Director of Networking and TelecommunicationsType of Position:
Direct and manage the data, voice, and video telecommunications operations for Lamar State College Orange and Lamar State College Port Arthur. Performs highly advanced and supervisory (senior-level) network work. Directs activities associated with a local and wide area networks Internet and intranet systems, and other data networks; plans, designs, and integrates data telecommunications networks; designs, installs, and monitors networks; monitors and analyze existing hardware and software; develops policies and procedures; prepares budget recommendations; and evaluates potential network upgrades and enhancements. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. Maintains all aspects of the Networking & Telecommunications team. Reports to the Assistant Vice President for Information Technology.Qualifications:
Plans, designs, installs, and maintains the voice, data, and video network. Includes PBX management and administration.
•Configures, monitors, and maintains network equipment including routers, firewalls, switches, and network security equipment.
•Directs performance tuning and capacity planning activities to enhance the performance of the network resources.
•Monitors, maintains, and enhances network security.
•Implements and/or directs upgrades enhancements to network.
•Creates, maintains, and enhances maps for Network and Voice ports/jacks including maps of inter-building wiring.
•Develops policies and procedures designed to ensure the integrity of local and wide area networks environments.
•Communicates and consults with clients, project team members, and other stakeholders.
•Communicates with vendors, analyzes RFPs/bid specifications, and monitors on-going projects.
•Maintains disaster recovery plan for network and telecommunication systems.
•Evaluates network technologies for potential acquisition and directs the evaluation of various hardware and software resources to identify strengths, weaknesses, and potential benefits to the college.
•Demonstrate flexibility and creativity in effectively addressing both internal and external challenges. Recognizes what needs to be done and responds effectively in a timely manner.
•Works within existing college reporting systems and project methodologies.
•Develops trust-based staff and client relationships to resolve issues, develop strategies and solutions within a federated college environment.
•Works independently and exercise good judgment.
•Supervises the work of N&T team.
•Performs related work as assigned.

•Residential high-speed internet service and a mobile phone with voice and data plans to be used for work when required.
•A current Class “C” Operator Driver License. Prior to date of hire, applicant selected must provide a Motor Vehicle Report (MVR) showing a driving history going back 36 months. This includes all states resided in for the past 36 months. MVR will be evaluated to determine eligibility to drive a college owned vehicle. If not currently a Texas resident, must obtain a Texas Driver License within 30 days after entering Texas as a new resident.
Graduation from an accredited college or university with an Associates-degree with major coursework in computer science, management information systems, or a related field. Sufficient experience or related certifications may be substituted for a degree.Salary:
•Bachelor’s degree with major coursework in computer science or a related field preferred.
•Demonstrated hands on project management and facilitation skills with a proven track record of leading and managing large IT projects on schedule that meet customer expectations.
•A minimum of five years-experience managing Networking and Telecommunication projects organization wide.
•Demonstrated extensive experience at the following competencies: Decision Making and Critical Thinking; Planning: tactical and strategic; Effective Communications including Facilitation; Problem Solving; Conflict Management; Process Management; Project Management; Team Management and Analytical Thinking.
•Demonstrated excellent customer-facing and listening skills. Demonstrated ability to work effectively, both independently and collaboratively, in a team-oriented environment.
•Strong coaching and leadership skills.
•More than five years of experience managing and leading large N&T IT projects and personnel.
•Project Management certification and experience.
•Demonstrated success in managing a highly complex IT focused program consisting of multiple projects within Networking and other areas of IT.
•Demonstrated ability to drive effective results in a diverse and challenging environment.
•Demonstrated success in leading without authority.
•Experience in higher education and federated environments.
•Minimum 5 years supervising all aspects of an N&T Team.
Normal ambulatory requirements; ability to move in and around personal work space and to and from other areas of the office using wheelchair or other aid to attend meetings, deliver/retrieve materials, conduct interviews, or other activities outside of personal work space. Requires frequent sitting and standing. Requires infrequent walking, kneeling, squatting, bending, twisting upper body, and lifting and carrying up to 10 pounds.
