Job Description:

Reporting to the Executive Director of University Facilities, the Director of Operations and Maintenance directly supervises the Maintenance Manager, Grounds Manager, and Customer Service Operations. The Director provides oversight for maintenance departments including custodial, grounds, carpentry, paint, electrical, automotive, locksmith, HVAC and plumbing. The Director of Operations and Maintenance provides strategic leadership of diverse operational units and is a member of the University Facilities senior leadership team.

Essential Functions:

  • Responsible for management of maintenance and operating expenses and cost estimates for operational requirements. Assist with preparation of annual capital budget requests and development of annual operational budget.

  • Directs, mentors and coaches Facilities staff to deliver operational programs that are effectively fulfilled with a view toward best practices, cost effectiveness and sustainability goals.

  • Responsible for fostering employee engagement with ongoing professional development through internal and external educational opportunities and continuous improvement of performance and productivity. Sets, implements, and enforces performance and quality standards. Administers annual employee review process for direct reports to provide ongoing feedback.

  • Provides strategic supervision of the customer service function with a focus on coordinating repairs, maintenance, and facility enhancements effectively across facilities shops.

  • Establishes and manages a preventive maintenance program with implementation of CMMS, which maximizes the value of physical assets over their lifecycle and reduces operational costs. Reviews manufacturer's operation and maintenance manuals to determine optimum frequency of maintenance tasks and associated activities and critical parts to stock.

  • Provides oversight of purchasing and procurement for Facilities shops and performs auditing on a regular basis.

  • Reviews Operations and Maintenance manuals and other asset data delivered by Capital Projects for compliance with University standards and bid documents.

  • Oversees facilities condition assessments and manages preparation of annual Report on the Condition of University Facilities, which includes a Facility Condition Index (FCI).

  • Develops and tracks Key Performance Indicators (KPIs) to inform and evaluate the success of the Facilities Asset Management Program.

  • Oversees workflow process of Facilities staff in support of special campus events.

  • Additional related duties as assigned.

Work Schedule: Monday through Friday, 8am - 5pm

Minimum Pay: $93,000 - Pay Commensurate with Experience

Minimum Qualifications:

  • Bachelor’s degree required with preference for related fields such as Engineering, Business, or Construction Management.

  • Minimum 5 years demonstrated experience in all phases of facilities maintenance/management and operations. Facilities management professional association certification (i.e. APPA, CEFP, IFMA, etc.) preferred.

  • Proficiency with CMMS software and demonstrated experience in standard maintenance work processes.

  • Experience with business operations, organization management, managing budgets and computer systems/operations.

  • Demonstrated leadership, supervision and staff development experience in a responsive service organization.

  • Ability to read and interpret blueprints, specifications and equipment operations and maintenance manuals.

  • Valid and unrestricted State of Virginia Driver’s License required.

  • Excellent verbal and written communication skills with the ability to articulate technical objectives and strategies effectively to all audiences and the ability to develop and maintain relationships with the campus constituency and University Facilities staff.

  • Must be available after business hours and on weekends/holidays for consultation, as necessary and in event of emergency.

Physical Requirements:

  • Fingering: Picking, pinching, typing or otherwise working, primarily with fingers rather than with whole hand or arm as in handling.

  • Grasping: Applying pressure to an object with the fingers and palm.

  • Repetitive motions: Making substantial movements (motions) of the wrists, hands, and/or fingers.

  • Walking: Moving about on foot to accomplish tasks, particularly for long distances or moving from one work site to another.

  • Standing: Remaining upright on the feet, particularly for sustained periods of time.

  • Balancing: Maintaining body equilibrium to prevent falling when walking, standing or crouching on narrow, slippery or erratically moving surfaces. This factor is important if the amount and kind of balancing the amount and kind of balancing exceeds that needed for ordinary locomotion and maintenance of body equilibrium.

  • Climbing: Ascending or descending ladders, stairs, scaffolding, ramps, poles and the like, using feet and legs and/or hands and arms. Body agility is emphasized. This factor is important if the amount and kind of climbing required exceeds that required for ordinary locomotion.

  • Stooping: Bending body downward and forward by bending spine at the waist. This factor is important if it occurs to a considerable degree and requires full use of the lower extremities and back muscles.

  • Kneeling: Bending legs at knee to come to a rest on knee or knees.

  • Crouching: Bending the body downward and forward by bending leg and spine.

  • Crawling: Moving about on hands and knees or hands and feet.

  • Reaching: Extending hand(s) and arm(s) in any direction.

  • Pushing: Using upper extremities to press against something with steady force in order to thrust forward, downward or outward.

  • Pulling: Using upper extremities to exert force in order to draw, drag, haul or tug objects in a sustained motion.

  • Lifting: Raising objects from a lower to a higher position or moving objects horizontally from position to position. This factor is important if it occurs to a considerable degree and requires the substantial use of the upper extremities and back muscles.

Working Conditions:

  • The worker is subject to both environmental conditions: Activities occur inside and outside.

  • The worker is subject to extreme cold: Temperatures typically below 32 degrees for periods of more than one hour. Consideration should be given to the effect of other environmental conditions such as wind and humidity.

  • The worker is subject to noise: There is sufficient noise to cause the worker to shout in order to be heard above the ambient noise level.

  • The worker is subject to vibration: Exposure to oscillating movements of the extremities or whole body.

  • The worker is subject to hazards: Includes a variety of physical conditions, such as proximity to moving mechanical parts, moving vehicles, electrical current, working on scaffolding and high places, exposure to high heat or exposure to chemicals.

  • The worker is subject to oils: There is air and/or skin exposure to oils and other cutting fluids.

  • The worker is exposed to infectious diseases.

Types of Work: Medium work: Exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.

Exempt, Full Time, Benefit Eligible

The university requires employees to become fully vaccinated for COVID-19 and new employees must provide proof of at least their first shot prior to the first day of employment. Boosters are required. Individuals may seek a medical or a religious exemption to the vaccination requirement.
