situations as well as collaboratively as a team member on location.

  • Maintain productivity while working independently.

  • Ability to thrive in a dynamic work environment where change is constant due to the creation and implementation of the new incentive-based budget model, as well as adapt quickly to evolving procedures.

  • Willing to work as a team to create and implement a successful budget model transition.

  • Highly skilled using Excel and the ability to learn quickly new budget software.







  • Work Location: Hybrid (60% time on-site, 40% time remote)

    This position has been determined to be exempt from the overtime provisions of the Fair Labor Standards Act (FLSA).

    Salary Range: Generally starting at $49,321 - $63,640

    The salary of the finalist(s) selected for this role will be set based on a variety of factors, including but not limited to, internal equity, experience, education, specialty and training.

    Qualifications
    Minimum Qualifications:

  • Graduation from an accredited college or university with a bachelor's degree in a field appropriate to the job assignment or a graduation date of May 2022.

  • Any experience with budget development and implementation, public or private sector management or administration (including budget formulation, execution, and analysis). Or a demonstrated ability to do so with experience researching and analyzing large data sets with solution-based outcomes.

  • Preferred Qualifications:

  • Any Experience in higher education

  • Any Experience working with COGNOS and People Soft

  • Any Experience working with Excel, Query Studio, Query Manager or Access

  • Physical Requirements:

    While performing the duties of this job, the employee is frequently required to sit. Employee is occasionally required to move. Tasks may involve using a computer screen continuously for long periods of time. The employee must occasionally lift and/or move up to 10 pounds.
