Description of primary duties and responsibilities::

Primary Purpose of the Organizational Unit:
The Division of Academic Affairs offers high quality programs that prepare graduates to assume responsible roles of leadership and service in professions and communities in southeastern North Carolina and beyond. Through engaging instruction, enriching educational experiences, and strong academic support services, the division promotes the success of all students, including students of color, students from diverse socio-economic backgrounds, adult learners, and military-affiliated students. The division supports research initiatives and creative activities that serve the needs of the region and state, strengthen programs and student learning, and enhance faculty expertise and accomplishment. In collaboration with community organizations, the military, and other educational institutions — including international partners – the division increases access to higher education; provides service learning and educational enrichment opportunities; strengthens graduates’ preparation for success in careers and graduate/professional education; promotes economic development and enhances the intellectual and cultural climate of the university and region. The Division of Academic Affairs promotes continuous improvement through effective planning, assessment, and use of assessment results for improvement.

Description of Work Continued::

Primary Purpose of the Position:

The position reports to the Provost and Senior Vice Chancellor for Academic Affairs who ensures that a quality educational experience is available to students who enroll at Fayetteville State University. The Director of Academic Budgeting and Administration will be the chief financial officer for the Division of Academic Affairs and help direct the daily operations of the provost’s office. This position will manage the essential fiscal activities of the division through budget development and control, directing accounts payable receivable, and analyzing financial reports; working with others in the Business and Finance to ensure that the division’s financial plans are accurately represented in the University’s financial records. The Executive Director for Academic Budgeting and Administration appraises the division’s financial position and issues periodic reports on financial stability and growth, including recommendations for enhancing revenues while ensuring a strong customer service approach. The Director for Academic Budgeting and Administration advises and supports Executive Staff, Deans, Department Chairs and Department Heads on budgetary, financial planning and business operations issues. The Director for Academic Budgeting and Administration is responsible for the implementation of campus wide financial studies and special projects as assigned. The position will also work with other staff in provost’s office to help ensure effective and efficient administrative operations.

Minimum Education and Experience Requirements::

  • Posses a master’s degree or higher. A bachelor’s plus alternative equivalent professional training and experience may be substituted for the advanced degree.
  • Minimum of ten years of experience in managing the budget of federal and/or state agencies and five or more years in a higher education setting.

Knowledge skills and abilities::

Knowledge:

  • Knowledge of the University’s purchasing and accounting practices and procedures.
  • Knowledgeable of the necessary standards to become and remain current with the accounting and budgeting requirements, rules and regulations North Carolina General Statues, UNC Systems, Office of State Budget and Management, Department of State Treasurer and Office of the State Auditor.
  • Knowledge of Banner, SCT systems. spreadsheets, and related software.
  • Considerable knowledge of office management practices, techniques, and technology.
  • Considerable knowledge and ability to use correct grammar, vocabulary, spelling, and language uses to compose a variety of written materials.
  • Knowledge of effective supervisory and office management practices.
Skills:
  • Communication skills both written and verbal are critical.
  • Skill in planning, prioritizing, and organizing department workflow and procedures.
  • Strong skills in Microsoft Excel and Pivot tables.
  • Strong interpersonal skills and ability to establish and maintain effective working relationships with students, staff, department officials and general public

Fayetteville State University (FSU) is a member of the prestigious University of North Carolina System. Situated in southeastern North Carolina, FSU prides itself in being in one of the most diverse cities in the country and neighbor to one of the nation’s largest military installations – Fort Bragg.

FSU has a rich history that serves as genesis for its current status as a leading institution of higher learning. A year after the Civil War ended, the Phillips School provided primary education to Fayetteville’s black citizens, and the Sumner School provided intermediate education for this population. The two schools were consolidated in 1869 and dedicated in April of that year as the Howard School, in honor of the Freedman’s Bureau chief General O.O. Howard. Seven prominent African-American men pooled $136 to purchase two lots for the first building that housed the Howard School. Robert Harris was named the first principal of the Howard School.

In 1877, the Howard School became not just the first public normal school for African Americans in North Carolina but also the first state-sponsored institution for the education of African-American teachers in the South. It was renamed the State Colored Normal School in Fayetteville that year, Fayetteville State Teachers College in 1939, Fayetteville State College in 1963, and Fayetteville State University in 1969.

While FSU’s roots are as a teacher education institution, it now offers nearly 70 degrees at the baccalaureate, masters and doctoral levels. Many of the programs are accredited by the top agencies. The university’s School of Business and Economics is endorsed by the Association to Advance Collegiate Schools of Business (AACSB). AACSB is one of the most prestigious and rigorous accrediting bodies for business programs in higher education. Currently, less than one-third of U.S. business programs and only 15% of the world's business programs have earned AACSB accreditation. Receipt of this distinguished accreditation provides evidence that FSU’s School of Business and Economics has established itself as a leader among business schools. Additionally, the Master of Business Administration program has been cited by U.S. News and World Report and The Princeton Review as one of the best graduate business school programs in the country. The Department of Criminal Justice is accredited by the Academy of Criminal Justice Sciences (ACJS). FSU’s criminal justice program is the only such program in North Carolina to hold ACJS certification.

FSU is rapidly becoming a center for research and technology. In spring 2010, the university, in conjunction with the University of North Carolina at Pembroke, cut the ribbon on the Southeastern North Carolina Regional Microanalytical and Imaging Center. The center is home to the electron microprobe, an advanced imaging tool that magnifies objects up to 300,000 times.

FSU is a partner in the community. The institution has formulated a strong relationship with the local municipality and with civic and social organizations in the area. The institution enjoys its partnership with its military neighbors. In the coming years, as a result of Base Realignment
and Closure (BRAC), Fort Bragg will be home to more than 50,000 soldiers and some of the nation’s top military brass. To address their educational needs, FSU has implemented a degree in intelligence studies with plans to offer more academic programs with the military in mind.
