Position Purpose:

The Division of Arts and Sciences (A&S) at Dartmouth invites nominations and applications for the position of Chief Financial and Operations Officer (CFOO). Reporting directly to the Dean of the Faculty for A&S, the CFOO serves as the Dean’s principal advisor on fiscal, facilities and administrative matters.

A&S comprises more than 40 academic departments and programs and educates more than 4000 undergraduate students. The division has 420 tenured and tenure-track faculty members and is among the leaders in the Ivy League in the percentage of tenured women faculty. There are also approximately 230 non-tenured faculty members and 240 staff in the A&S. The Division’s annual budget is $170 million and includes endowment, gifts for current use, tuition and research. The next CFOO will have the unique opportunity to work closely with the Dean and other administrative leaders to explore a redefinition of the Division’s internal fiscal relationship with Dartmouth.

The Arts and Sciences at Dartmouth are at the core of the institution’s identity. A crucial component of the A&S mission involves the creation and support of outstanding resources to advance its scholarly activity across all the Academic Divisions.

The CFOO plays an integral role in the management of A&S, working closely with the Dean and a leadership team of faculty and staff to determine strategic resource planning and allocation for A&S departments, programs, and services. Acting as an administrative leader who can provide both prudent guidance on accounting and expenditures while also ensuring that A&S faculty and staff fully maximize their benefits and opportunities, the CFOO serves as a partner with the academic deans in maintaining the strategic direction of A&S.

The successful candidate will have a record of successful organizational decision-making and experience managing personnel within a complex university, college, nonprofit or business environment. The ideal candidate will have a background in financial analysis and administration, and at least 10 years of progressively responsible experience in overseeing and managing accounting and financial operations. Experience managing human resources processes and practices is preferred. Strategic vision and operational knowledge are both critical to success, as is excellent judgment regarding personnel. Along with an undergraduate degree, a graduate degree in finance, business administration, or related area is strongly preferred.

Description:

Reviews fiscal year-end close results for all Arts and Sciences departments and programs authorizing necessary adjustments and carry forward of funds. Works with Director of Budget & Research Administration and Director of Operations to determine final surplus/deficit condition of accounts and negotiates closing status with Central Finance Office.

Advises the Dean on long and short-term facilities planning. Coordinates space renovation projects for offices, laboratories, and classrooms. Works with Dean to authorize capital budget allocations and with department and program chairs to allocate departmental request budget.

Collects and analyzes faculty compensation data for purposes of determining salary requirements. Prepares worksheets for deans to use in annual salary reviews. Completes electronic payroll authorization submission to reflect salary increments ensuring that labor costs are distributed accurately to departments and programs.

Manages staff recruitment, reclassification, and compensation for the Arts and Sciences. Reviews all staff annual performance evaluations. In charge of electronic submission of annual staff increments to Human Resources. Works with Dean and department chairs to allocate increment pools for distribution.

Validates annual Arts and Sciences reports for government and external agencies such as IPEDS, Affirmative Action, AAUP, COFHE. Serves as DOF liaison to Office of Institutional Research.

Prepares department and program profiles, history of tenure track lines and allocations, faculty vacancies, and other reports for annual Dean of Faculty Retreat. Prepares annual submission to the Controller’s Office on faculty research support.

Develops and monitors administrative procedures for departments. Guides and assists department and program chairs in the interpretation of college policies and in preparing and meeting budget plans. Advises deans on various laws and regulations as they apply to Arts and Sciences matters. Assists Dean on various contract negotiations.

Serves on college-wide committees and working groups such as the Budget Committee, College Benefits Council (when nominated), Committee on the Faculty, Committee on Priorities, Covid Emergency Planning Group.
