The Access and Accommodation Program Manager is a full-time, permanent exempt position at Highline College. This position collaborates with a wide range of faculty and staff to provide leadership within the college’s equity and accessibility initiatives. This position provides support and advising to students with disabilities as they navigate the college accommodation process. In addition to managing the student intake process, this position reviews and approves documentation and accommodation requests. The Program Manager oversees student records and files, and coordinates with faculty and staff on required accommodations and supports. This position requires excellent communication skills, the ability to exercise independent judgment, understand and apply state and federal laws, college policies and procedures, and maintain strict confidentiality standards. The position also provides information and outreach to students, faculty, and staff and provides resources and awareness for the campus, school districts, and other community partners.

This is a full-time exempt, at-will position. This position may require you to work some evenings and weekends.

Essential Tasks

Reporting directly to the Associate Dean for Access, Inclusive Education, and Employment, this position will be:

Access Services, student support, and leadership:

  • Develop and oversee Access Services for Students with Disabilities for all Highline campus locations;
  • Supervise institutional compliance with Section 504 and the Americans with Disabilities Act (ADA) and with other federal and state regulations concerning students with disabilities;
  • Review documentation of disability, including psychological, medical, academic and educational assessments, conduct interviews with students to determine functional limitation imposed by the disability and recommend and assign reasonable accommodations;
  • Consult with academic faculty and administrators as necessary to understand clinical skills required and technical standards of the program before determining that an accommodation is appropriate and reasonable;
  • Implement accommodations by working closely with the Accessible Technology Program Manager to discuss the student's assistive technology, alternative text and note-taking needs;
  • Refer students to other campus and community resources when appropriate. i.e., counseling services. Connect students with the Accessible Technology Program Manager for instruction on recommended assistive technology software and equipment;
  • Communicate effectively with students to disseminate pertinent information, upcoming deadlines, events/workshops of interest, etc;
  • Establish and maintain direct communication with faculty and staff providing services to students with disabilities, working collaboratively to insure a smooth delivery of appropriate support services;
  • Develop and implement program orientations and other transition and success activities for students with disabilities;
  • Act as a liaison, advocate and resource for students with disabilities;
  • Oversee the development and maintenance of the department's website and, as appropriate, social media tools of communication (Facebook, etc.);
  • Supervise Access Services Program Assistant and part-time staff, including oversight of the coordination of ASL interpreter services for deaf students;
  • Oversee and monitor department budgets.
On campus/community engagement and leadership:
  • Conduct outreach training for faculty and staff about disability accommodations and services in compliance with college policies and procedures;
  • Collaborate with faculty and staff regarding Access services and student accommodation needs;
  • Develop and present disability awareness curriculum for faculty and staff promoting enhanced disability inclusion, community awareness and retention for students with disabilities;
  • Identify and collaborate with public and private entities that provide services, assistance or information to students with disabilities, including other postsecondary institutions, social service agencies, secondary schools, etc.;
  • Assist in college efforts to ensure that all programs and services are accessible and consult with Human Resources, Facilities and all other college divisions regarding campus and program accessibility;
  • Represent Access Services at campus meetings and events and with community partners;
  • Serve as Highline College representative at statewide Disability Support Services Council (DSSC) and Washington Association for Post-Secondary Education and Training (WAPED) meetings.

Qualifications

  • Bachelor's Degree in Education or related field; OR
  • Equivalent education and/or work experience;
AND
  • Minimum of two years' experience in higher education working with students with disabilities or students with other barriers to access and success in higher education, such as first generation, basic skills, and English language learning needs.
Preferred Qualifications
  • Bilingual skills, including ASL
Supplemental Information

Highline College does require COVID-19 vaccinations for all students, staff and faculty –– with waivers for specific exemptions –– for those who physically attend courses, operations, or other in-person activities. This decision was made in accordance with higher education proclamation 20-12.4. A candidate will not be asked to report their vaccination status unless they are hired by the college.
