University of Maryland, Baltimore (UMB) is currently seeking a Supplier Diversity Program Manager to join Department of Strategic Sourcing & Acquisition Services (SSAS). UMB was ranked one of America's Best Large Employers by Forbes Magazine (Feb 2021).

PRIMARY DUTIES:
  • Manage UMB’s supplier diversity program by providing direction and supervision related to the use of minority business enterprises and small business firms.
  • Develop a thorough understanding of Federal, State and University System of Maryland (USM) supplier diversity policies and programs and implement appropriate UMB policies and programs.
  • Serve as UMB’s Minority Business Enterprise (MBE) Liaison and Small Business Reserve (SBR) Liaison and interface with the Governor’s Office of Small, Minority & Women Business Affairs, vendors, procurement staff and other stakeholders accordingly.
  • Positively represent UMB to the business community by hosting, presenting, and participating in outreach programs that advance diversity, equity and inclusions in UMB’s procurement activity.
  • Coordinate with the Office of Diversity, Equity and Inclusion, the Office of Community Engagement and other internal and external organizations in the planning and execution of programs.
  • Oversee UMB’s supplier diversity reporting including monitoring contractor and subcontractor spending and compliance. Prepare various quarterly, annual, and ad hoc reports for submission to UMB, USM, State and Federal entities.
  • Coordinate supplier diversity goal setting for individual purchases in accordance with applicable Federal, State, USM and UMB policies.
  • Develop programs to increase opportunities for local businesses, particularly those in West Baltimore, to do business with UMB.
  • Supervise the work of a Subcontracting Specialist who coordinates the development of subcontracting plans for federally funded activities.
  • Perform other duties as assigned.


Qualifications
MINIMUM QUALIFICATIONS
  • Education: Bachelor's degree in related field.
  • Experience: Four (4) years of business administration, business operations, or other related experience. Prior experience in procurement including supplier diversity is preferred.
    OR
    Eight (8) Years of related experience and completion of Certified Public Procurement Buyer (CPPB), Certified Professional in Supplier Diversity (CPSD), Certified Professional in Supply Management (CPSM), or NIGP Certified Procurement Professional (NIGP-CPP) may be used to substitute for the minimum education requirement.
  • Supervisory Experience: One (1) years of direct supervision or responsibility for training, work coordination, and monitoring the work of others.
  • Certification/Licensure: Certified Public Procurement Buyer (CPPB), Certified Public Procurement Officer (CPPO), or other similar national certification preferred.
  • Other: Financial disclosure reporting required by State of Maryland Ethics Committee.
