With a strong business-oriented focus, the Manager, Visibility & Infrastructure Security is responsible for working with Information Technology staff and resources at the University of Toronto to develop and deliver coordinated and strategic efforts to minimize risk of compromise of servers, and server-based applications. Work is done in the context of existing policy, guidelines and applicable legislation in a fluid, consultative environment.

Working as an internal consultant, the Manager, Visibility & Infrastructure Security assumes responsibility for the strategic and tactical planning and provision of risk management in the areas of security visibility and network security including implementation, operation and support. The Manager, Visibility & Infrastructure Security is instrumental in ensuring reliable and robust access controls, service availability, and activity / incident reporting. The manager establishes security visibility standards related to the use and operation of servers and network services and proposes strategies by which those standards are implemented.

With near universal access to the University’s computer systems (including AMS and email), the Manager, Visibility & Infrastructure Security leads or partners with the University’s Internal Audit Department to investigate and undertake forensic audits of IT systems and services whose access control mechanisms have been compromised or circumvented, both within and from outside of the University; Undertakes investigations in consultation with Human Resources and Labour Relations and gathers forensic IT and security data and evidence in instances of employee related breaches and misconduct; Undertakes investigations of potential IT related criminal activity (i.e. bomb threats using ghost email accounts). Actively monitors cyber threats to the University email and related system; works to ensure President, Vice-Presidents and other senior officials of the University have secure, uncompromised email access and develops protocols for security of communications during labour disruption or other disruptions.

The Manager, Visibility & Infrastructure Security may act as a project manager for those server-based projects that fall within the responsibility of the Information Security department to deliver: Identity and Access Management, Business Continuity and Protection of Privacy. In projects where the Information Security department is not the lead, the Manager, Visibility & Infrastructure Security acts as a subject matter expert in the above areas to the department leading the project.

The Manager, Visibility & Infrastructure Security reviews the performance of security controls, and effectiveness of projects to achieve the security goals of the Information Technology portfolio. The Manager, Visibility & Infrastructure Security is also responsible for the initiation and successful negotiation of a wide variety of contracts covering hardware, software, support and services.

As a member of the Information Security management team, the Manager tables proposals to augment and/or improve services delivered and participates in reviewing proposals from others. Their in-depth technical expertise and their teamwork approach to organizational issues are called upon not only in day-to-day developments but also in tactical and strategic planning efforts.

The Manager, Visibility & Infrastructure Security has frequent interaction with all levels of the university community providing technology recommendations and server-based application implementation strategies. The Manager, Visibility & Infrastructure Security has frequent contact with regional and provincial research and education IT personnel to provide technical and financial summaries, to prepare proposals and reports, and to develop server and server-based application plans.

Qualification Required


  • University degree in Computer Science, Engineering, or an equivalent combination of education and experience.


  • Ten-plus years working in an Information Technology environment.
  • Five-plus years in a team lead or senior/supervisory role in an IT environment.
  • Five-plus years working with Information Security as a prime focus of activity.
  • Strong understanding of client and server application deployment and support.
  • Strong understanding of client and server activity tracking.
  • Experience in platform migration
  • Experience in software / service deployment
  • Strong understanding of IT Architecture concepts and security methodologies
  • Experience auditing systems for compliance (PCI-DSS, PA-DSS, etc.)
  • Experience developing information security standards and guidelines
  • Expert level understanding of Windows and a variety of Unix-like operating systems (Solaris, Linux, OpenBSD, OS X), at both server and client level.
  • Experience in administering enterprise-level Microsoft and Unix-based server applications (Exchange, Sendmail, Postfix, IIS, Apache, Tomcat, Sharepoint, Snort)
  • Strong Scripting skills – Shell and interpreted languages
  • Experience configuring high availability solutions
  • Experience compiling and installing software packages from source
  • Experience with application / scripting tools (Python, Perl)
  • Experience configuring databases and database-backed applications (SQL Server, Oracle, MySQL)
  • Comprehensive knowledge of TCP/IP networking and client-server architecture and protocols.
  • Strong understanding of network configuration and hardware (Cisco PIX, ASA, Catalyst devices)
  • Extensive experience using network and security analysis tools.
  • Expert level understanding of the following access control technologies – LDAP, Kerberos, and Active Directory, VPNs
  • Expert knowledge of Encryption technologies at network, file and file-system levels
  • Strong understanding of cryptographic certificates and the operation of certificate authorities.
  • Extensive experience with intrusion detection and prevention – host and network, active and passive.
  • Experience in selecting, configuring and deploying service mis-use detection and prevention technologies (Anti-Spam, Anti-Virus, Anti-DDOS, etc.)
  • Experience with Network-available storage / Storage Area Network security
  • Experience with deploying, configuring and securing virtualized environments, and services running in same.
  • Experience with federated access control (Shibboleth, ADFS).


  • Strong communication skills, both oral and written.
  • Excellent project management and problem-solving skills.
  • Ability to master new technology quickly
  • Ability to quickly assess security incidents based on limited, often incomplete information, and rapidly interpret server / network diagnostic logs.
  • Strong understanding of change and configuration management processes.


  • Both broad and in-depth knowledge of industry innovations and state-of-the-art technology in both computing and networking arenas. Strong organizational and interpersonal skills.
  • Familiarity with financial requirements of project management a plus. IT Security certifications held or in progress a plus. Familiarity with database administration and operation a plus.
  • Exposure to e-commerce and other net-centric business models highly desirable, as is experience with, and ability to provide support outside of normal working hours, as needed.
