Job Summary

The Executive Director of Workforce Training and Continuing Education (WTCE) is a direct report of the President. The Executive Director is responsible for leadership and direction of non-credit programming and instruction, and oversees the Yellowstone Center and Eastern Idaho Workforce Center facilities for College of Eastern Idaho (CEI). The Executive Director participates as a member of the President's Advisory Council (PAC) and serves as an advisor to the college president. The Executive Director promotes and provides leadership to ensure that the mission, purpose, core values, strategic goals, and objectives of the WTCE division are achieved and are aligned with those of the College.

Typical Job Functions

  • Leads divisional efforts in fulfilling the WTCE mission of driving economic prosperity in our community by teaching in-demand skills for work and life
  • Manages the WTCE Division as an “enterprise fund” to self-sufficiency with the expectation of positive net revenue to support long-term growth of WCTE and College general fund
  • Provides direct leadership to the WTCE Division's non-credit programming and instructional delivery encompassing the significant program areas of: Regional Customized Workforce Training, Cyber Security Certifications, Construction and Trades Skills, Apprenticeship, Nursing and Health Technologies, Emergency Medical Technician, Professional and Continuing Education, Adult Enrichment, Youth Programs, and Regional Outreach
  • Uses past experiences with economic and workforce development to ensure responsiveness to workforce trends within the region, while increasing the numbers of quality of skilled candidates for regional talent pipelines
  • Oversees new program development, including needs assessment to determine program needs and market demand, instructor engagement, and customer satisfaction
  • Manages and facilitates best practices and processes related to adult education and workforce innovation including all facets of Work-Based Learning (Learning about Work, Learning through Work, Learning at Work)
  • Promotes and provides leadership in program review, outcomes assessment, non-credit education policy and assists with the CEI accreditation process for the College through the Northwest Commission on Colleges and Universities (NWCCU)
  • Collaborates with the Idaho Workforce Development Council and Idaho Division of Career and Technical Education to create or enhance specific workforce programs as applicable
  • Through leadership and coaching practices, encourages employees to pursue external resources and grants to advance division and/or College priorities in collaboration with the Business Office, and General Education or CTE as appropriate
  • Represents the College at local, state, regional, and national meetings and serves as an active participant and spokesperson for the College in educational, community, legislative and civic organizations
  • Works closely with regional business and industry leaders to ensure relevant non-credit and cooperative programming, placement, internships, apprenticeship, service-learning, and advisory committees
  • Works closely with the Vice President of Academic and Student Affairs, Deans of CTE, General Education, Health Professions and Student Affairs to ensure coherent relationships between credit and non-credit bearing programming
  • Develops, implements, and maintains short and long term divisional strategic planning in order to meet programming, fiscal, and workforce goals
  • Responsible for the creation and administration of the division's budgets, working closely with the VP of Finance and the Budget Office to collect and analyze financial data and preparation of clear and concise reports as required
  • Performs miscellaneous job-related duties as assigned
Minimum Qualifications

  • Bachelor's degree in a relevant discipline and a minimum of three years of related experience or an equivalent combination of education and experience
  • A minimum of three years of mid to senior-level supervisory management and budgeting experience, as well as the ability to think and act from both a tactical and strategic viewpoint
  • Demonstrated experience conducting needs assessments, project and event management, developing and evaluating programs, grant and proposal writing, marketing and promotion, creating media relationships, and collaboration with economic and workforce development agencies
  • Demonstrated communication skills including the ability to plan create and present briefings, promotions, to address public and private audiences, and respond to media inquiries
  • Additional Desired Qualifications

  • Master's degree in a relevant field from an accredited college or university
  • Prior working experience in a community college
  • Demonstrated successful experience in building industry partnerships to deploy workforce programs, along with the ability to fundraise
  • Bilingual (Spanish)

    Physical Demands and Work Environment:

    Employees work indoors and are protected from weather and/or contaminants, but not, necessarily, occasional temperature changes. The employee is regularly required to sit and often uses repetitive hand motions.
