Departmental Overview

The Pacific Earthquake Engineering Research Center (PEER) aims to develop, validate and disseminate performance-based earthquake engineering technologies. Within the broad field of earthquake engineering, PEER's research currently is focused on Building Systems, Bridge and Transportation Systems, Lifelines Systems, and Infrastructure. PEER is a large, multi-institutional organized research unit, the operations of which are complex and broad in scope. The Administrative Officer (AO) position manages, plans, administers and coordinates administrative operations of the Center, reports to the Associate Director of the Center and interacts with the Center's staff, Institutional Board and other committees. AO receives general direction through operational objectives and exercises independence and initiative in carrying out these
responsibilities. Planning, scheduling and carrying out business operations are predominant focus of position. Secondary focus is the planning, scheduling and following up of Center's committee activities. Has a significant role in the development of the Center's short and long term planning within the HR and fiscal areas. Regularly works on complex issues where analysis of situations or data requires an in-depth evaluation of variable factors. Exercises judgment in selecting methods, techniques and evaluation criteria for obtaining results. Overall, AO uses advanced administrative concepts and campus objectives to resolve complex issues.

Responsibilities

20%
  • Manages, plans and administers a full range of business operations in a large, multi-institutional organized research unit, where operations are complex in terms of budgetary funding, number of faculty, staff and students, and are broad in scope due to focus of operations (eg., multi-institutional research center, recharge operations, lab facility, etc.).
  • Manages award contracts with UC campuses and other PEER core institutions, evaluates and recommends extensions, monitors the funds in the accounts, and checks the compliance of awardees with Center's requirements.

  • Serves as the main resource for pre- and post-contracts and grants work, interfacing with the sponsored project offices of recipients, interpreting regulations and guidelines on grants and contracts, ensuring expenses are paid according to contract, monitoring of contract and grant expenditures and ensuring that all final project deliverables are satisfactorily met.

  • Performs administrative operations activities as predominant focus of position, with accountability for operational and budget processes, staff FTE, financial resources in various accounts, human resources and space planning.
  • Serves as the unit's credit card merchant account coordinator, with overall responsibility for processing off-site credit card transactions, reconciling each transaction with third-party agents (web-hosting company and online payment gateway service).
  • Responsible for unit's annual compliance attestation of PCI-DSS (payment card industry data security standards) requirements.

  • Performs annual recharge operations self-certification, and as needed, prepares and submits the recharge operation rate change proposal.
  • On an annual basis, updates the unit's equipment depreciation schedule.
  • Works closely with the PEER Lab Manager to develop recharge rates to consistently and equitably recover the costs of the recharge operations, striving to operate on a break-even basis.

  • Coordinates Center's events, such as annual meeting and workshops, with rest of the Center's staff, including event planning, resource & risk identification, management of financial details associated with venue and participants' expenses.

  • Develops and prepares complex budgets with multiple funding sources for contracts, grants, general appropriations, revenue accounts and recharge operations.
  • Prepares short- and long-range planning for administrative services operations and improvement to processes.
  • Applies advanced concepts to perform analysis to determine future resource allocations on projects.

5%
  • Represents the department on business affairs to the institution community, coordinates the schedule of Institutional Board (IB) and other committee meetings and attends the meetings, as needed.

Required Qualifications
  • Bachelor's degree in related area or equivalent experience and training.
  • Advanced knowledge of University rules and regulations, processes, protocols and procedures for budget, accounting and fund management, and / or personnel management.
  • Advanced interpersonal skills including verbal and written communication, active listening, critical thinking, persuasiveness, advising and counseling skills.
  • Advanced knowledge of a variety of administrative operational activities such as event planning, basic fundraising processes, risk management planning, website design, accounting and payroll, and contracts and grants regulations and guidelines.
  • Knowledge of common University-specific computer application programs, or their equivalent general-purpose software.
  • Ability to use discretion and maintain confidentiality.

Preferred Qualifications
  • Advanced skills in short- and long-term strategic planning, analysis, problem-solving and customer service.
  • Advanced knowledge of financial analysis and reporting techniques, and / or human resources policies and procedures for staff and academic employees.
  • Certifications or documented experience in common financial software, either general-purpose or University-specific.
