10-Jun-2022 Close All Job SummaryWe are encouraging applications for a Senior Financial Analyst - Capital Finance to join our team! This position serves as the primary point of contact analyst for capital finance, cash flow, financial planning, and related information for all Boulder campus capital projects and financing. Under the direction of the Director of Capital Finance, this position will serve as the liaison for the campus Budget Office, working closely with campus departments, project sponsors, campus executives, Facilities Planning, Design and Construction, the University of Colorado System Administration, and the University of Colorado Foundation in regard to capital project funding. In addition, this position will serve a role in the collection, analysis, preparation, and presentation of campus financial reports, cash management, and other financial planning data.

Through collaboration, we connect ideas, resources, and decisions that drive the university’s success.What Your Key Responsibilities Will BeCapital Project Finance-Specific:
  • Develop financial feasibility analyses and funding plans for all Boulder Campus capital projects, including identification of funding sources and coordination of financing requirements with all relevant Boulder Campus and System Administration offices, as well as the CU Foundation.
  • Monitor the financial status of capital projects throughout the project lifecycle, including compliance with and continuing adequacy of approved funding plans. Update plans to reflect changes to project budgets, fundraising projections, changes in state approvals, etc.
  • In collaboration with the University Treasurer, University Budget Office and the Boulder campus Budget Office, model and monitor campus debt capacity as it relates to future capital construction plans, including the Campus Facilities Master Plan.
  • Exercise leadership in developing consensus about authoritative sources of financial data for capital projects resource requirements.
  • Prepare and present regular and ad hoc communications for campus leadership and all relevant partners.
  • Working closely with Facilities Management, coordinate processes and procedures for tracking the progression of capital projects through the project life cycle from conception to building completion, including all campus, university and state approvals.
  • Track sources and uses of project funds; determine the priority by which funding sources will be used, and ensure funding availability to meet cash flow requirements.
  • Work with the University Treasurer’s Office to coordinate debt financing in accordance with the approved funding plan; provide analyses for regent action items and state auditor approvals.
  • Monitor and report on the status of fundraising efforts related to capital projects through collaboration with the University of Colorado Foundation and project sponsors.
Non-Capital Project Specific:
  • Initiate and perform financial analysis on a variety of programs and services related to the Boulder campus’ physical inventory and infrastructure that are in addition to capital projects, including cost studies and analysis.
  • Participate in Budget Office analysis/projects for general reporting and information, including the PBA website.

What We Can Offer
  • The hiring range is $75,000.00-$85,000.00.

  • A bachelor’s degree or equivalent combination of education and experience may substitute.
  • At least 3+ years of professional, job related experience.
What You Will Need
  • Proven ability to develop capital financial project models, projections, and estimates.
  • Proven ability to effectively communicate verbally and in writing using information and formal communication.
  • Demonstrated analytical skills including knowledge of common spreadsheet and office applications.
What We Would Like You To Have
  • Bachelor's or Master’s degree in business administration, finance, accounting or related field.
  • Four years of experience including, but not limited to, capital project financial planning, financial modeling budget development and review, and cash flow analysis.
  • Background working in higher education, public sector or a complex construction environment.
  • Experience as a member of an operational improvement or systems implementation team.
  • Experience with database query tools for ad hoc reporting.
