PURPOSE:The Outreach Worker’s primary function is to provide critical outreach, case management, well-checks, assessments, education, support, referrals to medical and behavioral health providers, substance use treatment, housing programs, and other resources appropriate to homeless individuals residing in Monterey County.
POSITION SUMMARY:The Outreach Worker is part of the Homeless Engagement and Response Team (HEART) and will participate in daily county-wide outreach to people experiencing homelessness in Monterey County. This position is under the CHE Principal Investigator’s oversight and the CHE Coordinator’s general supervision.ESSENTIAL DUTIES AND RESPONSIBILITIES include, but are not limited to, the following:

  • Conduct daily county-wide outreach activities to develop relationships and build rapport with clients to assist them with finding a traditional home (apartment, house, room for rent, etc.) within the community of their choice.
  • Provide supportive counseling to individuals regarding the use and effect of alcohol and drugs.
  • Assist individuals in identifying their need for treatment, provide substance use treatment referrals, and collaborate for individualized care
  • Conduct assessments to identify housing needs and referrals for social and housing services and work together with clients to identify housing needs, identify potential barriers to maintaining housing, and develop strategies for maintaining housing.
  • Educate clients on different housing resources and options available to them. Work directly with clients to apply for and obtain appropriate services.
  • Develop and implement a community care plan for individuals enrolled in case management.
  • Provide information and instruction to participants regarding how to administer self-care and local resources available to them.
  • Follow-up with each participant at least weekly to ensure they are making progress towards their goals and provide backup documentation in the client’s file.
  • Provide individualized support that helps participants develop a plan that identifies barriers to acquiring and sustaining housing and improving their health and wellness
  • Network and collaborate with Monterey County area housing resources and area homeless service providers.
  • Work directly with area homeless service providers to verify clients’ homeless status and complete Continuum of Care/Homeless Certification paperwork.
  • Maintain accurate and timely documentation of progress notes, financial records, and other data necessary for client care and reporting goals/outcomes.
  • Maintain client-related data systems
  • Maintain personal, professional boundaries with clients.
  • Conduct CARS/ VI-SPDAT (Vulnerability Index- Service Prioritization Decisions Assistance Tool) on all new clients to connect them to proper intervention and services. Document results, and complete match initiation form.
  • Maintain documentation standards as set forth by CHE policies.
  • Ensure all program data is accurate and entered into the appropriate program documentation system as contractually required. (i.e., HMIS, internal spreadsheet, CARS, etc.)
  • Participate in staff meetings, collaborative case conferences, support team meetings, and other related meetings.
  • Must have own transportation, valid driver’s license, auto insurance to conduct job-related travel, and the ability to complete a web-based training in defensive driving.

This is an in-person position.Location: Salinas, CA, and fieldwork at various locations in the community

  • Availability to work evenings and weekends as requested by management and based on the operational needs of the Street Outreach program
  • Strong written and verbal communication skills
  • Ability to work and communicate as part of a team
  • Ability to maintain regular and consistent attendance
  • Ability to obtain CPR/First Aid certification
  • Knowledge familiarity with Person-Centered and Solution-based approaches, Motivational Interviewing, Harm Reduction, and Housing First models of service delivery

Minimum Qualifications:

  • A high school diploma, degree in health and human services, or enrollment in an accredited institution is preferred.
  • Peer experience with vulnerable and marginalized populations.
  • Bi-lingual capabilities are helpful but not required
  • Demonstrated understanding of and commitment to CSUMB’s vision statement.

Special Conditions of Employment:

The person holding this position is considered a “mandated reporter” under the California Child Abuse and Neglect Reporting Act and is required to comply with the requirements set forth in CSU Executive Order 1083 as a condition of employment.

Compensation and Benefits:

Salary placement is determined by the education, experience, and qualifications the candidate brings to the position, internal equity, and the hiring department’s fiscal resources. Classification: Grade 3. The hourly pay rate for this position is $25. This is a non-exempt position and as such is eligible for the overtime provisions of the Fair Labor Standards Act. Location

Going to school on an old Army base can be pretty cool. For example, the Visual & Public Art Department has made an amazing studio and gallery space out of old motorpool buildings. You'll find many bits and pieces of this history all over campus – unique and surprising reminders of Monterey Bay's military past.

Monterey Bay is on the central coast of California, just two hours south of San Francisco. The bay itself is one of the largest marine protected areas in the world and home to whales, deep sea anglerfish, and of course our mascot, sea otters. The Cal State Monterey Bay campus is close to pristine beaches, redwood forests, tidepools, and the Fort Ord National Monument.

CSU Monterey Bay bldg 1The campus sits halfway between the Monterey Peninsula, which features the coastal communities of Pacific Grove, Monterey, Seaside and Carmel, and the Salinas Valley, known as the "Salad Bowl of the World" for its abundant agricultural production. The city of Salinas is the county seat and served as the setting for many of John Steinbeck's novels.

The campus straddles the cities of Seaside and Marina, which are small, diverse communities where many of our students live and work. We also offer online programs for those who don't live in the area.

Departments and Faculty

Within the Academic Affairs administrative division, six colleges oversee Cal State Monterey Bay's academic operations. Each college includes several academic units that deliver degrees, minors, and other academic offerings. The university currently offers a total of 25 undergraduate degrees with over 30 included concentrations, more than 30 minors, eight graduate degrees, and several teacher certification options.
