Overview

The Principal Behavorial Health Policy Consultant will have deep understanding of behavioral health policy issues, experience developing behavioral health policy and/or reforming delivery systems, and demonstrated success in growing a business portfolio in a consulting environment. Under the direction of the Executive Director of Health Law and Policy, the Principal will be responsible for writing persuasive proposals, directing health law and policy consultation, and providing analytic services to HLP's clients: state and federal government agencies, policy centers and foundations, and other health care organizations. This is a remote position.

Responsibilities

• Ensure that clients are provided the highest standard of products or services as documented by the degree of client satisfaction and internal responsiveness to client issues or concerns.• Provide or oversee the provision of exceptional subject matter expert advice to clients in the subject matters within the competencies and experiences of the incumbent.• Provide expert consultation, analysis and complex project leadership for major programmatic or policy initiatives of the Governor and his cabinet Secretaries or principals of health care organizations in health, human services or health insurance matters or for grant making entities, foundations or policy centers.• Ensure the effective and efficient planning and execution of client projects by drafting scopes of work, preparing, and managing project budgets, executing project agreements, assembling and leading project teams, overseeing workplans and project deliverables, and representing CWM and HLP to clients.• Supervise and mentor HLP staff; delegate client-facing and administrative tasks as appropriate.• Participate as a member of the senior leadership of HLP, providing strategic and administrative direction.• Identify and document need for additional staff and manage the recruiting and hiring process.• Provide active contribution to strategic planning and organizational development of HLP, and represent HLP in CWM and UMMS business and strategic planning meetings.• Prepare budgets for individual projects to ensure the costs of personnel and other resources are covered, while delivering the service efficiently to clients.• As part of the PPHS Leadership Team, hire staff according to identified needs and available or prospective finances.• As part of the PPHS Leadership Team, work to develop consistent performance metrics and reporting tools for tracking contract value and employee productivity in a remote environment.• As part of the PPHS Leadership Team, create business development opportunities which strengthen the market presence, visibility, brand and financial performance of Commonwealth Medicine.• As part of the PPHS Leadership Team, ensure that research and development activities identify new market opportunities, innovate product lines, and are representative of current demand and support CWM’s revenue and margin growth targets.• As part of the PPHS Leadership Team, oversee strategic implementation of HLP business objectives.• Develop and lead major projects and long-term collaborations with other units within CWM and departments and policy centers of the University.• Oversee and deliver client presentations and site visits.• Identify and pursue new business opportunities in other States, Massachusetts state agencies, federal agencies, policy foundations and centers.• Oversee the drafting of or draft scope of service provisions of contracts, business agreements and proposals necessary to secure new work and document service and compensation expectations of parties/clients, subject to review by appropriate University offices.

Qualifications

REQUIRED EDUCATIONMasters degree in health care policy and management, public policy, public health, economics or related field, plus 10 years of health care or public sector related experience in law, economics, health care consultation, health policy and program analysis, or administration at a management level, including at least 5 years of experience in public program or policy design, public policy analysis, health law and policy, health care economics, or administration in the health and human services arena. Or a JD, or PhD in a related field, and 9 years of relevant health law and policy or other experience, as defined above.REQUIRED WORK EXPERIENCE10 years (Master’s) or 9 years (JD or PhD) of health care or public sector related experience in law, economics, health care consultIng, health policy and program analysis, or administration at a management level, including at least 5 years of experience in public program or policy design, public policy analysis, health law, health care economics, or administration in the health and human services arena.5 – 7 years of previous management level experience in relevant areas, as defined aboveSubstantial project and personnel management skillsDemonstrated subject matter expertise in at least one of the following areas:• Health law: ability to interpret new and existing laws, regulations and case law in all areas of publicly-sponsored health care programs or benefits, health insurance or health care regulation, and employer-sponsored health benefits; and ability to draft proposed legislation and regulations in these areas, as necessary;• Health policy and program development: experiences developing initiatives that address complex populations (e.g., long term services and supports, behavioral health conditions, substance use disorders, social determinants of health for underserved populations, individuals involved with the criminal legal system, people with disabilities, and low-income individuals from disadvantaged racial, ethnic and linguistic groups).• Health care system reform and payment reform: including analytics relating to cost determination, risk assumption, purchasing and pricing, alternative payment methods, delivery system reforms, or quality improvement, especially in connection with public assistance programs and benefits;• Health care financing and payment policies: including policy impact analysis and financial modeling in support of policy development and reform

 

Comprehensive experience and understanding of scope of service drafting for contract and other legal agreements, contract management and budgeting.Superb writing ability and oral communication skills, including publications or drafting of successful project proposals in health or human services subject matter.Demonstrated ability to address large professional audiences and present complex material in a cogent manner.Ability to facilitate meetings and establish productive, professional relationships with executive management, government officials, and private contractors.Demonstrated success in managing executive level business dealings and providing advice to senior governmental officials and/or the principals or senior executives of health care and health insurance organizations.Experience in computer-based tools, including spreadsheets, database management, and word processing.PREFERRED WORK EXPERIENCEExperience DetailsIf JD, Member of the Bar in Massachusetts or other New England stateExperience in advising senior government officials at the agency head, cabinet level or higherSubstantial experience through governmental positions of leadership and senior responsibility, especially related to national Medicaid policy issues, or through significant consulting/advisory experience to public agency clientsDeep understanding of behavioral health policy issues and experience developing behavioral health policy or reforming delivery systems. Deep expertise in Medicaid, Medicare, Social Security and disability programs and administration, health plan and insurance product regulation, consumer protection, PPACA, ERISA, or ADAExperience as lead respondent to a Request for Proposals or leading procurements for a state agency or foundation.Demonstrated success in growing a business portfolio in a consulting environment.
