Summary of Duties:

The incumbent provides leadership, oversight and daily management of the Compliance team within the Sponsored Programs Services division of the Business Services/Controller’s operation. The incumbent is to provide guidance and direction to internal and external stakeholders to ensure compliance with the administrative and fiscal policies of the State, the University and sponsoring agencies, specifically including the following areas: Effort Certification, Salary Cap compliance, Subrecipient Monitoring, FFATA, cash management and revenue protection activities supporting all WSU campuses and colleges. Additional duties include performing strategic financial analysis and developing monitoring reports that provide oversight and insight to SPS Management and research administration stakeholders across the institution, as well as developing and maintaining an internal onboarding and continuing education program for the department. The incumbent interprets, drafts, and revises applicable policies in an effort to ensure the university’s internal control framework is sufficient; continuously monitors university business processes and proposes and implements efficiencies and improved controls where possible. The incumbent sets the compliance and control framework for the institution’s post-award research administration portfolio, and works collaboratively with stakeholders to assure the quality of the framework.

In addition, the incumbent will provide improvement recommendations to business processes and systems, and prepare Controller’s Office personnel for new systems and updates. The incumbent serves as an expert resource for department stakeholders on applicable policies and procedures, and general best practices related to post-award research administration compliance. This position requires daily collaboration to identify solutions to issues raised by departmental customers and sponsors which are both compliant and meet the needs of the program.


Required Qualifications:

  • A Bachelor’s degree in business, economics or a related field, and three (3) years of experience directly related to the duties and responsibilities specified. Any combination of relevant education and experience may be substituted for the educational requirement on a year-for-year basis.

  • At least one (1) years of experience supervising or leading the work of other employees

  • At least one (1) year of experience in research administration.

  • Intermediate skill with Microsoft Office products, especially Excel.

  • Experience using software and technology applications, including Microsoft Office Suite products (Word, Excel, Access, PowerPoint) and relevant web based applications, that improve workflow and organizational efficiencies.

  • Excellent written and verbal communication skills which includes the ability to author, deliver and provide training of complex material to all levels of constituents.


Preferred Qualifications:

  • Experience in sponsored programs administration within a major research university or related academic environment.

  • Working knowledge of federal, state and other regulations governing grant and contract administration.

  • In depth knowledge of Office of Management Budget (OMB) policies and regulations.

  • In depth knowledge of cost accounting standards, facilities and administrative analysis.

  • Working knowledge pertaining to research contracts, patents, copyrights, material- transfer agreements, confidentiality agreements and post award cost accounting.

  • Experience in building financial reports from multiple data sources.

  • Experience supervising personnel.

SPS serves WSU system-wide including the Pullman, Everett, Spokane, Tri-Cities, and Vancouver campuses. This position is currently eligible for remote work; the work schedule is required to primarily overlap normal SPS Office hours M-F between 8am - 5pm Pacific Time.

Associate Vice Provost for Inclusive Excellence Recently Announced

Dr. Lisa Guerrero was recently named associate vice provost for inclusive excellence. Guerrero has been an active advocate for diversity and inclusion since joining the WSU faculty in 2004. She is currently a professor of Comparative Ethnic Studies in WSU’s School of Languages, Cultures, and Race. She will maintain her faculty position, while serving as associate vice provost in a half-time appointment.

Dr. Guerrero will provide leadership to academic affairs in implementing WSU’s commitment to equity, diversity, and inclusion. She will help to identify and implement best practices and evidence-based approaches in faculty hiring, tenure and promotion, research support, faculty retention, teaching and mentoring, and curriculum planning. One of her first areas of responsibility will be to oversee the Racism and Social Inequality in the Americas faculty cluster hire program for Fall 2021.
