Job Summary The Associate Vice Chancellor, Human Resources Administration position provides expertise, leadership, guidance, and supports HR activities, initiatives, and programs with both system wide scope and impact as well as internal USO focus. This position will report to the Vice Chancellor of Human Resources and oversee system-wide HR operations, programs, services and system office staff. The position will partner with human resources and other functional leaders across the system to ensure that HR provides efficient and effective services that support the ongoing needs of the university system and will actively foster a culture consistent with the university’s values and establishes expectations to ensure the function is resourced to deliver best-in-class HR service levels across the university system.

Responsibilities
    Development of the system-wide HR strategic roadmap in concert with the Vice Chancellor of Human Resources and system office leadership. Key efforts include identifying human resources issues and trends, data analysis, and development of recommendations which align with organizational objectives.Ensure that system level HR representation is provided for external committees, task forces, organizations, commissions, and associations; establishes and manages ad hoc working groups, advisory teams and task forces.Responsible for the development and review of system-wide policies and procedures; recommends updates and approval of policies to include key focus areas of compensation, employee relations, employment, talent management, and regulatory compliance. Provides guidance and direction to System Office leadership and to institutional faculty, staff and administrators to support decision making and initiatives.Responsible for the successful delivery of functionality projects, development and implementation of related technology applications (e.g. recruitment, talent management, onboarding, etc.) to include project planning, implementation, change management, and ongoing support mechanismsLeads and directs the development of data collection, evaluation and dissemination.In partnership with Leadership and Institutional Development and other stakeholder groups, responsible for the development and implementation of workforce strategy efforts for recruitment, talent development and management.Develops and delivers regular communication tools, training opportunities and seminars for USG Chief Human Resource Officers and the USG HR community, and other constituencies. Engages with Governmental Relations on related legislative requests and regulatory changes. Performs related duties as assigned.
Required Qualifications
    Master’s Degree requiredA minimum of 10 years of HR experience with at least 5 years in a leadership position. Preferred leadership experience in higher education or government. Broad knowledge of systems development and HR practices including benefits, retirement, compensation, performance management, employee relations, talent management, change management and organization effectivenessOutstanding communicator with the ability to build strong relationships and influence at all levelsStrong HR functional leader and developer of direct reports, coach, planner and executorDemonstrated results orientation and passionate about building versus maintaining

Knowledge, Skills, & Abilities
    Knowledge of federal and state laws, rules and regulations impacting higher education.Knowledge of process design and improvement theories and practices.Knowledge of Board of Regents policies and procedures. Knowledge of University System of Georgia ethics policy.Skill in written communication to executive and subject matter expert audiences and the news media.Skill in collaborating with multiple constituents.Skill in decision making and problem identification, definition and resolution.Skill in interpersonal relations.Skill in oral communication.Ability to respond diplomatically to sensitive and critical issues.Ability to effectively multi-task.
