The Opportunity

The Business Manager of UTSA (UT System Administration) assists the UTSA Chief Business Officer (CBO) in the management and administration of UTSA business and finance functions. UTSA is a separate budget entity within the University of Tennessee and has direct oversight of three line-items (allotment codes) in the State of Tennessee budget. UTSA has an annual operating budget of nearly $60 million, around 300 budgeted positions, and several unique funding models related to special projects/initiatives (such as the Oak Ridge Institute). The Business Manager reports to the UTSA CBO and is a member of the System Budget and Planning team.

Duties and responsibilities include, but are not limited to, the following:

Budget and Finance Operations
• Assists with financial management of UTSA including business operations, fiscal year-end closeout, restricted account monitoring, subcontract monitoring, cost sharing, policy interpretation, procedure development, technology refresh program, effort certification, and THEC reports.
• Manages budget and expenditures on UTSA departmental funds and prepares financial summaries on this funding.
• Participate in annual UTSA budget planning process, as well as budget reviews throughout the year. Assist in coordination of year-end budget closing.
• Reviews UTSA requisitions, purchase orders, and contracts prior to CBO/CFO signature.
• Review financial/accounting transactions in IRIS for compliance with UT fiscal policy, appropriate coding of transactions, and funding availability to support transactions.
• Reviews entertainment, exceptions to travel and other policy exceptions, new positions, employee salary changes, time, and non-competitive purchases prior to CBO
approval.
• Oversees and administers business operations including: travel, procurement cards, conflict of interest, non-competitive purchases, contracts, account set-up, and
maintenance, equipment inventory and internal controls.
• Provides routine and ad hoc budget reports to UTSA departments and Executive Leadership Team.
• Liaise with Treasurer, Controller's Officer, Audit & Compliance, Human Resources, and other university departments on matters related to business, finance, and
administration.
• Interprets and ensures compliance with UT fiscal policy.
• Oversees administrative processes related to UT Tower: employee parking, building access, receiving, mail, supplies, etc.

Human Resource/Payroll Operations
• Coordinates human resources, personnel, and payroll related business activities to ensure all UTSA accounts are not over
committed.
• Performs payroll certification and reconciliation for Budget Office accounts.
• Reviews position creation and management related to budget, new hires, position transfers, and E-Forms for pay changes, funding changes, terminations, additional payments, salary transfer vouchers, etc. to ensure all UTSA accounts are not over committed.
• Manages UTSA salary budget, including reconciliations for annual proposed and revised budgets.
• Oversees budget administration of annual salary pools; work with CBO and Human Resources to develop of salary pool guidelines, construct department salary pools, and make budget entries.

Restricted Funds Oversight
• Review UTSA grant/contract proposals and award to ensure budgetary guidelines and compliance requirements are met.
• Work directly with the Controller's Office on set up of restricted accounts for grants, contracts, gift and endowments. Troubleshoot problems,
correct non-compliance, and execute financial close-out of sponsored research accounts.
• Work with UTSA departments to ensure proper fiscal management of grant and contract accounts.
• Coordinate management of UTSA gift and endowment funds with UTFI staff.
• Oversee management President's discretionary gifts funds and endowments, including provide periodic reports to the President, CFO, and CBO.



Qualifications
Required Qualifications

Bachelor'a Degree in related field such as Business, Accounting, or Public Administration
3 years of relevant fiscal administrative and/or business management experience.

Required Skills and Abilities:

Working knowledge of GAAP and public higher education accounting practices; Ability to work with cross-functional teams, build and nurture relationships; Demonstrated ability to be a creative problem solver and think strategically; Strong ability to develop and manage fiscal budgets; Excellent oral and written communication skills, including the ability to communicate in a positive, productive manner; Ability to apply independent judgment, and work across broad and diverse subject areas; Outstanding planning, problem-solving, analytical, organization, project management, and customer service skills; Ability to meet deadlines in a fast paced environment; Ability to effectively manage and evaluate staff performance; Professional integrity, including a thorough knowledge of confidentiality; Advanced knowledge of Microsoft Office, complex spreadsheets and database management.

Preferred Qualifications

Mater's Degree in related field such as Business, Accounting, or Public Administration
Relevant experience in higher education and/or public sector finance.

Preferred Skills and Abilities:

Knowledge of UT policies and procedures; knowledge of and proficiency using key UT administrative systems
such as IRIS, Cayuse, and BW; in particular the ability to use these systems to perform complex financial and
operational analyses
