POSITION SUMMARY
The Assistant Bursar provides quality customer service and leadership in a team-focused, fast-paced, and continuously evolving environment. Position is responsible for billing and collections, payment plans, receipt of tuition and other miscellaneous payments, processing refunds, monitoring and managing delinquent accounts and coordinating with other student service departments. Position requires maintaining a high level of confidentiality of college and student accounts while complying with the Federal Right to Privacy Act (FERPA), college, state and federal regulations.

ESSENTIAL JOB DUTIES AND KEY RESPONSIBILITIES
1. Assist the Bursar with leadership of the Student Accounts & Payments office including but not limited to operational oversight, strategic planning, personnel management, technical operations and compliance.
2. Utilize department and college technology systems at an advanced level, being proficient in designated areas of responsibility, training others as needed, and assisting with technology program improvements or modifications.
3. Write and maintain correspondence, toolkits, department operational documentation, marketing materials, website content, policies and procedures relating to payment and collection initiatives. Evaluate effectiveness, with the lens of continuous process improvement.
4. Oversee monthly reconciliations of receivables and miscellaneous accounts.
5. Supervise staff in their daily operations; establish staff schedules, ensuring appropriate office coverage.
6. Support the hiring, evaluation, and professional development of office staff. Provide input to staff evaluations, co-conduct staff evaluations and provide recommendations for hire. Assist in the effective onboarding of new employees through training and coaching. Facilitate communication and opportunities for continued staff learning.
7. Effectively and professionally communicate with customers, providing excellent customer service. Respond to escalated customer service issues.
8. Provide cash management support to departments within the college for various campus services. Ensuring compliance with state and federal regulations (i.e. Department of Education cash management Title IV Federal Financial Aid).
9. Maintain, test and implement software and outsourced vendor service relationships as related to student accounts.
10. Oversee all accounting, invoicing and refunding related to student accounts receivables and payables in accordance with established college processes in compliance with state and federal regulations (i.e. PCI and GLBA).
11. Oversee Dual Credit invoicing and scholarship process.
12. Assist with management of 1098T student tax forms.
13. Train and provide support to employees on and off campus in relation to accounts receivable Student Accounts & Payments processes.
14. Coordinate, maintain and assist with collection efforts of delinquent accounts collaborating with collection and legal agencies.
15. Prepare data and trend analyses related to student/employee data as needed and provide assistance during college’s annual audits.
16. Serve on institutional committees and work groups as needed.
17. In the absence of the Bursar, assume responsibility for the oversight of the office.
18. Perform related duties as assigned.

MINIMUM QUALIFICATIONS
1. Bachelor’s degree with concentrations in business, accounting, finance or information technology.
2. Three (3) years of related experience.
3. Superior customer service skills including interpersonal, written and verbal.
4. Proficient knowledge in office technology, Microsoft Office (Word, Excel, PowerPoint) along with data analysis, report creation and mining data skills.
5. Problem solving skills, excellent organizational skills, detail-orientated, self-starter, ability and willingness to work effectively with a diverse population in a collegial environment.
6. Ability to establish and maintain cooperative and effective working relationships with other members of the college and community, displaying cultural competence as well as emotional intelligence.
7. Demonstrated commitment to the college’s core values of respect and inclusion, sustainability, integrity, collaboration, humor and well-being, innovation and quality.

PREFERRED QUALIFICATIONS
1. Higher Education experience.
2. Community college experience in a similar role.
3. Experience in supporting Customer and Student Financials in Ellucian, Workday or other ERP systems.
4. English and Spanish verbal and written communication proficiency.
5. Demonstrated multicultural competence.

PHYSICAL DEMANDS
1. Normal office physical demands.
2. Ability to travel between campus locations and to and from community events.

WORKING CONDITIONS
1. Duties are performed indoors in the usual office environment.
2. Flexibility to adjust scheduled hours at peak times of the year.
