Our state-of-the-art, LEED Platinum certified research and clinical building houses 25 of our 65 center faculty members. Center faculty have obtained more than $170 million dollars in grant and foundation funds. Our research programs include a National Institutes of Health (NIH)-sponsored T32 training grant, state of the art shared equipment, research services programs and a seminar series. Under the direction of the SCRC Director, the incumbent is responsible for the coordination of budget allocations process, maintenance of effective accounting systems, and management of financial resources of the Stem Cell Research Center (SCRC). The incumbent has broad responsibilities for post award financial management of major federal, state, and private contracts and grants, including research, infrastructure, and training grants. The position is responsible for managing, analyzing, and monitoring of the Center's budget, including, but not limited to, general state funds, federal and state contracts and grants, unit recharge and sales and service funds. Responsible management of funds includes oversight of purchasing, general ledger entry, bookkeeping and accounting, and all related functions, ensuring that SCRC processes conform to university policies and procedures, as well as funding agency and Council for the Advancement of Standards in Higher Education (CAS) guidelines. The incumbent will independently perform significant, complex, and technical analyses, considering many variables and methodologies and requiring thorough knowledge of Campus and Office of Research business operations. This position will provide recommendations as well as training to staff for revision and development of departmental policies related to accounting policies and personnel/payroll management. Required: 7-9 years of relevant experience with Bachelor of Science or equivalent combination of education and experience.Bachelor's degree in related area and / or equivalent experience / training.Demonstrated supervisory experience, particularly mentoring, developing, training and management of staff. Ability to delegate responsibilities, coordinate projects, and prioritize workload. Detailed knowledge of OMB Uniform Guidance, Cost Accounting Standards, and General Accepted Accounting Principles. Ability to independently prepare financial reports, develop summaries and recommend alternatives on solutions. Experience in all aspects of preparing and managing proposals for submission and awarded contracts and grants. Demonstrated skill in complex financial analysis, projection, preparation and administration of multi-million dollar budgets with multiple fund sources. Ability to identify relevant concerns and coordinate most efficient use of resources to meet the Center's programmatic needs and priorities. Ability to handle highly sensitive and confidential issues that require independent judgment and strict discretion, and maintain strict confidentiality of privileged information. Thorough knowledge of UC accounting and finance principles, practices and procedures, contracts and grants, purchasing, personnel and equipment management policies and procedures. Knowledge of campus policies and procedures governing recharge activities and operations of a recharge unit. Ability to represent SCRC as prime contact on projects and organizational issues at various management levels within and outside of the campus. Ability to establish and maintain cooperative working relationships with other campus departments and central administrative offices. Demonstrated strong interpersonal skills to interact effectively with campus administrators, faculty, and staff from a variety of ethnic, social and educational backgrounds. Demonstrated skill to independently analyze situations, interpret complex data, define problems and/or objectives, identify relevant factors, formulate logical conclusions using creativity and innovation in developing recommendations and implanting action plan. Preferred: Demonstrated knowledge of University policies and procedures related to academic and staff personnel. Demonstrated advanced working experience in the business operations of the College of Health Sciences. Experience in working with Office of Capital Planning, Office of Academic Affairs, and Graduate Studies. Demonstrated advanced working experience with California Institute for Regenerative Medicine business operations.
