Associate Director, Procurement   

Job Description Summary   

We are seeking a procurement expert who, under the general direction of the Director of Procurement, will provide general supervision over procurement and procurement related activities, including planning, directing, and coordinating the procurement related activities for the University. Associate Director of Procurement in collaboration with the Director, is responsible for developing strategies, technical resources, learning and collaborative opportunities. This position will play a vital role in supporting and advancing procurement to the next level as well as use business data and statistical methods to provide insight into business performance in order to implement costs savings processes.

Furthermore, the Associate Director responsibilities include the development and implementation of contracts, strategic procurement planning, procurement policies and procedures, delegated procurements, quality control, procurement training, electronic procurement systems, and purchasing card administration. Maintain the integrity of the public procurement process, have the ability to learn and interpret Florida Board of Governors Regulations, applicable State of Florida Statutes and Florida Polytechnic University purchasing policies and procedures.   

Job Description   

RESPONSIBILITIES:

  • Researches and writes high and mid-level solicitations and managing the process from beginning to end.

  • Supports Director in managing Procurement Office.

  • Administer the evaluation and negotiation process for specific projects.

  • Develops policies and procedures to effectively administer functions of the Procurement Department.

  • Contributes to new market transformation initiatives, helping to map product supply chains and develop product criteria.

  • Assumes responsibilities and duties of the Director of Procurement when deemed necessary.

  • Keeps abreast of changes in policies and procedures and works with Director to implement necessary changes to office processes.

  • Professionally represent the department on various governmental and professional committees, with an emphasis on shared resources and processes.

  • Serves as the catalyst to interpret and oversee compliance with Florida Board of Governors purchasing regulations, University policies and Florida Statutes. Recommends improvements to effectively manage purchasing administration.

  • Requisitions based on dollar amount, timeliness, existing open contracts and/or competitive bidding.

  • Oversee and administer expense card program in accordance with Florida Board of Governors purchasing regulations, University policies and Florida Statutes.

  • Collect and analyze data to implement cost savings processes

  • Assists in planning departmental activities and is a key strategic advisor to the Director.

  • Update the Business Procedure Manual, as required.

  • Manage strategic sourcing process.

  • Provides first-rate customer service to key stakeholders, suppliers and community by responding to needs, providing technical and functional guidance and tools, strategies and resources in a timely manner.

  • Establishes and maintains strategic partnerships with diverse supplier organizations identifying mutually beneficial opportunities to increase engagement, foster connections and increase community presence.

  • Assist in assuring competitive solicitations are developed to both comply with state laws while meeting university needs. This includes defining accurate and fair specifications to promote competition and comprehensive scopes of work, including appropriate evaluation criteria for requests for proposals.

  • Confers with department heads in order to evaluate equipment, services and supply needs.

  • Gathering and analyzing data and using it to plan and manage both projects and systems.

  • Working towards ensuring quality and value for money for the University.

  • Recruits, trains, evaluates, provides regular feedback and coaching to staff to assure staff are performing in compliance with procurement requirements and other departmental standards.

  • Knowledge of Enterprise Resource Planning (ERP) system, preferably Workday.

  • Develops and prepare productivity reports for Director review; performs research associated with market trends of commodities and services and meets with vendors to obtain information regarding products and service offerings, as appropriate and in compliance with procurement rules; maintains appropriate documentation of the procurement process and ensures rules, regulations; develops, maintains and implements procurement templates to improve efficiencies in the procurement process.

  • Other duties as assigned.

KNOWLEDGE, SKILLS AND ABILITIES:

  • Knowledge of governmental purchasing operations and working knowledge of legal requirements regarding contracts, procurement terms, methods, laws, policies and procedures.

  • Extensive knowledge in solicitations.

  • Ability to research to gain market information and details, costs and risk management assessments.

  • Knowledge of competitive bidding statutes and purchasing procedures.

  • Knowledge of auditing and accounting principles.

  • Effective communication and interpersonal skills.

  • Excellent management and customer service skills, excellent work ethic, exceedingly positive attitude, forward-thinking with the ability to execute on ideas.

  • Category management and ability to perform data analysis.

  • Excellent analytic skills an appreciation of the department’s role as a support function in a large public institution subject to state and federal procurement regulations with hundreds of internal customers in a large variety of roles, ability to understand and apply state and federal procurement regulations.

  • Strategic Management and ability to think strategically and assess both the current economy and material prices to make departmentally beneficial purchases.

  • Relationship management and the ability to have efficient relationship management skills and understand how to manage a relationship and communicate details properly.

  • Ability to make independent judgment.

MINIMUM QUALIFICATIONS:

  • Bachelor’s degree and three (3) years’ experience in Procurement Management.

PREFERRED QUALIFICATIONS:

  • Five (5) years’ experience in Procurement Management.

  • Demonstrated public procurement, federal grant procurement, and high-level contracting experience.

REQUIRED LICENSES, CERTIFICATIONS, AND/OR OTHER SPECIFIC REQUIREMENTS OF LAW:

  • Must possess a valid driver’s license.

  • This position requires a criminal background check, which may include a Level II screening as required by Florida Statute §435.04.

  • This position is subject to federal and state privacy regulations.

NORMAL WORK SCHEDULE: This position is salary exempt. The normal work schedule is Monday – Friday, 8:00 a.m.-5:00 p.m., however, occasional overtime (weekends and evenings) may be required.

TARGET HIRING SALARY: $80,000 - $94,000, commensurate with experience.
