Capital Projects Manager

The University of Lynchburg, a private regional university, located in the beautiful foothills of the Blue Ridge Mountains in central Virginia is seeking a full-time Capital Projects Manager to join our Business and Finance team.

The Capital Projects Manager reports to, is supervised by, and evaluated by the Vice President for Business and Finance. It will include the specific duties and responsibilities of this position description plus employee attitude and general working behavior.

Job Type: Full-Time, Benefits Eligible.

Job Purpose:

  • The Capital Projects Manager (CPM) performs day to day construction management on projects for the University.
  • The CPM promotes completion of non-capital and capital projects by developing, monitoring, and managing project budgets, plans, and renderings.
  • Works with campus constituencies to develop the project requirements and timeline.
  • Works with multiple contractors, consultants, etc., to develop the most cost-effective approach for accomplishing the project.
  • Issues RFPs and reviews contracts for appropriate structure and language, in accordance with University guidelines.
  • Strives to ensure projects are completed timely, with a high level of quality, and within budget.
  • Directs the work of architects, engineers, subcontractors, and in-house trades.

Specific Job Duties:

  • Prepares requests for proposals.
  • In conjunction with other campus constituents, oversees the consultant/contractor/construction management selection process.
  • Plans, schedules and oversees all work related to capital projects within the institution.
  • Determine and ensure scope, schedule and budget are adhered to throughout the project.
  • Develop and maintain project documents, logs, and files to include status reports, submittals, change orders, and requests for information (RFI).
  • Oversee procurement of materials, services, and implementation documents.
  • Perform daily and final inspections of all assigned projects.
  • Provide detailed cost estimates for approval.
  • Develops appropriate project schedules, working in conjunction with institutional contacts, architects, engineers, and contractors.
  • Obtain project and building permits when required.
  • Receive project assignments, and review goals and objectives for the project.
  • Ensure contractors comply with negotiated contract documents.
  • Review preliminary and final plans; make recommendations for improving design details and construction practicality.
  • Oversee occupancy, turn over and close-out process.
  • Determine construction progress and resolve construction problems with institutional leadership, architect, and contractor.
  • Resolves problems associated with projects. Works with a variety of people to solve technical, legal, and logistical problems, including those that are unanticipated.
  • Performs other duties as assigned that support the overall objective of the position.

Starting Salary: $60,000 annually

Schedule: 8:30 am – 5 pm (7.5 hours/day with some evening and weekends to meet needs of department may be required).

Experience/Skills:

  • Ability to communicate effectively and have the ability to understand, comprehend and follow directions.
  • Must have good teamwork skills

Physical Demands:

  • Much time sitting with moderate walking or standing.
  • Generally, work in office and meeting rooms.
  • Tasks such as working at a computer keyboard require extensive wrist and hand movements.

Required Qualifications:

  • Four years’ experience in project or construction management, commercial construction, architecture, or engineering.

Education:

  • High school diploma or equivalent required.
  • Bachelor’s Degree in construction management, architecture, or engineering preferred.
  • Four years’ experience in project or construction management, commercial construction, architecture, or engineering.
