General Description:

Reporting to the Associate Vice President, Enrollment Management, the Executive Director of Enrollment Operations and compliance is responsible for strategic oversight of all aspects of Financial Aid and Records & Registration compliance and operations. The Executive Director provides technical expertise in the management and administration of all aspects of the student financial aid program, and manages all compliance-related activities; including evaluating the accuracy of financial records, effectiveness of operational controls, conformance to program policies and procedures, and compliance with state and federal laws and regulations.

Specific Responsibilities:

  • Provide strategic oversight of the College’s financial aid and student registration functions.

  • Manage compliance activities to include evaluating the accuracy of financial records, effectiveness of operational controls, conformance to program policies and procedures, and compliance with state and federal laws and regulations.

  • Provide technical expertise in the interpretation and implementation of State and Federal regulations; including Federal Title IV and other national, state, local and institutional programs.

  • Assist the AVP with ongoing development and updates to the policies and procedures for all federal, state and institutional programs.

  • Examine and evaluate practices, policies, and procedures to identify process improvements and recommendations on their implementation.

  • Administer and conduct ongoing statistical and quality control reviews and reconciliation of all financial aid programs including Federal Pell Grant, Federal SEOG, Federal Direct Loans and any other source of funds for student assistance.

  • Understand and oversee the enforcement of and compliance with Federal, State and College regulations and specified guidelines including the Family Educational Rights and Privacy Act (FERPA) of 1974 (as amended) Veterans Administration, Title IV, PA Act 48, 114, and 335.

  • Provide training and guidance to Financial Aid Office and other Student Service personnel on Financial Aid compliance, office policies and in the effective and accurate use of Banner system processes.

  • Oversee Federal Direct Loan and private loan origination, processing, and payment to student accounts, including development of comprehensive policies, procedures, and system for loan delivery and regulatory compliance.

  • Oversee updates to Banner database using the Student Aid Internet Gateway (SAIG) and exchange federal student financial aid data with Title IV Application Systems, including Common Origination and Delivery (COD) and Central Processing System (CPS).

  • Work closely with external audit staff and oversight agencies with regards to fiscal management, reporting requirements, reconciliation of various fiscal data sources, and maintenance of required documentation.

  • Acts as liaison between the College and private lending community.

  • Provides leadership and supervision to professional and support staff, including evaluation of staff performance.

  • Develops audit plans and guidelines to include analyzing, evaluating, coordinating, and approving proposed field audits, field operations and procedures, contracts, complex accounting systems, and field reports pertaining to internal audits of program operations and external audits of contracting organizations.

  • Consults with administrators and other institutional personnel concerning audit findings and makes recommendations.

  • Prepares, compiles and submits reports/recommendations to agency leadership based upon audits, federal and state legislation, financial reports, and program operations to delineate complex problems, present findings of studies, and propose recommendations and solutions to problems identified through audits.

  • Conducts research on relevant higher education-related compliance matters.

  • Draft regulations and guidance materials for internal and external audiences.

  • Implement, maintain, and update the campus Internal Control Program (ICP).

  • Conduct Internal Control Reviews – interview departmental staff, assess current policies and procedures, data, and records to ensure proper internal controls are in place.

  • Monitor the implementation and effectiveness of corrective actions.

  • Evaluate and analyze the impact on new regulations and determine how to implement within unit. Apply knowledge of international, federal, state and local regulations as well as College policies to ensure optimal compliance.

  • Develop and document standard operating procedures to ensure accurate and timely awarding, adjustments and disbursements of scholarships and state programs; train additional staff, as needed, to assist during peak periods.

  • Maintain effective relationships with other College departments/divisions (i.e., Student Tuition Services, Finance, Counseling, ITS, Institutional Advancement, etc.) to ensure the success of the scholarship and state programs.

  • Collaborate with Institutional Advancement and Student Tuition Services in posting and removing holds on Banner student accounts and managing those population selection sets.

  • Demonstrate a strong commitment to confidentiality, accuracy and quality of work.

  • Adhere to FERPA regulations as they pertain to maintaining the security and confidentiality of all student records, as well as maintain the confidentiality of other documents on behalf of the work area and the College.

  • Perform assigned duties in a manner consistent with the mission, goals and core values of the College.

  • Maintain sensitivity, understanding and respect for a diverse academic environment, inclusive of students, faculty, and staff of varying social, economic, cultural, ideological, and ethnic backgrounds.

  • Deliver quality customer services to both internal and external constituents in a professional, helpful and courteous manner.

Minimum Qualifications:

  • Bachelor’s degree in a related field required. Any and all degrees must be from a recognized institutional accreditor.

  • At least three (3) years of previous experience related to financial aid compliance required.

  • Five (5) or more years of progressively responsible experience in a supervisory role required.

  • Proven knowledge of Title IV federal financial aid regulations, state grant financial aid regulations and federal financial needs analysis required.

  • Experience with enterprise-wide information systems database required. Must be comfortable navigating the database and also designing processes, data queries, and maintaining system integrity.

  • Extensive knowledge of computer based financial aid packaging and reporting systems required. A history of streamlining processes using automation and self-service is required.

  • Demonstrated knowledge of registration processing, scheduling, grading systems, and academic policies and procedures required.

  • Knowledge and understanding of FERPA and other federal and state privacy laws/mandates required.

  • Strong analytical skills required. Must possess the ability to engage in data analysis, strategic projections and to incorporate financial aid leveraging and other strategies to impact the overall enrollment management and student success goals of the College required.

  • Student outreach experience and the ability to communicate with a diverse group of students and parents and other internal and external constituents regarding financial aid is required, as is a demonstrated ability to establish and maintain effective working relationships across departments and with all constituent groups.

  • Computer proficiency in Microsoft Word, Excel and the Internet required.

  • Demonstrated ability to create and manage spreadsheets and databases and to utilize data to make informed decisions required.

  • Must have the ability to research regulations and to connect with a professional network.

  • Demonstrated evidence of strong leadership and management skills required.

  • Must possess the ability to keep staff motivated and working at optimum levels, especially at peak times, and establish a customer service-focused culture, balanced with accurate processing.

  • Must possess strong organizational skills and be detail oriented with an emphasis on excellence in student service.

  • Excellent communication (oral and written) via all media (phone, face to face, email, text, and live chat) required to effectively interact with students, the general public, College staff and faculty required.

  • Ability to manage multiple, simultaneous priorities and meet deadlines required.

  • Ability to maintain sensitivity, understanding and respect for a diverse academic environment, inclusive of students, faculty, and staff of varying social, economic, cultural, ideological, and ethnic backgrounds required.

  • Ability to work effectively and collaboratively as a member of a team required.

  • Ability to demonstrate exceptional service to internal and external customers required.

  • Ability to work extended hours as needed, including evenings and Saturdays; occasional travel to Regional Centers may be required.


Preferred Qualifications:

  • Master’s degree in a related field preferred.

  • Ellucian/Banner strongly preferred.

  • MS Access proficiency preferred.

  • Experience in, and appreciation for, a collective bargaining environment is preferred.
