The Chancellor serves as the Chief Executive Officer for the University of Hawaiʻi (UH) Kapiʻolani Community College, leads the College strategic planning, and is responsible for the overall administration, leadership, and management of the academic affairs, student affairs, institutional support, academic support, continuing education, career and technical education, workforce development program, and non-credit programs. The Chancellor represents the UH and acts on behalf of Kapi’olani Community College within the community. The Chancellor also serves as the College liaison officer to the UH President, President's staff, Board of Regents, and State Legislature.
Since its founding in 1946, Kapi‘olani CC excels as a statewide leader offering a comprehensive liberal arts program with transfer pathways to UH and other baccalaureate institutions as well as career and technical programs. Kapi‘olani CC is a key component of the UH. The UH, a ten-campus public college and university system located across Hawai‘i, is globally recognized and nationally-ranked. Kapi‘olani CC is a model indigenous serving institution and leads a preeminent international education program for inbound and outbound students.
Provides proactive and executive leadership, direction and support to establish, communicate, and achieve the vision, short- and long-term goals, and initiatives to promote the College mission.
Responsible for the administration and leadership of the College, which includes but is not limited to setting broad institutional goals and mission, overseeing the development and implementation of the College strategic plan, determining performance objectives and desirable outcomes, developing strategies to achieve goals, allocating resources, developing policies and setting procedures, and developing the budget. Collaborates with College administrative team, governance groups, and advisory bodies to establish priorities and direction for the College. Directs periodic review and update of strategic, capital improvement, and organizational plans. Support development of innovation on campus. The Chancellor has the primary decision-making responsibility and is held accountable for decisions rendered by members of the College administration, faculty, staff, and students.
Ensures that federal, state, and county rules and regulations; and BOR, Executive, UH Community Colleges (UHCC), and College policies and procedures are enforced and applied appropriately throughout the campus. Oversees and approves the development of campus procedures to implement these broader rules and policies.
Builds relationships with businesses, government entities, nonprofit organizations, community leaders, and other groups to explore various educational and training alternatives to meet their needs. Builds collaborative relationships with both internal and external constituencies. Fosters an environment that promotes trust, transparency, effective communication, collaboration, cooperation, and participation.
Coordinates, facilitates, and ensures effective communication and consultation with governance groups, decision-making and action amongst campus administrators, faculty, staff, and/or students on a range of programmatic, service, personnel, and other matters. Collaborates with business, industry, nonprofit organizations, community leaders, and other groups to explore various educational and training alternatives to meet their needs.
Delineates responsibilities and decision-making authority of the administrative team. Initiates, organizes, and supports College committees to address collegewide issues and concerns. Gathers input and collaborates with the administrative team to plan, manage, and make decisions to facilitate and implement those decisions concerning the total College operation through budget preparation, resource allocation, development of performance standards, and continuous program evaluation.
Organizational reviews are guided by Academic Plan, Facilities Plan, Technology Development Plan, UHCC Strategic Plan, UH System Strategic Plan, campus plans, and accreditation reviews.
Responsible for the planning and development of all academic programs at the College. Directs the development, implementation, review, and updates the College strategic plan. Ensures College meets accreditation standards and directs the accreditation review process.
Guides institutional improvement of the teaching and learning environment by establishing a collegial process that sets values, goals, and priorities; ensuring that evaluation and planning rely on high quality research and analysis of external and internal conditions; ensuring that educational planning is integrated with resource planning and distribution to achieve student learning outcomes; and establishing procedures to evaluate overall institutional planning and implementation efforts; and supports the promotion of student learning to achieve student success.
Responsible for the financial soundness of the College operations while ensuring Collegewide accountability, integrity, and transparency. Directs periodic reviews and update of the College master plan, long-range development plan, capital improvement plan, and strategic plan. Develops parameters for program plans and budgets. Reviews and approves program plans and budgets, and expenditure and travel plans for all program units, contracts, and extramural grants. Ensures the efficient and appropriate use of various funding streams, which support compatible objectives and activities. Works with College administrative team to: prepare the College budget, set priorities, coordinate budget with short- and long- range plans, and present the budget to the Vice President for Community Colleges (VPCC).
Works with College administrative team to direct, manage, and supervise personnel responsible for all programs and units. Renders decisions on faculty contract renewal applications and faculty post-tenure review evaluations, and delegated disciplinary actions. Approve all appointments, and makes final recommendations on faculty tenure and promotion applications. Ensures evaluations of College administrators, faculty, and staff are conducted. Supports campuswide professional development.
Establishes open internal campus communication processes to handle transmittal of information. Articulates mission of the College to serve the campus and the community at large while steering the College towards continuous improvement. Approves student activities budget and serves as source of authority for student governance and participation in College affairs.
Responsible for institutional fundraising, marketing, and community relations. Responsible for communications with: UH System, including BOR, president, vice presidents, VPCC, chancellors, vice chancellors, deans, and directors of other UH units statewide; State Legislature and other State agencies; UH Foundation; business, industry, and community groups; and other organizations and their representatives.
Collaborates with area schools and principals to build and maintain mutually beneficial relationships between the College and schools, and to promote post-secondary enrollment. Serves on various boards to address the needs of the community and College. Serves on national commissions and committees to network with other agencies to enhance the College.
1. Master's degree or equivalent.
2. Administrative experience in a College at the deanship level or equivalent, or experience at the community College professional (C5) level, or demonstrated comparable mid-management administrative experience in an educational agency, industry, or government.
3. Possession of management skills.
4. Ability to relate to and skill in meeting people.
5. Demonstrated leadership.
