General Statement of Job

The Director of Human Resources directs, coordinates and is a hands-on leader supporting all human resources activities, such as employee recruitment, compensation and benefits administration, employee relations and retention, training, and employee services by performing the following duties personally or through team members. The Human Resource Director will also plan, lead, direct, develop, and coordinate the policies, activities, and staff of the Human Resource (HR) department, ensuring legal compliance and support of the organization’s mission and talent strategy.

Specific Duties and Responsibilities

Essential Duties:

  • Provide overall leadership and guidance to the HR function by overseeing talent acquisition and retention, compensation and benefits management, and training and development of university employees.
  • Serve as a hands-on leader supporting all areas of HR with a strong HR Generalist knowledge base.
  • Collaborate with university leadership to understand the organization’s mission, strategic vision, and human resource related goals.
  • Implement HR efforts to effectively deliver HR related communications to university employees.
  • Maintain knowledge of trends, best practices, regulatory changes, and new technologies in human resources.
  • Identify staffing and recruiting needs; develop, execute, and/or support best practices for hiring onboarding, developing, and managing a high quality and diverse workforce.
  • Develop, refine, support and/or administer performance review programs to ensure effectiveness, compliance, and equity within the organization.
  • Identify or develop, administer, and manage comprehensive, competitive, and cost-effective benefits programs such as insurance, retirement, and leave plans.
  • Maintain records of benefits plans participation and personnel transactions for reporting.
  • Work collaboratively to develop, maintain, and ensure compliance with human resource programs including, but not limited to, employee recognition and morale, occupational health and safety, and the Wellness Incentive Program.
  • Administer federal and state compliant compensation for staff and suggest salary adjustment, promotion, and other compensation adjustments as appropriate.
  • Review job descriptions and coordination of FLSA reviews with supervisors as appropriate.
  • Manage COBRA, FMLA (Family Medical Leave Act), and ADA/Disability accommodation requests.
  • Assist with progressive discipline actions, performance improvement plans, employee disputes and investigations.
  • Document employee terminations and conduct exit interviews with departing staff. Report aggregate data to administration.
  • Monitor and ensure university compliance with federal, state, and local employment laws and regulations, and recommended best practices affecting human resources functions;
  • Review and modify policies and procedures to maintain legal compliance including updates to the employee handbook.
  • Investigate employee related Title IX complaints, grievances & non-discrimination/harassment complaints and determine plan of action to address complaints.
  • Manage the annual IPEDS Human Resources data submission as well as the annual GASB 74/75 reporting in collaboration with IT and external vendor partners.
  • Advise and consult on HR risk management as well as employee safety and workers compensation as necessary.
  • Represent the university at personnel-related hearings and investigations.
  • Assist in furthering Diversity, Equity & Inclusion (DEI) efforts and completing the annual Affirmative Action Program (AAP) and associated goals as necessary.
  • Develop and implement the HR departmental budget.
  • Perform other duties as required.
Education, Experience, Certifications, and License

Education

  • Bachelor’s degree in a related field is required for this position.
  • Master's degree in a related field is preferred for this position.

Experience

  • Seven to ten years HR related experience and/or training required.
  • Higher Education experience preferred.

Certifications

  • A SHRM-CP, SHRM-SCP, PHR, or SPHR certification is required.

License

  • Valid Driver's License and ability to meet the University's insurance requirements for driving University vehicles.
