Job Description

The Department of Health Management and Informatics is seeking a highly motivated Programmer Analyst to support Biomedical Informatics (BMI) Center operations. (Biomedical Informatics - MU School of Medicine (missouri.edu)). BMI operations span across the University of Missouri School of Medicine (University of Missouri School of Medicine), the Center for Health Insights University of Missouri – Kansas City School of Medicine (Home | UMKC Center for Health Insights) and the Greater Plains Collaborative (GPC) Clinical Research Network (Welcome to the Greater Plains Collaborative! | Greater Plains Collaborative (GPC) (gpcnetwork.org). The successful candidate will be able to gain cross-campus and cross-institution experience in developing, maintaining and providing production support for medical informatics applications to support the Department of Health Management and Informatics (HMI). This includes developing/interacting with clinical systems (Ex. Cerner, EPIC), data warehouses and analytics, national terminology vocabularies (UMLS, RxNorm, LOINC, FDB), clinical research systems (Ex. OnCore, Velos), and external registries and state/national datasets.

  • Under general supervision, formulates/defines specifications for complex software. Designs, codes, performs benchmark testing, debugging and documentation of programs. Performs programming in Java with Python scripting language. Develops in a LINUX/UNIX environment and works as part of a team using the code management system such as Git. Develops database driven applications such as SnowFlake, MySQL, PostgreSQL, Oracle. Works with relational databases such as MySQL, PostgreSQL, Oracle, and MS SQL Server, and data lake technologies such as SnowFlake. Accesses data using SQL. Applications generally deal with original program development of support of locally developed programs, but with connectivity to institutional programs. Competent to work at the highest technical level on all phases of software systems programming applications.
  • May have responsibility for the evaluation of new and existing software products. May assist other programmers to effectively utilize the developed software, and as a member of a larger programming team. Develops or modifies moderately complex software. Produces clearly written, logical application code with minimal errors. Code must be easily extensible, following principles of object-oriented design where warranted. Adheres to internal software installation/backup. Adheres to quality and programming standards. Adheres to common design patterns. Includes clear documentation of application modifications and/or development activities as they occur. Ensures appropriate documentation for all development and modification. Provides full documentation of code, to include higher level block diagrams and functional level textual descriptions. Identifies complex logic area and documents the design tradeoffs and approach taken. Maintains, supports and administers informatics systems. Responsible for installing and configuring applications and libraries on informatics systems.
  • Monitors and develops methods to automate monitoring of system interfaces. Ensures the integrity and security of institutional data. Follows change management procedures. Adheres to confidentiality and security policies and procedures. Tests and verifies the accuracy of data. Provides adequate security through identification of user types in conjunction with the user department. Performs design reviews and technical reviews when appropriate. Provides technical assistance to users.
  • Under general supervision, deploy, monitor and administer applications and systems that support Biomedical Informatics functions. Administer systems across AWS platforms while working with Central IT (Division of Information Technology) and other departments and leveraging automation when possible. Responsible for overall health of systems by developing and maintaining patch/update cycles, system backups and data recovery processes.

Provides expert level support for problem determination and resolution. Communicates effectively and collaboratively with other workers and customers. Provides on call support during and after business hours. Maintains familiarity with emerging techniques and technologies related to current assignments. Develops and maintains documentation for all Standard Operating Procedures (SOPs) and develops system user manuals related to the clinical information management system and its utilization. Develops interfaces to integrate third-party data with the system. Other duties as may be assigned.

Salary and level commensurate with education and experience.

Preferred Qualifications

Master’s degree in Computer Science, Engineering, or Biomedical Informatics. Two years of experience with the following: programming in at least one programming language (C, C++, Java) and with scripting languages (Python, Ruby, Perl); developing in a LINUX/UNIX environment and working as part of a team using code management systems (such as Subversion, CVS, or Git); and developing database driven applications (such as Oracle, MySQL, PostgreSQL, MS SQL Server, SnowFlake). Demonstrated ability with relational databases (MySQL, PostgreSQL, Oracle, MS SQL Server) and SQL Programming. Knowledge of container services (Docker), Amazon Web Services. Experience in Apache/JBoss/IIS web server administration. Experience with continuous integration and continuous delivery pipeline such as Jenkins or AWS Code Pipeline.
