Job Description:
Howard Community College is seeking the next vice president of student services (VPSS) to lead the student services area. The next VPSS is under the leadership of the college's fifth president who recently began her tenure after the retirement of a very successful long-time president. 
The vice president of student services (VPSS) is Howard Community College's chief student affairs officer and reports directly to the president of the college. The VPSS is a member of president's team and works collaboratively with all areas of the college to create a campus culture that promotes student success, provides a safe and welcoming campus environment for a diverse student body, and ensures the quality of the educational experience. The VPSS provides vision and direction in planning, organizing, and leading enrollment services and student development to fulfill the college's mission and achieve college goals and objectives in support of student learning both inside and outside of the classroom.
The VPSS is responsible for the management and supervision of:
•    Enrollment management: admissions and advising including dual enrollment and international and immigrant admissions and advising; the welcome center; records registration, and veterans' affairs; financial aid services; and the test center
•    Academic support services: disability support services; tutoring and learning assistance; student completion services; Career Links; Howard P.R.I.D.E.; Student Support Services; Ambiciones
•    Career and counseling center, including mental health counseling and internships and job fairs
•    Title IX coordination
•    The wellness center and food pantry
•    Athletics
•    Student conduct
The VPSS plays a critical role in enrollment management by coordinating and promoting effective programs, recruitment, enrollment services, orientation, retention, programs aimed at closing the achievement gap, and career services. To that end, the VPSS:
•    Ensures that the college provides a comprehensive array of wraparound student services, student development programs focused on student success, and enrollment management programs, including, but not limited to, admissions, counseling, advising, career planning and placement, recruiting and retention and early alert, records and registration, student conduct, student activities, athletics, services for students with disabilities, grants management, financial aid and scholarships, Guided Pathways, and other student support services and programs.
•    Uses data-informed decision making to plan, design, develop, and deliver college-wide student programs and services that implement the goals of the college; provides leadership for evaluating and ensuring quality in all aspects of the college's student services, student development, and enrollment management programs and staff.
•    Recommends, develops, and implements student services policies, procedures, and practices which foster and promote student learning and student success, and which support the educational programs of the college; recommends organizational structures, personnel, and resources to ensure a student-centered environment at all levels; represents the college to various external entities and with outside agencies in matters relating to the college's student services.
•    Develops, fosters, and promotes new opportunities for partnerships with public and private sector entities; provides leadership for establishing multi-year tactical and annual operational goals designed to implement the strategic goals of the college president and board of trustees; assumes responsibility for other college affairs and matters at the discretion of the president.
•    Provides leadership and guidance for the recruitment and retention of students including honors and selective admission programs; actively recruits for the college and works to promote retention and student success. Works with the office of public relations and marketing on strategic enrollment efforts.
•    Assumes leadership and responsibility for establishing an environment which promotes respect for students, faculty, and staff and recognizes initiative and excellence.
•    Prepares appropriate reports; analyzes and evaluates enrollment and retention data; projects student enrollment and retention data to be used in strategic decision making.
•    Provides leadership in maintaining a student-centered philosophy and focus for student services initiatives with a clear focus on successful student outcomes including, retention, graduation, placement, and transfer success.
•    Provides leadership and oversees the application of the Americans with Disabilities Act to ensure all students have equal access to services.
•    Maintains continuous evaluation of the economic feasibility of student services to ensure that only those programs with appropriate priority in terms of need and demand are continued. Participates in and supervises the preparation and recommendation of detailed budgets, with cost estimates, for functions supervised. Establishes and maintains budgetary control of functions supervised.
•    Supports college activities and special events through attendance and/or participation and attends special events and fundraising events to support the Howard Community College Educational Foundation.
•    Communicates an accurate image of the college to the public. Is a positive and active representative of the college and is available to address impromptu situations involving the college during non-traditional work hours.
•    Maintains confidentiality of information.
•    Manages grants as assigned to student services and as appropriate.
•    Contributes to a safe educational and working environment by participating in all drills and training and is prepared to act should a health or safety emergency occur.
•    Requires the kind of teamwork, supervision, and personal interaction that is not feasible in a home office situation; regular and predictable on-campus attendance is a requirement.
•    Maintains relationships and communication with community organizations, business and industry, the Howard County Public School System and other educational institutions, and professional organizations to enhance student services.
•    Collaborates with the vice president of academic affairs on instructional-related issues and other projects.
•    Performs all other duties necessary to accomplish the educational objectives of the college and as assigned by the President.

•    Doctorate strongly preferred; doctorate in progress or master's degree combined with exemplary professional experience will be considered.
•    Extensive progressive and proven administrative experience in student services; five years must be the equivalent of assistant/associate vice president level or above.
•    Preference given to experience as a vice president or chief student services officer.
•    Community college experience is required. 
•    Experience supervising multiple departments is required.
•    Proven record of success in student recruitment and retention required.
•    Strong knowledge of technology solutions to improve student services processes, operations, and the student experience.
•    Strong knowledge of federal, state, and local laws and regulations pertinent to higher education required.
•    Evidence of experience in admissions, recruitment, retention, and overall enrollment management.
•    Evidence of creating and maintaining a culture based on relationships that energizes others to reach program goals. 
•    Evidence of leadership that results in attainment of strategic goals and strategies for student success.
•    Evidence of ability to work effectively as a team member.
•    Demonstrated highly effective and interpersonal and verbal and written communication skills.
•    Demonstrated empathetic regard for students.
•    Demonstrated competence and experience in integrating student development with instruction programs and services.
•    Successful implementation of strategic planning.
•    Budgeting experience.
•    Demonstrated value for enhancing diversity, equity, and inclusion in the student experience while creating an environment of belonging for all faculty, staff, and students.
•    Demonstrated experience in promoting an environment conducive to multi-cultural learning experiences with a culturally diverse student body, faculty, and staff.
•    Demonstrated experience in being a visionary change agent in developing, implementing, and evaluating innovative programs or services. Proven ability to think outside of the box.
•    Demonstrated experience in providing staff development and professional growth opportunities.
•    Ability to communicate effectively, both verbally and non-verbally.
•    Ability to maintain strict confidentiality.
•    Regular attendance required.
•    Performs all duties while considering the impact of any actions on the college's sustainability initiatives in the areas of environmental stewardship, social responsibility, and economic prosperity.
Provide supervision of all positions within student services for hiring, evaluation, and assignment of merit.
Frequent extended hours; fast paced, busy, deadline driven, with continual interruptions requiring concurrent management of numerous assignments and responsibilities. Frequent high stress conditions. Occasional travel, sometimes distant. Regular attendance and availability is a requirement. Willingness to work remotely when necessary. May serve
