Office of Administration & Strategy has an opening for a full-time University Staff (unclassified) Vice Chancellor for Technology Strategy and Innovation position.

Nature of Work:
The Vice Chancellor for Technology Strategy and Innovation will partner with university leadership to support and enhance CU Denver’s academic, research and service missions and the newly developing strategic plan.  This role will collaborate closely with academic and student success leaders — including the provost, senior vice chancellor of strategic enrollment and student success, associate vice chancellor for digital strategy and learning, academic deans and their teams, and the faculty — to enable student success, advancements in teaching, learning, and research growth.  This is a creative, innovative, strategic role that will implement the enabling technologies to propel the university to a new level.

The VC is accountable for leading the CU-Denver’s Office of Information Technology (OIT) portfolio, which includes oversight and/or collaboration within all specific and shared areas such as: technologies that support data management and analytics to enhance the student experience, academic technology, project management, business analysis, enterprise applications, networking, telecommunications, security and compliance, server/system administration, classroom and lab technology, business intelligence, governance, desktop and service desk, OIT human resources, OIT finance and administration, and ancillary support functions. This includes collaboration on the strategic direction of the portfolio and working with business stakeholders across the campus to drive alignment on how our technology enables and supports the university’s priorities and our campus community. On the academic and student support side, this position will define and operationalize the vision and strategic direction, development, and management of campus-wide information resources and technology to enable a ‘computing across the curriculum’ vision.

The VC will lead efforts to enable computing across the curriculum. They will provide overall leadership for the campus, working with the CU Denver colleges and schools, to ensure that computing is integrated across the campus. This effort will be centered on our strategic goals to be a model equity-serving institution and a catalyst for a technology innovation center. The VC will work with CU-Denver colleges and schools to understand the learning opportunities that best fit with each degree program and then work across the campus to determine the computing needs to support them. 

The VC shall provide strategic leadership of student systems, website technologies and capabilities, School/College learning and research technologies, and governance structures for decision making that optimizes the use of technology resources. 

Additionally, in support of empowering learning and research, the VC is responsible for developing, implementing, and maturing comprehensive governance structures across the CU Denver campus, as well as collaborative efforts with Auraria Campus Institutions, the CU Anschutz Medical Campus, and the greater CU system as a whole, with the goal of maximizing the use of university resources and increasing efficiencies. The VC is responsible for developing relationships and working symbiotically across these various groups to share and improve resources and technological system. In particular, the VC will closely collaborate with the OIT leadership on the Anschutz Medical Campus with whom we share infrastructure.

The ideal VC will possess a balance of information technology and customer service competencies. With a background of demonstrated success in leading an Information Technology operation of comparable size, scope and complexities, the candidate will also be people-centric and service-oriented, presenting emotional intelligence and empathy for clients, partners, and students. The candidate’s background should include proven strategic leadership ability and a record of accomplishment in either higher education, public or private sector organizations. 

Supervision Exercised: The VC will report to the Provost/Executive Vice Chancellor of Academic and Student Affairs and the Executive Vice Chancellor for Administration and Strategy of the University of Colorado Denver.

Supervision Received: The CU Denver VC provides direct oversight of the Denver and Anschutz Classroom Support, Planning and Analysis, CRM, Academic Technology, and related support units including personnel administration for CU Denver-reporting consolidated OIT units. This position will also provide indirect supervision to a team of professional, technical and support personnel responsible for central computing, network services, and telecommunications. 

Duties & Responsibilities:
The Vice Chancellor for Technology Strategy and Innovation is responsible for the following, which is not intended to be all-inclusive:

Deliberate and Tactical Leadership:

  • Work with executive leadership to implement a multi-year strategic IT plan to support CU Denver’s Strategic Plan.
  • Keep an open line of communication and work closely and collaboratively with the Anschutz Medical Campus AVC/CIO and VC of Information Strategy and Services.
  • Create and lead the IT governance structure for the campus.
  • Lead university initiatives as requested by executive leadership.
  • Actively engage in campus and system-level strategic planning efforts to inform and drive the development of the campus’ digital transformation strategy and ecosystem.
  • Lead the continuous evolution and implementation of the strategic vision for OIT where information technology services and solutions are determined by and integrated with the campus’ mission and strategic priorities.
  • Strengthen collaboration across the CU System and campus school and college-based IT services to enhance communication and to facilitate opportunities for shared efficiencies.
  • Strive to create curricular computing opportunities across the campus to enable students, staff and faculty better workforce opportunities.

Operational Management:

  • Provide fiscal planning and management for the OIT operating and capital budgets where careful and demonstrably productive use of resources is realized and the strategic value of technology investments is evident.
  • Develop a technology strategy for collaborating across the Auraria campuses and with AHEC.
  • Serve as the CU-Denver strategic lead on technology issues with our Auraria Campus partners and system office.
  • Ensure the organizational structure and technology talent of OIT is structured to meet the distinctive needs of the CU Denver campus while leveraging the benefits of common infrastructure and services where possible while ensuring exceptional support and service.
  • Provide excellent service and support to all constituents with a strategic focus on supporting our campuses’ schools and colleges and ensure effective and efficient administrative functions.
  • Implement communication plans and strategies to provide timely updates to campus leadership and others regarding information technology initiatives.
New Technology Deployment:

  • Along with campus leaders, including the Associate Vice Chancellor for Academic Planning and Institutional Effectiveness and the Office of Institutional Research and Effectiveness, develop an analytics environment to support data-informed decision-making and compliance reporting requirements.
  • Work in close consultation with Faculty Assembly on all technology matters that impact teaching and learning, particularly the selection and deployment of support services.
  • Oversee the Assistant VC to:
    • Work closely with Staff Council on technology matters and challenges facing campus staff.
    • Work closely with Student Government to understand how OIT can evolve to better serve their needs.
  • Provide technical support for platforms and services enabling digital learning and teaching at the campus level, as well as working collaboratively with the Office of Digital Education (or future instances of this organization).
  • Manage a project and program portfolio providing a robust information-reporting environment ensuring work is focused on strategic endeavors and resources are appropriately allocated. Enhance the structure to ensure efficient and effective processes for intake and to evaluate, prioritize, and manage projects and other work efforts in a coordinated, appropriately secured, and sufficiently supported manner.
  • Provide leadership in the selection, development, application and distribution of information technology solutions and services. Ensure the selection of technologies that adhere to standards of diversity, inclusion, and data ethics, including but not limited to ADA compliance, transparent data mining, and systems free of coded bias.
  • Represent the University by coordinating with various state agencies including government IT initiatives, procurement contracts, and policy development.
  • Formulate and administer institutional and departmental policies and procedures for the management of resources.
  • Perform other duties as assigned or necessary.
Salary and Benefits:
The hiring range for this position has been established at $200,000 to $250,000.   

The salary of the finalist(s) selected for this role will be set based on a variety of factors, including but not limited to, internal equity, experience, education, specialty and training.

The above hiring range represents the University’s good faith and reasonable estimate of the range of possible compensation at the time of posting.

This position is not eligible for overtime compensation.

Qualifications
Minimum Qualifications:

  • Master's degree from an accredited institution.
  • At least 10 years of management experience, including at least 2 years in a large-scale IT environment.
  • Experience teaching and conducting research at a college level.
  • Experience as a CTO or a high-ranking technological leader in a complex system.
  • Experience working in a highly collaborative environment.
  • Experience leading a large-scale IT organization.
  • Experience that supports best practices in the use of IT.

Preferred Qualifications:

  • Experience teaching.
  • Experience in developing new computing related degree programs.
  • Experience leading campus wide computing initiatives.  
  • Experience developing future-focused technology solutions including analytics that enabled a university to improve equitable student outcomes.
  • Experience at research-intensive university.
  • Doctorate degree and Faculty standing 
Competencies/Knowledge, Skills and Abilities:

  • Thought leadership focused on implementing CU Denver’s Strategic Plan and its resulting strategic initiatives.
  • Knowledge of emerging technologies, best practices, regulatory requirements, and change management strategies
  • A divergent thinker, capable of identifying solutions beyond the scope of traditional technology services.
  • Ability to work collaboratively in a dynamic university environment with CU System-driven technology initiatives, multiple campus strategic initiatives and complex affiliate relationship including those on the Auraria Campus.
  • Evidence of collaborative efforts in supporting the institution to meet strategic goals.
  • Evidence of direct collaboration with faculty in technology enhanced teaching initiatives.
  • Versed in change management, enterprise thinking, educational technology promoting pedagogical efficacy and have a systems view of the overall enterprise. 
  • OIT advocate who understands the value proposition of technology in the higher education landscape.
  • A strong understanding of the business, strategic and technical aspects of information technology in an academic and research-intensive setting.
  • An ability to develop meaningful metrics, tools and processes to assess, manage and report information technology performance.
