Job Description:


As Title IX Coordinator, this position will be a visible campus advocate on issues concerning wellness and sexual assault prevention and education. The Title IX Coordinator also provides oversight of the investigatory and decision-making processes critical to ensuring appropriate case outcomes. Given the ever-increasing institution-wide impact and legal complexity of Title IX, the Coordinator has a dual reporting relationship to both the Executive Vice President and the General Counsel. The Executive Vice President will provide managerial direction and support for operational, training and budgetary needs, while the General Counsel will provide advisory support relative to policy analysis, case management, investigations, and hearings. The Title IX Coordinator will meet monthly with the Title IX Core Team, which insures cross-functional institutional support for the implementation of educational programs for students and employees on wellness and sexual assault prevention, as well as assistance navigating sensitive case-specific matters. The Title IX Core Team consists of the Dean of Students, the Vice President of DEI, the Chief of Police, the Dean of the Faculty and the Director of Human Resources. The Title IX Coordinator meets with this team on a weekly basis to ensure consistency in process and that the Coordinator receives essential support for programs and initiatives.



The Title IX Coordinator will:


  • Oversee and coordinate the University's policies and practices regarding Title IX requirements, including policy development, compliance, investigation, training, and reporting.
  • Supervise and activate the workflow for the Title IX Deputy Coordinators, who are designated and trained to investigate Title IX complaints.
  • Provide ongoing consultation with University stakeholders regarding Title IX requirements, compliance and grievance resolution.
  • Remain knowledgeable of changes in federal and state law and regulations, trends within higher education to ensure the integration of best practices for Clark and its culture.
  • In collaboration with other positions on campus, develop and oversee the delivery of educational programs concerning sexual offense awareness and prevention and ensure that the policies, procedures, and regulations have been communicated broadly and consistently to the campus community.
  • Coordinate training programs for undergraduates and graduate students, as well as faculty and staff, related to federal requirements for Title IX, Clery Act, the Campus SaVE Act, and the Violence Against Women Amendment (VAWA). Chair the Campus Committee for Safety and Security Compliance.
  • Educate the campus community on issues related to wellness, including healthy relationships, consent, stalking, dating violence, harassment and sexual assault.
  • Implement mandatory programming for all new hire employees and incoming undergraduate and graduate students.
  • Advise student organizations and student volunteers on issues related to wellness and sexual offense prevention.
  • Direct programs for undergraduate students related to wellness, alcohol, substance use and abuse, sexual behaviors, decision-making, and eating issues.
  • Conduct periodic climate surveys to assess the effectiveness of the educational and outreach programming and initiatives.
  • Under the direction of the General Counsel, conduct periodic institutional gender equity audits of various departments and divisions to ensure institutional compliance with Title IX, MEPA and related laws and regulations.


Requirements:


  • A master's degree, with 5-7 years relevant experience in higher education is highly desirable.
  • A terminal degree in higher education, organizational leadership, student personnel, law, or related field is preferred.
  • At least 5-years' experience with Title IX compliance, in-person and virtual training delivery and investigations is strongly preferred, and at least 3-years' experience is required.
  • Strong knowledge of Title IX, VAWA, Campus SaVE, MEPA and Clery legislation.
  • A demonstrated commitment to diversity and multicultural competency in working with diverse student populations, including students of color, international students, and LGBTQI students.
  • Sound judgment, ability to handle a large work volume, and discretion when dealing with sensitive issues.
  • Exceptional verbal and written communication skills and the ability to communicate effectively with many different constituencies, including students, staff, faculty and outside vendors.
  • The ability to work nights and weekends on an as-needed basis.
