Merced College is a midsized community college located in California's Central Valley. Founded in 1962, the college serves more than 16,000 students, with room to expand on its 267-acre main campus and 120-acre Los Banos site, as well as at our innovative Business Resource Center in Downtown Merced. The Office of Human Resources operates as a strategic partner, doesn't shy from innovation, and is looking to fill the position of Director of Human Resources/Title IX to increase our capacity to serve our College community. This management position will supervise HR classified professionals and report directly to the Vice President of Human Resources.     This is a classified administrative leadership position for the District. The incumbent reports directly to the Associate Vice President of Human Resources (AVPHR) and serves as the day-to-day office manager. The incumbent will independently perform professional work involving judgment in the interpretation and application of collective bargaining agreements, policy and procedure, as well as applicable state and federal laws (e.g. Title 5 regulations, California Education Code, state labor laws, federal labor laws). The incumbent will assist the Associate Vice President with developing and implementing short and long-range plans and strategies to meet the District's goals for compliance, recruitment, selection, compensation and classification, benefits administration, labor relations, and performance management. The incumbent will serve as the District's Title IX Officer and will contribute significantly to the District's equity, diversity, and equal employment opportunity programs, including serving as an investigator as needed. The incumbent has a high frequency of responsible contact with administrative and professional staff and with other public agencies.

    Examples of Duties
    Essential Functions:
  • Provides day-to-day leadership and work with staff to ensure a high performance, customer service-oriented work environment to support achieving District objectives and service expectations
  • Assists in directing the operations of Human Resources including employment, promotion, transfer, termination, and reduction in workforce processes for District personnel, recruitment, classification, benefits administration, performance management, leaves administration, complaint and grievance handling, and other related human resources functions
  • Acts at the Title IX Officer including assisting with and conducting investigations and writing reports
  • Directs workflow, including developing and implementing department work plans and objectives; delegates appropriate assignments; assures timely workflow and compliance
  • Serves as the District Title IX Officer, including overseeing the investigation, adjudication, and redress of complaints in compliance with applicable laws and District policies and procedures
  • Implements approved recommendations for assigned human resources functions which support the strategic plan and other planning documents; implements the philosophy and policies of the college and ensures that the human resources department adheres to and advances the college's mission, vision, and goals; ensures programs are in accordance with applicable laws, codes, policies, procedures and best practices
  • Implementation activities within the District's Staffing Plan, Professional Development Plan, and Equal Employment Opportunity Plan
  • Assists the administration of compliance with state and federal legislation, Equal Employment Opportunity (EEO) guidelines, relevant sections of the Education Code and Title 5, the reasonable accommodation interactive process pursuant to the guidelines established in the Fair Employment and Housing Act (FEHA) and the Americans with Disabilities Act (ADA), and other related laws and regulations
  • Prepares reports and documentation for accreditation and other reporting responsibilities, including writing procedures and manuals as required; recommends updates to human resources related board policies and administrative procedures; assists in preparing strategic plans, program reviews, the educational master plan and other plans and reports as assigned
  • Provides consultation and technical expertise to administrators, faculty, staff, the public and others concerning human resources operations and activities
  • Establishes and implements human resources audit procedures in order to ensure compliance with applicable laws and regulations; serves as point of contact for outside agency audits
  • Assists in supervising the maintenance of personnel records and employment contracts
  • Assists with the development, design, and delivery of workplace compliance training and professional development opportunities
  • Conducts job analyses, classification studies, and salary surveys; develops and maintains a job description library; creates and revises job descriptions which are in compliance with the requirements of law
  • Participates in collective bargaining, labor relations meetings, and grievance meetings as assigned; facilitates conflict resolution as needed to improve employee relations and the effectiveness of supervision by District managers
  • Leads assigned councils and committees; may represent human resources on various planning and/or operations committees and task forces
  • Assists with budget development and monitors assigned budget categories
  • Supervises and evaluates the performance of assigned staff; selects, trains, and coordinates tasks; assigns priorities; resolves issues or concerns
  • Researches legal matters and consults with legal counsel on behalf of the district as assigned
  • Drafts board agenda items for review by the AVPHR

  • Typical Qualifications
    Required:
  • Bachelor's degree from an acceptable accredited institution in human resources management, business administration, public administration, organizational management, educational management, or related field AND
  • Evidence of sensitivity to an understanding of the diverse academic, socioeconomic, cultural, disability, and ethnic backgrounds of community college students AND
  • Five (5) years of increasingly responsible related experience OR
  • The equivalent education and experience directly related to human resources management

  • Desired:
  • Master's degree from an acceptable accredited institution in human resources management, business administration, public administration, organizational management, educational management, a related field, or the equivalent
