The Florida State University's Division of Student Affairs is seeking an innovative, dynamic, and collaborative professional to provide leadership, coordination, and direction of the to the Division of Student Affairs Business Office. Under the direction of the Vice President for Student Affairs, the Director of Budget and Financial Services is responsible for the strategic management and administration of the Division's financial resources, fiscal operations, and human resource activities.

Responsibilities
  • The Director of Budget and Financial Services serves as a member of the Leadership Team within the Division of Student Affairs and as the Chief Financial Officer (CFO) for the Division of Student Affairs providing senior-level strategic leadership across the Division.
  • Directs the financial operations of the Division by overseeing the Division of Student Affairs Business Office to ensure proper and effective management of University Funds which includes direct supervision of DSA Business Office staff.
  • Conducts routine meetings with the Vice President, Student Affairs Executive Team, and various Student Affairs Directors to ensure that financial objectives are met.
  • Responsible for oversight and management of resources in a complex University Division, including an annual budget of over $100million across multiple funding sources including state appropriations, student fees, auxiliaries/receipts, gifts, and grants.
  • The CFO formulates the Division's strategic financial plan and provides guidance to best leverage available resources to accomplish University and Division goals, as well as coordinates planning for all of the Division's funding sources, including student fees, auxiliary revenues, and other revenue streams available to the Division.
  • Reviews and analyzes the Division's overall financial position and capacity for capital expenditures and leads the Divisional efforts to secure necessary funding for large capital projects through the bond issuance process.
  • Directs the Divisional budgeting processes including review of Departmental budgets and developing recommendations for the Vice President for the upcoming fiscal year.
  • Collaborates with the University's Budget Office to carefully consider any ongoing budgetary considerations and develops and provides financial reports to ensure sound fiscal management of the divisions resources as needed for internal and external data requests.
Qualifications

Master's degree and five years of experience related to budget, financial and/or accounting services, or a Bachelor's degree and seven years of related experience. Two years of experience must be in a supervisory role. (Note: higher education may substitute for experience at an equivalent rate.)

  • Experience reviewing financial data for accuracy, completeness, and compliance, as well as compiling financial data and preparing reports.
  • Experience evaluating processes and developing alternative procedures.
  • Experience working with all levels of employees and management in a professional environment using strong interpersonal and communication skills.
  • Ability to perform detail-oriented work, multitask, and work in a fast-paced, team-oriented environment.
  • Ability to interpret and apply related federal, state, and local laws, ordinances, rules, and regulations, and related University policies, procedures, principles, and practices.
Preferred
  • Experience in a higher education environment.
  • Experience with financial enterprise resource planning systems (such as PeopleSoft/OMNI or comparable systems).
  • Proven track record in diverse staff development, coaching, performance management, and the use of collaborative decision-making to meet organizational objectives.
  • Knowledge of the concepts, principles, and practices of accounting, budgeting, and cost control procedures.
