San Diego Mesa College seeks energetic and dedicated candidates to apply for the position of Program Activity Manager for the Asian American Native American Pacific Islander-Serving Institution (AANAPISI) Title III Grant: Equity, Empathy, & Excellence: Uplifting and Transforming Campus Culture through a Kapwa Lens. The College is committed to academic excellence and diversity, equity, and inclusion among its administrators, faculty, professional staff, and students. As the “Leading College of Equity & Excellence”, we take responsibility for equitable outcomes and successful pathways for all of our students. The successful candidate will be instrumental in strengthening our institutional capacity to serve our AAPI and low-income students and overall diverse student body. Under the direction of the Dean, Social/Behavioral Sciences & Multicultural Studies, the Program Activity Manager will coordinate the AANAPISI grant programs and activities. This is a restricted position and may continue contingent upon grant funding.

While the current vacancy exists at San Diego Mesa College, applicants should understand that they are subject to assignment at any District facility at the option of the Chancellor.

Major Responsibilities:
Coordinate and administer day to day operations of the grants with a focus on critical grant objectives:

  • Establish a strong Asian American Pacific Islander (AAPI) program that aggressively works toward addressing disproportionate impacts on AAPI and low-income groups through integrated academic support services and a comprehensive, culturally responsive approach to student success.
  • Strengthen the academic infrastructure that supports AAPI students and increase awareness of AAPI student issues through equity-based and culturally responsive professional development, expanded AAPI-focused curriculum, and a new AAPI Studies certificate program.
  • Interpret and comply with U.S. Department of Education legal requirements and related policies and procedures.
  • Work collaboratively with student, staff, faculty, and administrators to ensure broad stakeholder input, engagement and support.
  • Research, coordinate, implement and evaluate innovative, promising and high impact practices and professional learning opportunities to achieve grant objectives.
  • Approve expenditures; maintain budget control and responsibility; prepare budget reports.
  • Engage in a cycle of continuous quality improvement; use data, evaluate grant objectives and develop comprehensive reports.
  • Hire, supervise, and evaluate staff and faculty.
  • Serve on college and District committees as assigned.
  • Prepare and conduct presentations.
  • Perform related duties as assigned.


Qualifications:
Knowledge:

  • Applicable sections of State Education Codes.
  • Broad knowledge of District operations, organization, practices, and policies.
  • Budget preparation and control.
  • Changing technologies affecting existing programs in the areas assigned.
  • Computer equipment, applications, and programs for business services at a multi-campus community college district.
  • Coordinating Multifaceted projects.
  • Department of Education regulations governing administration grants.
  • District policies, organization, operations, and objectives.
  • Goals of the District’s educational master plan.
  • Governance systems for California Community College Districts.
  • Interpret, apply and explain rules, regulations, policies, and procedures.
  • Laws, rules, and regulations affecting the specific area to which assigned.

  • Practices and techniques used in the specific area to which assigned.

Training and Experience:

  • A Master’s Degree from an accredited institution and three years of experience working with community college faculty and counselors in a multicultural community. One year of management experience is desirable.
  • Both of the following: (a) Master’s degree; AND (b) One year of formal training, internship, or leadership experience reasonably related to the administrator’s administrative assignment


Desired Qualifications:
Experience:
  • Three years of increasingly responsible experience reasonably related to the assignment within an institution of higher education, and one (1) year of management experience.
  • Experience working with AAPI students and diverse student populations.
  • Experience in supervising and evaluating staff and/or faculty within higher education
  • Experience with program evaluation and reporting.
  • Experience with administering and managing budgets.



Knowledge of:
  • High-impact practices that facilitate access, success, and equity for AAPI students and disproportionately impacted student populations.
  • U.S. Department of Education regulations.
  • Effective grant procurement and management practices.

Skills and Abilities to:
  • Use data to inform improvements, evaluate grant objectives, and develop comprehensive reports.
  • Communicate effectively orally and in writing.
  • Work effectively and collaboratively within a participatory governance environment.


Licenses:


Pay Information:
Range 14 ($7,174.08- $ 11,447.11) per month based on the current Management Salary Schedule.

Initial salary placement is commensurate with related experience and promotional rules. The District offers a comprehensive fringe benefit package including employer paid: medical, dental, and vision plans; sick and vacation leave; and opportunities for professional development. Initial Salary Placement, Promoted or transferred employees will be placed as specified in the Management Employees Handbook. This position is FLSA Exempt and may not accrue overtime. A temporary probationary period will be applied to the employee entering this assignment. This is a restricted position funded by a cooperative agreement with Title III/Asian American and Native American Pacific Islander Serving Institution (AANAPISI) Grant from the U.S. Department of Education through September 30, 2024. Continuance of this position is based upon continual funding through the AANAPISI Grant from the U.S. Department of Education.

The San Diego Community College District serves 130,000 students annually through three two-year colleges and six Continuing Education campuses. The three colleges, San Diego City, Mesa, and Miramar colleges, offer associate degrees and certificates in occupational programs that prepare students for entry-level jobs, and arts and sciences programs that transfer to four-year colleges and universities. Continuing Education offers adults the opportunity to renew their learning experiences through noncredit vocational, basic skills, life skills and enrichment classes at sites throughout the city. The District also provides education to over 42,000 service personnel at military bases in 15 states.

A number of special programs are unique to the city, including KSDS-FM all-jazz radio, the Center for Competitive and Applied Technologies, and the Workplace Learning Resource Center.

The San Diego Community College District is governed by its five-member, locally elected Board of Trustees and three student members serving on a rotating basis. Shared governance activities involve faculty, students, and staff in the development of solutions to key policy and budget issues. The five trustees are elected in even-numbered years to four-year terms by the voters of San Diego. The Chancellor, the District's chief executive officer, is responsible for carrying out the policies approved by the Board of Trustees. 

The District is in the midst of $1.555 billion in new construction and renovations at the three colleges and Continuing Education campuses throughout the city.
