USF Research and Innovation (USFRI), a senior vice presidential division, is charged with the central administration and oversight of the USF System research enterprise. USFRI promotes research; stimulates economic development and corporate partnerships; provides services and assistance to facilitate faculty, staff, and student research efforts; ensures compliance with research-related laws, regulations, and policies of federal, state, sponsoring agencies and organizations, and the university; and provides for the protection and promotion of intellectual property generated by USF System employees. The Office of the Senior Vice President includes Central Services Administration (human resources, budgets/finance, purchasing, Research Technologies), Outreach and Engagement (including Institute for Advanced Discovery & Innovation, Florida Inventors Hall of Fame), National Academy of Inventors, and USF Faculty Honors, Prizes & Awards Program. USFRI departments include Sponsored Research; Research Integrity & Compliance; Comparative Medicine; Technology Transfer Office/Patents & Licensing; USF Research Foundation, Inc., which includes USF CONNECT and the USF Research Park; and the Center for Drug Discovery & Innovation.
The Unit HR Administrator is responsible for managing human resource functions for USF Research & Innovation, a complex USF System division. This position supervises several staff and temporary positions in the performance of a wide range of human resources, payroll, and other central service duties.
Manages recruiting processes in compliance with HR and USFRI policies and procedures; grants exceptions to USFRI policies. Serves as Equal Opportunity Liaison. Researches and analyzes compensation; makes recommendations. Prepares and approves job postings. Reviews and approves requests to make job offers. Prepares, or reviews and approves, letters of offer and Appointment Status Forms (ASF); serves as delegate for Temporary pay plan job offers and salary actions. Verifies employee payroll sign-up and attendance at New Employee Orientation. Prepares, or assists departments in developing, salary justifications/exceptions, degree waiver requests, or waivers of common hire date for HR approval. Facilitates Special Pay Increases, Out of Cycle Payments, and Pay for Performance requests; coordinates Faculty Award payments with the Provost?s Office and USF Health Faculty Affairs Office. Serves as payroll certifier for Senior Vice President?s Office and as back-up certifier for all division departments.
Develops, or reviews and edits, and obtains approval for new position profiles, updates, and reclassification requests, ensuring compliance with state and federal legal requirements. Works with HR and division leadership to develop profiles, justifications, salary reviews, organizational charts, etc., to support request; approves and submits to HR and serves as a liaison for the initiator with HR to respond to questions, resolve problems, amend documents, etc.
Facilitates and oversees human resources functions, policies, procedures, and programs for the division. Advises the Senior Vice President, Chief Operating Officer, and other division leadership on organizational development, recruitment and appointments, employee relations, benefits, and other HR matters. Acts as a liaison between the division with HR, Payroll, DIEO, General Counsel, the Provost's Office, and other university administrative units; troubleshoots problems and facilitates solutions for human resource and payroll issues. Develops and implements improved workflow methodologies to improve efficiency. In consultation with supervisor, makes decisions about HR issues/requests and grants exceptions to policy requirements within specified parameters or with support of HR.
Completes division-specific functions for new employees (web listing, organizational charts, timesheets, building access, personal information sheet, etc.). Advises supervisors with training and system access requirements for new employees (FAST, GEMS); prepares access forms and obtains approvals, as needed. Facilitates professional development, apprising departments of online or classroom training and procedure resources. Manages and/or communicates USFRI professional development and morale events and programs (training opportunities, TRAIN, CRA USF, USFRI Scholarship Awards, Continuous Length of Service Awards, Outstanding Staff Awards).
Serves as a lead in developing and expanding shared central services. Manages Front Office staff; develops and implements policies, procedures, and general concierge services provided to employees, internal clients, and external clients. Develops onboarding for new Front Office staff; manages assignments, performance, and completes performance evaluations. Analyzes and resolves problems.
Serves as Attendance & Leave Coordinator for the Senior Vice President's Office and serves as resource to department coordinators, managers, and employees. Conducts internal audits; communicates A&L training and reporting processes. Coordinates FMLA tracking, Sick Leave Pool enrollment, and Personal Holiday allocations.
Performs other duties as needed to meet the goals and objectives of the division.
This position requires a Bachelor's degree and two years of Human Resources related experience; or a Master's degree in an appropriate area of specialization. Six years of HR-related experience or a combination of education and experience may substitute for the Bachelor's degree.
University experience. Proficient with Microsoft Office Suite, including Outlook, Word, Excel, and Visio. Experience with enterprise business systems, such as PeopleSoft. Ability to supervise and to apply professional judgment in interpreting and applying human resource policies and procedures to continually varying circumstances and situations.
