Departmental Overview

The Engineering Research Support Organization (ERSO) is a service region of the Berkeley Regional Services (BRS) that supports 400+ faculty affiliated with 22 campus-wide departments, schools and colleges, organized research units and centers with over $180 million in annual research expenditures including research gifts, and over $9 million in annual administrative operating budget. The total research expenditures administered by the unit represent 25% of campus-wide research expenditure volume. The mission of ERSO is to provide fully integrated and effective administrative services to support and encourage healthy growth in the units it serves and to support the mission of the University. ERSO delivers effective and efficient services, allowing faculty to focus on developing UC Berkeley's academic and research enterprise rather than managing administration. We maintain a customer-oriented operation with appropriate levels of faculty and staff oversight to support a culture of expert service and continuous improvement



This position involves recommending, developing, implementing, administering, coordinating, and/or evaluating Human Resources policies, labor contracts, statutes, programs and procedures covering several of the following: academic recruitment, compensation, employee relations, labor relations, payroll, benefits, welfare programs, training and development, visa procurement, intercampus transfers, Multi-Location Agreements and employee services. Includes data collection, report preparation, database management. The HR Generalist 3 also provides front line service to meet customer needs and ensures actions are handled confidentially, accurately, and in a timely manner.

Responsibilities

50%

Manages personnel actions including appointment, merit review and change of status for staff and academic appointees. In collaboration with faculty and academic departments, prepares full academic cases for merit and promotion, and leads faculty on process and policy compliance. Advises all levels of managers, supervisors, and employees in developing academic job descriptions, resolving complex benefits issues, and providing guidance on compensation programs, personnel policies and procedures. Monitors employee eligibility in UC benefits/retirement. Provides comprehensive onboarding to new hires and transfers. Manages and enters transactions in UCPath system. Liaisons with Berkeley International Office to coordinate visa processing. Counsels employees concerning sensitive and difficult to resolve work-related problems.

Counsels department managers and supervisors on employee and labor policies, procedures, and appropriate practices. Provides support to departments in administering policies and programs in the areas of employment, labor relations, wage and salary administration, visa advising, training, and other areas of HR. Uses independent judgment when counseling managers and supervisors and recommends appropriate action and strategies.

Manages multiple complex leaves of absence (Workers' Compensation, Disability, FMLA) and uses expertise to advise all levels of managers, supervisors and employees to maintain University and legal compliance. Broad knowledge of disability and worker's compensation case management. Coordinates case management with appropriate campus departments (Vocational Rehab, Disability Management Services), and outside vendors.

Serves as lead for assigned projects (onboarding, leave management, compliance, process enhancements).

Required Qualifications
    Possesses strong analytical skills to conduct analysis and develop recommendations, demonstrating organization and problem-solving skills. Has thorough knowledge of human resources concepts, policies and procedures, employment practices, labor relations, salary administration, training and other areas of human resources. Is skilled in communicating clearly and effectively verbally and in writing. Demonstrates skill in prioritizing competing work assignments, employing political acumen and integrating information to determine appropriate courses of action and their implications. Possesses strong analytical, active listening and critical thinking skills. Demonstrated ability to handle very difficult or volatile situations/individuals effectively. Demonstrated knowledge of labor law, visa regulations, FMLA and ADA. Bachelor's degree in related area and/or equivalent experience/training.



Preferred Qualifications
  • Has thorough knowledge of campus HR policies and procedures; knowledge of functional area and understands how work may impact other areas.
  • Knowledgeable on UC's HR/Payroll System UCPath and other related business software programs and systems.

    The salary range designated for this position: $69,200 - $88,000; however, starting salary will be commensurate with experience.
