General summary/purpose:

The Financial Manager reports to the Director, Finance & Accounting, and manages Jhpiego's payroll of 300 staff, including expatriates. This position works closely with Jhpiego Global Human Resources, Johns Hopkins University (JHU) Payroll Shared Services. This position supervises the Finance Payroll team.

Additionally, the Finance Manager will oversee the creation of the annual operating budget for Jhpiego departments including Global Human Resources, Travel. This includes oversight of developing and monitoring the budgets, recording and reporting of the financial data of the departments.

Specific duties & responsibilities:

Payroll Management
  • Supervises team of Finance Payroll staff. Supervisory responsibilities include interviewing, hiring, training, motivating, evaluating and initiating disciplinary action as needed according to HR policies and procedures.
  • Oversee and direct Jhpiego staff Payroll, including the approval SAP Payroll actions entered by Jhpiego Payroll staff. This includes verifying adherence to policies and procedures, and ensuring necessary documentation is on file for requested actions.
  • Oversee and direct responses to Payroll Audit questions, both internal (JHU Payroll Continuous Audit) and external (Donor audit), providing explanation. Provide explanation and guidance to donors and to staff regarding Effort expense, Effort policy. Provide technical assistance in tying out effort expense with SAP reports.
  • Oversee and direct quarterly and semi-annual Effort certification for 300+ staff
  • Oversee and direct staff Effort Distribution Change process using J-LOE, Jhpiego's Level of Effort system
  • Monitor and reconcile controlled salary reports, mitigating risk associated with Effort expense in suspense


Finance Management
  • Oversees and directs the creation of annual fiscal year budget for Global Human Resources, Travel, and other departments as assigned. This includes but is not limited to: develop financial reports to aid department administrators in the development of fiscal year, general funds, and designated funds budgets, prepare budget submission(s), attend budget meetings.
  • Oversee the maintenance and enhancement of budget monitoring systems, including internal and external budget systems.
  • Directs monthly reporting to department vice presidents.
  • Interprets financial results and provides variance analysis to administrators and department levels.
  • Assist senior management with strategic planning and ad hoc analysis requests
  • Other responsibilities as assigned



Supervision:
  • This position supervises two exempt staff.


Minimum qualifications (mandatory):
  • Bachelor's degree, preferably in Finance, Accounting, Business, or equivalent experience
  • Five years related financial experience
  • Knowledge of general standard accounting policies and procedures
  • Proficiency in the use of MS Excel, Word, PowerPoint. Experience with SAP, BI is a plus.
  • Strong interpersonal and communication skills, both oral and written required. Ability to effectively interact with all levels of JHU and Jhpiego employees.
  • Ability to work on simultaneous projects and to meet concurrent deadlines
  • Excellent Customer Service skills
  • Highly detail oriented with ability to maintain confidentiality
  • Excellent time management and organizational skills
  • Ability to exercise independent judgment


Preferred qualifications
  • Payroll experience in an international environment including expatriate payroll
  • Advanced knowledge of managing US Government Salary cap on sponsored awards
  • Knowledge of SAP accounting system practice and implementation within the Hopkins environment desirable.
  • Experience with a non-profit organizations (larger than $10M), preferably in a multi-office, multi-national environment
