Bastyr University (Kenmore, Wa and San Diego, CA) is seeking an Associate Vice President of Human Resources.

The Associate Vice President of Human Resources (AVPHR) serves as the chief human resources officer for the university and serves as a member of the President’s Executive Team. This position directs the Human Resources Office and provides strategic and day-to-day oversight for organizational development, institutional Human Resource (HR) policies and programs including employee relations, staff and leadership development, benefits, implementation of personnel policies and procedures, recruitment and orientation, payroll, faculty and staff compensation and performance management systems, compliance issues, and personnel records.

ESSENTIAL RESPONSIBILITIES

People:

  1. Ensures Bastyr can attract, hire, and retain top quality employees to meet Bastyr’s current and prospective needs including fostering an inclusively diverse, inclusive, and equitable workplace and campus climate to enable employees to contribute to their full potential.
  2. Ensures that a robust professional development strategy is created to support Bastyr’s mission and develop the skills and talents of our most important resource – our people.
  3. Acts as coach and adviser to all management on human resource issues as needed.
  4. Provides oversight, development, effective communication (both verbal and written), and implementation of guidelines, policies, and programs with respect to employee relations and compliance issues. Partner with Associate Vice President of Diversity, Equity, and Inclusion to ensure equity.
  5. Acts as the institutional lead on employee grievance resolution.

  • Helping to promote Bastyr’s values throughout the workplace.
  • Develops and implements policies and training to facilitate positive transformation that supports real collaboration and harnesses the power of a diverse workforce; relies on critical thinking and joint problem-solving; and encourages clear and transparent communications.
  • Provides strategic leadership and direction for all facets of human resources including plans, develops, and implements human resources strategy for the University which links culture, skills and the way we work to our strategy and improves how we work together.
  • Creates training materials or assess vendor education training modules in the areas of: employee supervision, disciplinary process and other subject matter . Partner with Associate Vice President of Diversity, Equity and Inclusion to develop, assess, and implement trainings related to inclusive and equitable practices.
  • Operations:

      Drafts, revises and implements human resources policies and procedures; research issues and advises management regarding trends and changes.
      Serves as primary advisor regarding personnel/HR issues to the President, Senior Executive Team and University management team while fostering a positive organizational culture by enhancing collaborative and inclusive working relationships, building trust and cooperation, teamwork, promoting diversity, and maintaining confidentiality. Collaborate with Associate Vice President of Diversity, Equity and Inclusion to ensure equity.
      Directs the administration of University employee benefits, development of cutting-edge programs including wellness programs; provides cost analysis and research new/proposed programs; keeps abreast of emerging issues in all HR disciplines and compliance regulations (federal, state and local); works with Finance Dept. staff and outside auditors to ensure that reporting requirements are met for health insurance plans, the employee retirement plan and payroll.
  • Manages coordination and monitoring of staff recruitment, selection, and retention processes; advises academic administrators in the academic recruitment process and works with them to promote institutional diversity and consistency. Develops policies and procedures to enhance recruitment and retention of a diverse workforce, including developing and monitoring the University’s Affirmative Action Plan. Partner with Associate Vice President of Diversity, Equity and Inclusion to develop, assess, and implement trainings related to cultivating an inclusively diverse workforce.
  • Administers wage and salary programs; researches and takes leadership role in developing new compensation plans and programs; conducts market analyses to maintain competitive compensation programs for both faculty and staff; chairs ad-hoc or standing committees related to staff compensation. Provides advice and counsel to the President and the Senior Executive team members on issues related to compensation.
    Oversees the administration of the university’s retirement employee benefit plan including acting as the Chair of the Retirement Planning Committee, ensuring the legal compliance of the program with Department of Labor/Employee Retirement Income Security Act regulations, annual completion of a plan audit, filing of the 5500 DOL forms, discrimination testing, and the daily administration of the plan.
    Oversees the creation and maintenance of the personnel record keeping and payroll systems; directs the design and implementation of new payroll system conversions including the RFP process, interviewing and evaluating potential vendors, negotiating service agreements and costs, and ensuring smooth system implementations. Oversees analysis and reporting of personnel related data as required and/or requested.
    Responsible for implementing the development and delivery of staff and management training programs including new employee orientation, leadership training, in-house training, exit interviews, employee climate surveys, and problem resolution for employees and managers. Work closely with Associate Vice President of Diversity, Equity and Inclusion to ensure vendor diversity and adherence to the University’s DEI’s goals/expectations.

    Employee Relations:

    1. Responsible for overseeing discipline and termination of employees in accordance with company policy and local laws and legislation. Serves as the College’s primary administrator for cases alleging misconduct, specifically sexual misconduct, gender-based discrimination, harassment, intimate partner violence, and stalking for students, faculty and staff.

    Qualifications:

    BASIC QUALIFICATIONS

    • Five or more years of demonstrated, progressively responsible HR management experience that includes: employee supervision, benefits and compensation administration, budget development and management, recruitment and retention, employee relations, training, payroll, policy development/implementation, compliance issues, and organizational development.
    • Effectively managing disciplinary issues, employee grievance resolution and termination process.
    • Excellent oral and written skills and experience with Windows Office.
    • Bachelor’s degree in Business Administration, Human Resources Management or related field or equivalent combination of education, training and work experience is required.

    PREFERRED QUALIFICATIONS

    • Master’s degree and/or specialized training desirable.
    • PHR or SPHR desirable.
    • Knowledge of the employment relationship in higher education as it pertains to faculty is desirable.
    • Previous Human Resources experience in higher education and/or health organization is desirable.
    • Expertise in benefits and compensation program development and administration, employee relations, payroll administration, and employment law compliance.
    • Knowledge of the employment relationship in higher education as it pertains to faculty is desirable.
    • Compensation modeling including position classifications and benchmarking experience.
    • Experience with developing and monitoring Affirmative Action Plans.
    • Working knowledge of California and Washington employment law and their application to HR issues.
    • Organizational Development experience.
    • In-depth knowledge of all major disciplines within Human Resources including: employee benefits laws and regulations (DOL, ERISA, FLSA, FMLA, ADA, ACA, WARN Act, etc.), practices and terminology; employee relations; organizational development; Federal, State and local laws and regulations governing the employment relationship including wage and hour laws in a multi-state operation (Washington and California), equal employment opportunity and non-discrimination; Title IX; practices and trends in Human Resources administration related to recruitment, selection and retention, compensation and reward systems, performance evaluation and progressive discipline, record keeping, payroll, policy development, training and planning.
    • Knowledge of organizational development and business management.
    • Must have commitment to and knowledge of diversity and inclusion practices.
    • Excellent interpersonal communication (both verbal and written) and time management skills; ability to regularly exercise objectivity, confidentiality, discretion and judgment; ability to research and generate reports and recommendations utilizing PC-based word processing and spreadsheet software; ability to operate in a fashion that takes into account both detail-oriented and more global perspectives; and the ability to manage budgets and assess fiscal impacts of personnel related actions.
    • This position requires excellent leadership, problem solving, project management, presentation skills.
    • Individual must be able to foster a positive organizational culture by enhancing collaborative and inclusive working relationships, building trust and cooperation, teamwork, promoting diversity, and maintaining confidentiality.
    • This individual must be able to work with a diverse population to solve problems, create cost-effective systems, and provide high-quality customer service in all aspects of HR management. Skills in motivating, coaching, conflict resolution, and leading direct reports are essential.
