The Information Services (IS) team is comprised of two groups: one that is focused on infrastructure and the other on application development and support. The successful applicant will provide a leadership role in supporting the district’s enterprise applications; primarily focused on Ellucian Banner as a subject matter expert.

Primary Purpose:

This position is responsible for acting in a lead capacity and/or as an expert on the successful selection, design, installation and maintenance of automated systems including LAN/WAN data communications networks, network management systems, enterprise servers, network operating systems, and/or database management systems. Responsibilities include advising management on technology solutions, defining project steps and timelines, coordinating, directing, and providing work direction to lower level technical staff and setting technical standards and providing technical expertise on complex technical problems.

Job Description:

Acts in a lead capacity and/or as an expert on the successful selection, design, installation and maintenance of automated systems including LAN/WAN data communications networks, network management systems, enterprise servers, network operating systems, and/or database management systems.

Remains current on developments in hardware and software systems and equipment related to District system and needs in order to advise personnel and recommend systems changes, updates, and/or new technology as appropriate.

Attends planning meetings and discussions with more senior technical personnel, and end users and communicates with end users concerning their needs and requirements.

Researches and tests new technologies and applications that show a potential benefit and monitors their performance if and when they are implemented.

Develops and sets overall standards for hardware, software, enterprise server platforms, applications systems and networks.

Develops writes and modifies technical support documentation for network, system-level software and engineering changes.

Trains IT staff and end users on new or existing technology being implemented as needed.

Acts as project manager establishing project milestones and timelines and providing work direction and assignments to lower level technical staff.

Serves as District representative at user group conferences as required.

Learns and applies emerging technologies and as necessary to perform duties in an efficient, organized, and timely manner.

Participate in District/College efforts to increase the diversity of faculty and staff and to address student achievement gaps; active assistance in the creation of a welcoming and inclusive work and educational environment; attend and participate in diversity, equity and inclusion trainings and events.

Performs related duties as assigned.

Working Relationships:

The Systems Analyst, Applications, maintains frequent contact with various District departments and personnel, information technology vendors, and outside contractors.

Knowledge, Skills and Abilities:

Knowledge of systems design and analysis

Special Requirements:

Minimum Qualifications:

Graduation from a four-year college or university with a degree in computer science or a related field.

Extensive experience in programming, operating systems, and data communications networks, including leadership responsibility.

Desirable Qualifications:

Proven ability to apply business analysis skills to identify, evaluate, and define scope and objectives based on applicable business processes to meet functional needs.

Possess in depth knowledge of Banner modules and integrations with third party applications.

Ability to work at the highest technical level with Ellucian Banner Ethos, API’s and PL/SQL to design and implement integration and reporting needs.

Experience managing multiple concurrent projects with different priorities and timelines using an Agile approach.

Experience providing project leadership for functional work groups enabling them to stay on time and on task by effectively communicating milestones and challenges.
Ability to consult with supervisors, systems analysts, developers, and end users to develop functional design specifications and gather information about program intent, functions, features, data requirements, and training and support needs.
Proven experience leading a DevOps team, including management of sprints, deliverables, and milestones.

Experience interacting effectively with internal and external constituents including vendors, consultants, and other groups in the California Community College system.

Knowledge of cloud architecture and development techniques to support CI/CD and Agile methodologies.

Experience with state reporting and other external information system requirements.

Strong analytical, problem-solving, and troubleshooting skills for working in a fast-paced and team-oriented setting.
Experience collaborating with faculty, staff, and/or community leaders on programs and initiatives that are specifically designed to assist historically underrepresented students achieve their educational goals.

Prior experience in approaching work and interactions with colleagues and/or students in an equity minded manner. Ability to provide an inclusive and welcoming work/educational environment.

Working Conditions:

College or District IT office environment; subject to sitting for long periods at a time (up to 2-3 hours). Repetitive use of upper extremities including hand coordination activities.

Work Schedule: Due to the COVID-19 pandemic, District employees are currently working a hybrid schedule of remote work and in-person each week until further notice. This is a classified position subject to a one-year probationary period. Initial salary placement will be determined by the Office of Human Resources in accordance with Board Policy and is not negotiable. Minimum Qualifications – Experience: One year of experience is equivalent to 12 months of experience at a maximum of 40 hours per week (full time).
