Overview

Under the supervision of the Director of Civil and Environmental Engineering department within Facilities Operations and working collaboratively with various University departments the Environmental Engineer will be responsible for implementation of an array of projects associated with the regulatory compliance of the University.  This includes all relevant USEPA/NJDEP/local environmental regulations that impact the University and its holdings. 

 

The wide array responsibilities include: capital project support for soil and groundwater management, air pollution, asbestos, radon, stormwater, underground storage tanks, dam inspection, due diligence investigations associated with property acquisitions as well as review of all new environmental regulatory legislation and potential impacts.  The responsibilities are dynamic and ever changing and the successful candidate must be willing to take on complex problems and be the University’s technical expert when interacting with various level project teams, administrators and local municipalities and state regulatory departments.

 

This is a five year term benefits eligible position.

Responsibilities
  • Environmental Support of Capital Projects – Primary responsibility for investigating and managing various potential impacts including soil contamination issues and export management, asbestos abatements, groundwater impacts, lead paint and radon sources.  This will include leading a project team of consultants and engineers to determine appropriate alternatives necessary to assist with the renovations and/or construction of existing and new buildings associated with the current capital plan.  This may include developing construction estimates, assessing innovative remediations and instituting engineering controls.  It will also include interacting and coordinating with project teams of engineers, architects, construction managers and University administrators.
  • Asbestos Abatements - Responsible overseeing the investigations of University holdings to determine asbestos impacts with development of abatements schemes relevant to renovation activities.  Annual oversight of approximately 70 projects with a construction impact of approximately $3.0 million dollars annually.  This includes hiring consultants who will assess areas, develop plans and specifications and oversee removals under NJDCA subchapter 8.0 requirements.  This will also require construction administration and financial management of asbestos consultants and contractors for services provided to the University.
  • Groundwater Investigations and Site Remediations– Oversee and manage the active Forrestal groundwater remediation meeting all regulatory and monitoring requirements under a current classification exception area.  This will also include overseeing the many deed restrictions and biennial certification requirements under current NJDEP protocols for sites that have been successfully remediated. 
  • Stormwater Management – Oversee and manage the current campus wide storm water and stream monitoring program which includes data collection and reporting in addition to construction management of storm water features installed as part of new campus wide program of stormwater mitigation strategies.  This may include assisting with design and implementation of new stormwater features.
  • Air Pollution– oversee and manage the University wide Title V air permit which incorporates a gas turbine power plant, 50 emergency generators and campus heating boilers.  This also includes an electrical generator at our High-Performance Computing Research Center at the Forrestal campus that requires continuous monitoring.  Responsible for quarterly Excess Emission Performance Reports in addition to annual emission submissions to the NJDEP.  Also includes annual greenhouse gas reporting to the USEPA.
  • Due Diligence Investigations – responsible for the investigation of potential properties the University may purchase as part of the development plan conducting environmental due diligence investigations.  This may include properties across the country and will involve overseeing a consultant team investigating sites to determine potential long-term environmental liabilities.  This typically includes providing advice to an in-house team of property managers, lawyers and outside counsel helping to determine viabilities of these potential acquisitions.
  • Technical Resource- Perform technical review of plans and specifications of all proposed environmental engineering projects.
  • Budget and Schedule Management– Development and management of initial cost estimates and budgets to ensure work is being completed within the approved budget. Development and management of the project planning schedule through completion of the project.
  • Environmental Engineering Design– Responsible for assisting as needed on civil and/or environmental engineering projects developing design documents for projects under the responsible charge of the University’s Environmental Engineer and for obtaining necessary approvals/permits from municipalities having jurisdiction.
Qualifications

 

To perform this job successfully the civil/environmental engineer must be able to perform the essential duties satisfactorily.   • Bachelor’s Degree in civil, chemical or environmental engineering.
  • A minimum of five verifiable years of experience in a civil/environmental engineering with progressive responsibility.  
  • Extensive knowledge and experience with the planning, organizing, monitoring and enforcing safe work practices and procedures with strong knowledge of OHSA regulations in construction.
  • Possess strong communication and interpersonal skills and have the ability to both interact and create a positive and good working relationship with colleagues throughout all levels of the University. Committed to the beliefs of customer service/satisfaction, quality control, high personal standards/ethics, and inclusion. 
  • Possess technology skills and proficiency with personal computers and business application software. 
  • Project management experience and the ability to act as technical representative for multi-trade construction initiatives. Possess a working knowledge and experience with project planning and implementation. This would include knowledge of regulatory codes and all phases of a successful construction project. 
  • Possess organization skills and be a self-starter who demonstrates initiative and a drive for results.  
  • Must be able to function in an essential personnel role, which may include an extended on-campus presence during campus, local, regional or national emergencies. 
  • Must have a valid driver’s license.

 PREFERRED QUALIFICATIONS: 

  •  Professional Registration – Ability to become a Registered Professional Engineer in New Jersey
  • Safety Training - OSHA 10 or 40-hour Hazwoper certification.
  • Computer training – Cost estimating software, Primavera, AutoCAD and Microsoft Office.
