Job Summary
Under direction of departmental leadership, the HR Generalist oversees and coordinates the day-to-day administration of human resources activities such as the organization and coordination of performance management programs, classification of existing and new positions within the current classification plan, maintaining and updating job requirements and job descriptions for all positions, assisting with recommending and developing employee relations practices, conducting position reviews and desk audits, and conducting and analyzing exit interviews.

Responsibilities
Significant responsibilities include but are not limited to:
    In partnership with departmental leadership, this position is responsible for the oversight and maintenance of the ePerformance technology solution, which is a component of the institution's overall performance management administration; provides coordination and support on various projects and activities related to the performance management process; reviews, monitors, and analyzes provisional and annual performance evaluations; monitors and coordinates ratings and assists with performance concerns and/or disciplinary actions that require Performance Improvement Plans (PIPs) or Performance Development Plans (PDPs); communicates provisional and annual performance evaluations due dates, reminders, and deadlines to managers and supervisors.
    Prepares and maintains job descriptions for each position in the ePerformance system; reviews requests for new or revised position descriptions to determine appropriate classification and salary grade assignment in partnership with the CHRO; reviews, analyzes, and evaluates position descriptions reflecting job responsibilities, activities, duties, and requirements; oversees and coordinates desk audits, explains process to employees and supervisors, and communicate results and/or outcomes; distributes, collects, reviews, and forwards position analysis questionnaires.
    Assists in facilitating employee relations and solving human resources issues. Handles employee situations with a focus on conflict resolution; conducts internal investigations, reports findings, and makes recommendations to management; consults with and advises leadership on human resource issues and problems; reviews personnel actions and employment activities for compliance with federal, state and agency rules, policies, and procedures.
    Conducts employee exit interviews (all employees, except ADs and above), summarizes findings, and discusses trends and concerns with departmental leadership; prepares and mails separation notices.
  • Assists Assistant Director with the equal employment opportunity and Affirmative Action programs.
    Coordinates responses to internal and external surveys and/or requests for information (Vets 4212, DOL800 & other Department of Labor Requests, and other data requests); answers questions and provides information and general assistance regarding policies, procedures, rules, and regulations. Communicates information using various methods including orally and in writing.
    Serves as backup for New Employee Orientation.
    Serves as Departmental Notary Public.
    Perform other related duties as assigned.

Required Qualifications
Key qualifications include:
  • A Bachelor's Degree in Human Resources or related field required.
  • A minimum of three to five years of experience directly related to the duties and responsibilities specified is required.
  • Experience analyzing a wide variety of jobs (Executive, Management, Professional, Administrative, etc.), preferably for job evaluation and classification purposes is highly desired.
  • Knowledge of Human Resources Management processes, procedures, and best practices
  • Research and analytical skills sufficient to compile supporting information from a wide variety of sources, and to organize facts and draw clear and logical conclusions.
  • Must be proficient in Microsoft Word, Excel, Outlook, PowerPoint.
  • Exceptional verbal and written communication skills.
  • Excellent organizational skills and attention to detail.
  • Strong interpersonal skills in developing and maintaining effective working relationships.
  • Strong ability to communicate with all levels and relay information as appropriate.
  • Ability to comprehend and make inferences from written material.
  • Demonstrate continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.
  • A demonstrated ability to prioritize and delegate tasks.
  • A demonstrated ability to create and present ideas and budgets in a variety of formats; possess strong presentation skills.
  • Ability to maintain confidential records.

Proposed Salary
The annualized salary for this position is $43,850 and includes full benefits.
