The Department of Surgery has an opening for a full time University Staff (unclassified) HR Program Manager position.

Program Managers are responsible for the day-to-day operation of a program, function or work unit, including the development and implementation of processes consistent with college, school or departmental strategies and processes.  These positions typically do not supervise others.

This position will manage the day to day operations of the HR specialist group in the HR Unit in the Department of Surgery, making decisions on direction, work load and troubleshooting of issues with the HR Specialists. This position will be the direct supervisor over two HR Specialists. This position will be critical in the strategic planning for the unit, and will handle process improvement for the HR Specialist group. This position will be responsible for the FMLA for the department, in addition to Time Collection. This position will serve as the first point of contact with all position management, hiring, termination, FML and HR transactions for all employees in the Department of Surgery. This position will also advise the Director of HR and Faculty Affairs on process improvements and changes in policy and procedures.

Examples of Work Performed:

General Human Resources:

    Serves as Immigration Administrator for the Department and oversee/process all J-1, H1B, O1, Permanent Residency requestsManage all academic appointments and reviews administrative requirements for clinical (volunteer) faculty.  Administers and maintains the department’s policy and listing of clinical faculty.Serve as the point of contact between SOM and Central HR, and ensure the Department is following all University policiesReview all volunteer and observership requests, and work with Risk Management to ensure the Department is in compliance
Surgery HR Core:

    Manage the day to day operations of the Position Management, Hire and Credentialing transactions.Manage the creation and posting of positions for all faculty and staff hires in the departmentManage the credentialing process for all incoming faculty, working with each division to meet their hiring and recruitment needs.Supervise the HR Specialist Team and provide process improvement based on feedbackTroubleshoot issues and develop/implement solutions Manage issues and feedback from Administrators and make appropriate changesWork closely with HR Program Director and Director of Operations to find improvement to processes and implement new solutions as neededCreate and analyze reports on transactions for forecasting and progress of team; utilize reports to improve day to day processes
Family Medical Leave:

    Meet with employees individually to provide an overview of FMLManage the transactional duties of FML (entering time collection in HCM, following up with employee, etc) after FML has been approved by departmentWork closely with campus HR FML liaisons to make sure all processes are being followed and to troubleshoot any problems
Time Collection:

    Oversee the Time Collection process for the Department of Surgery, implementing improvements to the process and making changes as neededManage the transactional duties of Time Collection (creating batch entries, uploading batch entries, etc)Send out reconciliation of time at end of fiscal year for certification, as well as managing the leave sweep.
Minimum Qualifications:

    A bachelor’s degree in Human Resources, public administration, public policy, business, higher education administration, social sciences, behavioral sciences or a directly related field from an accredited institution.  A combination of education and related technical/paraprofessional experience may be substituted for the bachelor’s degree on a year for year basis.The position requires four years of extensive, diverse and progressively responsible professional experience, including direct responsibility for recruitment, payroll, credentialing, employee relations or business administration.This position requires one year of supervising or team lead experience.
Required: Applicants must meet minimum qualifications at the time of hire.

Preferred Qualifications:

  • Experience working in an Academic Medical Center
  • Experience with HCM, Salesforce, Smartsheet, and Taleo
  • Experience with faculty/staff hiring, position management, HR transactions, time collection, and FMLA
  • Experience leading a team in a complex HR environment 
Competencies:

  • Ability to analyze, interpret, and evaluate a broad range of laws, rules, and regulations in order to exercise good judgment in applying them to human resource challenges.
  • Knowledge of the professional standards, concepts, and practices of recruitment and selection, employee relations, or organizational development and human resource policy.
  • Ability to communicate effectively, both in writing and orally, including public speaking.
  • Ability to establish and maintain effective working relationships with employees at all levels throughout the institution.
  • Demonstrated commitment and leadership ability to advance diversity and inclusion.
  • Thorough knowledge of current management and leadership methods and best practices.
  • Extensive knowledge of HR processes and procedures, as well as employment rules and regulations
  • Ability to analyze processes, identify issues, and implement process improvement efforts
Salary and Benefits:

The salary range (or hiring range) for this position has been established at $61,539 -$78,278.

The salary of the finalist(s) selected for this role will be set based on a variety of factors, including but not limited to, internal equity, experience, education, specialty and training.

The above salary range (or hiring range) represents the University’s good faith and reasonable estimate of the range of possible compensation at the time of posting.
