Job Description

Northern Arizona University's Facility Services: Utlitity Service is now hiring one (1) highly experienced leader to become the Assistant Director or Director, Utility Services. This leader will direct campus operations to ensure effective job performance and quality services are provided to the campus community. They will support the planning of university operational strategy, as well as the implementation of current operations. The Assistant Director or Director monitors current NAU operations and directs staff to ensure accurate information is distributed and works to address and resolve any issues quickly. This position is specific to the Utility Services division of Facility Services.

The Utility Services division includes production, procurement, and distribution of 12.4 kV electricity, steam and condensate, high temperature hot water, compressed air, chilled water, and natural gas. The master meter natural gas system is regulated by the Arizona Corporation Commission. This position also coordinates the management of the outdoor lighting, potable and fire water, reclaimed water, irrigation water, sanitary sewers and storm drainage utility programs. The Utility Services work unit is also accountable for mapping, locate services, metering, monitoring and recording cost and consumption data, billing, estimating, sales agreements, budgetary planning, maintenance (breakdown, corrective and planned), minor and major repairs and remedial measures, construction administration, environmental and regulatory compliance, system optimization, system testing and code compliance, and capital and utility master planning (short, mid and long range). This position is responsible for program development, implementation, administration, supervision, safety programs, training, and identification and implementation of improvement opportunities.

Assistant Director, Utility Services

Leadership and Supervision - 40%
  • Provides leadership and management to the Central Plants, and Utility Services departments, which collectively has over 22 full time employment positions.
  • Develops and implements departmental policies and procedures for assigned areas of responsibility.
  • Staff performance planning and evaluation, identifying/providing training opportunities for immediate reports and their staff, mentoring for skills, and behavioral development.
  • Ensures that all managers and staff are provided appropriate direction, leadership, guidance, support, and training to enable the advancement of their knowledge and experience in the operations of the overall campus energy and related mechanical systems environment.
  • Manages/coordinates all job and site-specific safety requirements (hazard assessments, required training, PPE use, etc.) and procedures for direct reports. (EHS is available for consultation)
  • Proactively participates in accident prevention efforts for employees, and responds to injuries and accidents promptly to modify activities and prevent further accidents.

Program Management - 30%
  • Establishes and implements priorities for scheduled mechanical and electrical services within the assigned area of responsibility, administering preventive maintenance programs for assigned facilities, inspecting facility and utility systems to determine repair or replacement needs within the assigned area of responsibility, and supervising the performance of emergency and routine maintenance on campus facilities in the area of responsibility.
  • Promotes safety and minimizes institutional liability regarding the University's compliance with federal regulations by enforcing policies, laws, and regulations governing environmental protection, the handling of hazardous materials and hazardous waste, the use of chemical substances and materials, and occupational safety.
  • Provides management and oversight of all plant functions including utilities generation, operation, maintenance and engineering, plant risk management programs, plant optimization, system testing, code compliance, safety training, development of standards and procedures for plant operations through observation and monitoring of performance data.
  • Advises and assists the Associate Vice President to develop/assure adequate emergency response plans and training.
  • Coordinate with the NAU Environmental Health and Safety office to obtain and maintain compliance with major State and Federal environmental and regulatory requirements including such things as permits for air emissions, storm water management, utility plant facility requirements, natural gas distribution, and buried fuel storage tanks.
  • Actively engages and coordinates with the Office of Sustainability to advance the carbon neutrality and sustainability goals of NAU
  • Engages with students, faculty, and staff around the Sustainable Campus Ecosystem Initiative to foster a Living Laboratory concept at NAU.

Budget Management - 15%
  • Negotiates/procures multi-million dollar contracts for natural gas and propane.
  • Coordinates with utility service providers and may represent the University at State, regional and national organizations, boards, councils, and committees as assigned.
  • Manages an annual budget in excess of $20-million to assure alignment with plant financial requirements for bond payments, equipment renewal and replacement, salaries, contracts, overhead, supplies and expenses.
  • Develop and submit annual utility budget requests, including updated annual billing rates for both internal and external customers.
  • Develops maintenance and capital improvement priorities and estimates for project costs.

Planning and Reporting - 10%
  • Coordinate/collaborate with other Facility Services staff regarding utility system capacities for capital development projects and campus master planning activities.
  • Develops a strategic plan for the various utility systems based on the Campus Master Plan
  • Progress utility mapping efforts with NAU's GIS group
  • Develop annual reports on plant safety and performance.
  • Proactively inform the campus on plant development projects and any outages or disruptions that would negatively affect the community.
  • Documents utility related carbon emissions.

  • Bachelor's degree in related field AND
  • 3-5 years of relevant experience AND
  • 2-4 year of management or supervisory experience OR
  • Any combination of relevant education and experience may be substituted for the educational requirement on a year-for-year basis.

  • Bachelor's degree in related field AND
  • 5-7 years of relevant experience AND
  • 3-5 years of management or supervisory experience OR

Background Information

This position has been identified as a safety/security sensitive position. Therefore, per AZ Revised Statute, Northern Arizona University requires satisfactory results for the following: a criminal background investigation, employment history investigation, degree verification (in some cases) and fingerprinting. Finally, each year Northern Arizona University releases an Annual Security Report. The report is a result of a federal law known as the Clery Act. The report includes Clery reportable crime statistics for the three most recent completed calendar years and discloses procedures, practices and programs NAU uses to keep students and employees safe including how to report crimes or other emergencies occurring on campus. In addition, the Fire Safety Report is combined with the Annual Security Report for the NAU Flagstaff Mountain Campus as this campus has on-campus student housing. Salary

Assistant Director, Utility Services

Salary range is $72,445-$90,556. Annual salary commensurate with candidate's qualifications and related experience.

Director, Utility Services

Salary range is $83,312- $104,140. Annual salary commensurate with candidate's qualifications and related experience.

FLSA Status

This position is exempt from the overtime provisions of the Fair Labor Standards Act (FLSA) and therefore will not earn overtime or compensatory time for additional time worked.

Benefits

This is a Service Professional (SPF) position. NAU offers an excellent benefit package including generous health, dental and vision insurance; participation in the Arizona State Retirement System or the Optional Retirement Program; 22 days of vacation and 10 holidays per year; and tuition reduction for employees and qualified dependents. More information on benefits at NAU is available on the Human Resources benefits website. NAU is a tobacco and smoke-free campus. Service Professionals are hired on a contract basis, renewable each 6 months according to terms of the Conditions of Professional Service. Employees offered a position will be eligible for state health plans (including NAU's BCBS Plan). New employees are eligible for benefits on the first day of the pay period following their enrollment, after their employment date. Employees will have 31 days from their start date to enroll in benefits. If a new employee chooses the ASRS retirement option, participation in the Arizona State Retirement System, and the long-term disability coverage that accompanies it, will begin on the first of the pay period following 6 months after the new employee's start date. New employees who choose to participate in the Optional Retirement Plan (ORP), which is an alternative to the ASRS plan for faculty and other appointed staff, will begin to participate on the first day of employment. Additionally, the long-term disability plan that accompanies the ORP will begin on the first day of employment.
