Context of the Job:

Student Health Services (SHS) is the primary undergraduate and graduate student health unit on the University of Delaware campus. Composed of approximately 45 full-time and numerous part-time staff members, SHS provides essential in-person and telehealth medical and wellness services to students. With a focus on primary care, SHS averages 46,000 patient visits per academic year.

A department within the Division of Student Life, SHS provides support to students and campus stakeholders to enhance the development of personal and social responsibility while working to foster safe, healthy, inclusive, and supportive communities at UD.

SHS partners with students and staff to develop vibrant inclusive environments which encourage student success and engagement, a culture of care for all members, values-congruent decision-making, and the cultivation of skills and knowledge so students may become citizens and leaders in our increasingly global society. As a member of the Student Life wellbeing team, SHS engages with all aspects of the University community to engender a campus environment that supports health and wellness and creates a foundation for life-long wellbeing by providing Blue Hens with the services, care, and skills to make healthy choices.

Under limited supervision of the Assistant Vice President, Student Wellbeing, the Executive Director has the ultimate responsibility for carrying out the mission of SHS. The Executive Director is responsible for overall departmental administration, maintaining a complex operating budget, developing staff training, and supervising a dynamic, student-centered program. They directly supervise the Medical Director of SHS, the Medical Director of Athletic Medicine, the Director of Nursing, and the Director of Operations. They consult regularly with their leadership team and physician staff, as well as appropriate UD administrators, the Vice President for Student Life, the Assistant Vice President of Wellbeing, deans, directors, faculty and student leaders on their performance of duties. The Executive Director is responsible for maintaining medical licensure and professional competence and provides leadership to enhance the operations, programs, and medical services available to students at the University of Delaware. They initiate strategic planning and assessment activities to facilitate capital planning, department administration, program planning, staff training and supervision, and ensure that all University medical protocols reflect best practice standards.

The Executive Director coordinates on-campus patient care issues with the off-campus medical community, medical centers, and Departments of Public Health, and serves as the medical liaison with other University departments, including Emergency Preparedness. They help integrate the health care of students across campus.

Major Responsibilities:

  • Direct an operationally efficient and excellent model of health care service to University of Delaware students.
  • Responsible for ensuring that patient education alongside medical care are critical goals of the department.
  • Direct the administrative operations for SHS, establishing policies and procedures to support staff and student needs.
  • Oversee administration of personnel, facilities, equipment, and other resources.
  • Develop and implement patient privacy policies and procedures for SHS and are responsible for providing patients with information on SHS privacy practices in accordance with appropriate federal laws. (FERPA 1974, HIPAA 1996).
  • Maintain close cooperation with state-of-the-art medical centers through affiliation, patient care agreements, staff training and buying agreements.
  • Maintain medical competence through appropriate continuing medical education courses and affiliations with medical boards and societies as necessary for full, unrestricted medical licensure.
  • Ensure maintenance of medical licensure and professional competence of all units within SHS.
  • Oversee dispensary operations.
  • Oversee laboratory director of on-site highly complex, COLA certified laboratory.
  • Responsible for ensuring a safe physical environment for patients and staff.
  • Collaborate with the SHS leadership team to establish annual goals and priorities for SHS.
  • Initiate strategic planning and assessment activities to inform and guide capital planning, program, and medical service development.
  • Foster a strong collaborative relationship with Public Health agencies addressing crises and concerns in the community.
  • Lead University and campus response to medical crises.
  • Provide medical leadership on multi-disciplinary committees to plan emergency preparation and response for major public health events.
  • Act as the spokesperson for university medical decisions and clinical updates.
  • Provide educational sessions and contribute to social media presence regarding campus health issues.
  • Serve as the University’s chief medical liaison to units across the University as well as agencies outside the University as appropriate.
  • Serve as the medical consultant for international university programs.
  • Serve as a medical consultant for University committees, health policies and protocols.
  • Maintain a collaborative practice agreement with UD Nurse Managed Primary Care Nurse Practitioners.
  • Foster a work environment that facilitates the well-being and growth of staff, focuses on employee wellbeing, enhances recruitment, and attends to staff retention and satisfaction, with a specific focus on facilitating growth and mentoring of BIPOC staff.
  • Enhance and develop strategies to increase access to care, remove cultural barriers, and meet the physical health needs of all student populations.
  • Demonstrate an ability to intersect clinical health services with student wellbeing and health promotion.
  • Work closely with the Director of the Center for Counseling and Student Development to ensure coordinated mental and behavioral health and psychiatric services to the student population.
  • Serve on the Student Affairs Leadership Team to represent Student Health Services to ensure goals remain aligned with the Student Life strategic plan.
  • Support fundraising efforts of the Division of Student Life by pursuing philanthropic and grant-based funding opportunities, meeting with donors and supporting stewardship efforts.
  • Promote engagement and collaboration with student groups.
  • Lead Student Health’s partnership with Recreation Services for University of Delaware’s designation as an “Exercise is Medicine” campus.
  • Limited patient care hours may be possible, depending on availability and clinical need.
  • Weekend and evening work may be required in response to urgent student medical needs and campus medical crises.

Qualifications:

  • M.D. or D.O. degree, medical licensure, and DEA registration in the State of Delaware required.
  • 5 years of clinical training and experience to include completion of a medical residency; 3 years of responsible administrative and supervisory experience required.
  • Knowledge of local and national issues and trends in primary health care and managed care responses required.
  • Knowledge of national certification and accreditation requirements required.
  • Demonstrated ability to manage resources and develop financial plans.
  • Ability to achieve goals; establish unit priorities; develop, plan and implement short and long-range unit goals, formulate policy, and organize and allocate resources consistent with SHS, Student Life, and University priorities and strategies.
  • Experience leading new initiatives.
  • Effective interpersonal and communication skills and ability to work effectively with a diverse campus community of students, faculty and staff, and with a broad off-campus community, medical providers, and Public Health.
  • Ability to convey clinical information in accessible terms to a variety of audiences, such as students, parents, faculty, staff, administrators, and media, and to secure and/or provide information to clarify situations, resolve problems, and communicate policy decisions.
  • An understanding of the culture, structure, and principles of institutions of higher education, including experience in working to achieve results across units/divisions and functions.
  • Demonstrated skills in supervision, including sound management practices and principles. Effective interpersonal and communication skills, including public speaking, negotiation and conflict resolution.
  • Experience working with diverse populations; demonstrated professionalism and cultural humility.
  • Ability to create and sustain a collaborative organizational culture focused on student success.
  • Experience as a systems thinker with a strategic mindset that aligns with the direction of an integrated student health and wellness service.
  • Experience in addressing and managing crises and communicating effectively with students and university community members.
  • Understanding of state of Delaware Child Abuse Reporting law, FERPA, HIPAA, Title IX, Clery Act, and trends in legal liability within student health and college counseling center operations and awareness of federal and state guidelines that govern safety and wellness of students on college campuses.
  • Proficiency in the use of Microsoft Office Suite and Electronic Health Records.
  • Ability to meet eligibility standards required as a Medicare and Medicaid healthcare provider required.
  • Current basic CPR certification.
  • Board certification in a primary care specialty is desirable.
  • Demonstrates an understanding and consideration of the differing needs and concerns of individuals with varying identities, cultures, and backgrounds.
  • A commitment to understanding the ways in which a patient’s needs may differ across populations and how a patient’s identity / identities may impact their care or their experience within the healthcare system.
  • Experience recruiting, training, mentoring, growing, and retaining a diverse staff.

Special requirements:

  • At the time of application and at least once every two years for the duration of employment, must complete University of Delaware Student Health Service Physician Credentialing form and authorize the University of Delaware to secure verification of information including data from the National Practitioner Data Bank. Initial and continued employment is contingent on the acceptability of this information to the University of Delaware.
