Departmental Overview

The California Policy Lab (CPL) creates data-driven insights for the public good. Our mission is to improve the lives of Californians by generating evidence that transforms public policy. We do this by forming lasting partnerships between government and California's flagship public universities to harness the power of research and administrative data. We work on California's most urgent issues, including homelessness, poverty, criminal justice reform, and education inequality. We facilitate close working partnerships between policymakers and researchers at the University of California to help evaluate and improve public programs through rigorous empirical research and technical assistance. CPL recognizes the value of having a diverse staff at all levels of the organization.

Responsibilities

The Data Analyst is an exciting opportunity for a skilled programmer who wants to directly inform policy development and improvement in California. The ideal Data Analyst is an expert programmer who is fluent in multiple programming languages, has experience with large administrative datasets, and believes in CPL's mission. The Data Analyst will be responsible for helping research affiliates and other staff write and troubleshoot code to accomplish research tasks, including designing software packages, where relevant; using data science, econometric, and machine learning methods to extract meaning from data; implementing linkages of large administrative datasets records and preparing analysis datasets; and preparing graphs, tables, maps, or other visual displays of research results. The Data Analyst will contribute to applied research projects that aim to improve programs and policies in California. The Data Analyst will report to the Research Director.

The Data Analyst should have strong working knowledge of multiple languages, including Python, R, Stata, SAS, and/or SQL. The position works directly with leading social policy researchers at UC and beyond, state and local government agency staff, as well as the leadership team at CPL, and it is important that the candidate be able to translate their skills for different audiences.

The Data Analyst:

    	Helps research affiliates and other staff write and troubleshoot codes to accomplish research tasks.	Implements linkages of large administrative datasets records and prepares analysis datasets.	Uses advanced analytics to mine data for insights.	Creates and maintains administrative data repositories (including database management).	Prepares graphs, tables, maps, or other visual displays of research results.	Assists the Research Director in administration and execution of the Lab's other activities.

Required Qualifications
    	Extensive experience in computer programming, including fluency in data-analysis packages from commonly used programming languages like Python, R, Stata, SAS, and/or SQL.	Experience working with large and complex datasets, including how to optimize analysis for efficiency.	Strong interpersonal skills and communication skills.	Knowledge of data management systems, practices, and standards.	Strong organizational skills and attention to detail.	Ability to multi-task with demanding timeframes.	Ability to work both independently and as a team member	Ability to work discreetly with sensitive and confidential data.
Education

    	Bachelor's degree in computer science, data science, statistics, economics and/or equivalent training or experience.

Preferred Qualifications
    	Experience in record linkage, also known as data matching or probabilistic entity resolution.	Experience in and/or ability to learn machine learning, natural language processing, data visualization, and GIS.	Knowledge of other programming and scripting languages, such as C, Java, and JavaScript.	Knowledge of social science research methods.	Experience translating data into compelling data visualization, including maps, interactive figures, and dashboards.
Education

    	Advanced degree preferred but not required.

Salary & Benefits
    	
  • This is a two-year, 100% full-time, 40-hours per week, Contract (temporary) appointment, eligible for full UC benefits.

  • This position is a non-exempt, bi-weekly paid position. Hourly pay for this role is commensurate with experience within the range of $29.84 - $43.44
