Position Summary

The individual in this position is responsible for the management of all functions in the Budget Department to include planning, development, and implementation of the annual College of Southern Maryland operating budget. The incumbent provides guidance for budget and fiscal resource matters to all college divisions and contacts and is responsible for the oversight of the grant and contract accounting function.

Specific Duties and ResponsibilitiesEssential Functions:

Provides leadership and management for the college’s budget development and implementation for all campuses.

Directs the budget preparation process and establishes the annual calendar of budget and planning actions to align with the college strategic planning process.

Conducts strategic analyses on the budget and expenditures for all operating budget accounts.

Establishes process for budget reviews and negotiations, documents discussions and determines follow-up needs for finalizing annual budget.

Oversees development and submission of the CC-5 report to the State Higher Education Commission.

Directs collection of accurate revenue, student FTEs, personnel staffing, and other key data to prepare applicable revenue projections for budget development.

Maintains applicable backup data for audit needs.

Conducts financial modeling to budget for market increases, merit increases and faculty step increases/COLA for permanent employees.

Directs periodic position management reviews, oversees the ongoing position inventory and provides ongoing guidance on new positions and position conversions.

Coordinates the preparation of budget reports for budget analysis, reviews and negotiations. Ensures accuracy and timeliness of all financial data.

Provides statistical, budget, and student data to Calvert, Charles, and St. Mary’s Counties.

Develops and reviews periodic budget and expense reporting for the President and Vice Presidents.

Conducts detailed quarterly and semi-annual reviews and analyses on budget and expenditures, revenues using various program factors and comparisons (e.g. locations, credit and non-credit, student enrollments).

Coordinates with the Controller, Financial Services, and other college personnel to provide budget reports and data for the annual college audit.

Develops forecasting and trend analyses related division budget accounts and the operating budget in total for review by the Vice Presidents.

Conducts strategic analyses, special studies investigations, or other analyses as requested by the Vice President.

Oversees the college grant accounting and financial regulatory reporting.

Supervises the Budget Assistant/Capital Projects Coordinator, Grants Developer, and Grants Coordinator positions.

Oversees grant accounting, capital project accounting, and financial reporting; preparation and submission of the Indirect Support Rate to DHHS; the A133; and CC4 reports.

Directs and maintains position inventory to ensure permanent positions are property budgeted. Develops and oversees appropriate process with Human Resources Development for overall permanent staff and faculty position management.

Develops and issues new position and position conversion lists for verification by Vice Presidents in advance of distribution to the President’s Cabinet.

Develops and oversees training of college executives and end users on budget management, the annual budget process, and other fiscal management needs.

Oversees Colleague budget changes to ensure changes are audited, and if approved, are posted within twenty-four (24) hours of receipt.

Oversees development and maintenance of the college budget manual.

Prepares and submits funding requests to the County Governments—including statistical, budgetary and student data for each county, and participates in the presentation of funding requests to the County Commissioners.

Manages the Budget Module in Colleague. Works with Information Systems staff to update the budget module for budget development.

Coordinates with IT staff to ensure appropriate internal controls for the budget module and the interface with other Colleague applications.

Oversees the upload of final budget in the Colleague financial management system. Ensures accuracy of data.

Develops and directs the testing, troubleshooting, documentation and reporting for upgrades and enhancement to the Colleague budget module.

Maintains a process to ensure cost center tables and work flow tables are kept current in the Colleague budget module.

Serves on appropriate committees as assigned.

Performs other related work as required.

Minimum Education and TrainingBachelor’s Degree required. Master’s degree preferred

Minimum of five (5) years of progressively responsible management experience in institutional budgeting and finance at the enterprise level for a large college, government agency, or non-profit organization.

Minimum Qualifications and Standards RequiredKnowledge, Skills and Abilities:

Proficiency in Microsoft Office Suite.

Demonstrated experience in the use of financial forecasting techniques, financial analysis and reporting methods.

Demonstrated ability to communicate effectively and interact effectively at all levels of the organization.

Demonstrated ability to handle multiple projects.

Three (3) years of supervisory experience.


Physical Requirements:

The work is sedentary work which requires exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly.
