POSITION DETAILS

For over 15 years, the CUNY School of Professional Studies (CUNY SPS) has been leading online education in New York. Notable for offering the most online bachelor’s and master’s degree options at the City University of New York, and for serving transfer students as the University system’s only undergraduate all-transfer college, CUNY SPS meets the needs of adults who wish to finish a bachelor’s degree, progress from an associate’s degree, earn a master’s degree or certificate in a specialized field, and advance in the workplace or change careers.

The School’s growth has been remarkable, with twenty-four degrees launched since 2006. Enrollment has risen by more than 30% in the last four years to over 4,000 students in the credit-bearing programs. Thousands more are enrolled in non-degree and grant-funded workplace learning programs. Reporting to the Associate Dean for Finance and Administration, the Finance Budget Director will provide vision and leadership oversight for a portfolio that encompasses all business and fiscal operation and is responsible for the School’s accounting, budget, accounts payable and payroll operations.

In addition to the CUNY Title Overview, the Finance Budget Director will also:

  • • Monitor the School’s financials, ensure resource integrity, and maintain accountability for Tax Levy, Non-Tax Levy, College Association, Foundation and liaise with Research Foundation financial lead;
  • • Direct the day-to-day accounting functions, monthly and yearly closings, reconciliations, and analysis;
  • • Oversee the preparation and monitoring of revenue and expense budgets for all-funds resource planning; develop and maintain multi-year financial plan as well as various internal reporting;
  • • Conduct monthly, quarterly and semesterly budget meetings with senior leadership, student leadership, academic and administrative directors;
  • • Ensure compliance with all appropriate University, State, accounting, and regulatory issues; and implement and maintain best business practices and procedures for all financial operations;
  • • Review and approve all banking and investment financial transactions; act as point person for all banking relationships and communication;
  • • Manage all financial audits;
  • • Partner with the Office of Human Resources to reconcile PS data;
  • • Collaborate with the CUNY Central office of Purchasing and Accounts Payable on all OTPS matters;
  • • Act as internal control officer, review risk assessments, identify internal control weaknesses and recommend appropriate corrective action;
  • • Serve on Dean’s Cabinet; serve on Foundation Board for quarterly meetings and the Finance and Audit committee; participate in strategic planning and decision making to align budgets and resource planning with the school-wide priorities; act as the liaison to the University Budget and University Controllers offices on all financial matters; and, represent CUNY SPS at the Business Manager meetings.

 

 

 

 

 

 

 

 

 

NOTE:

QUALIFICATIONS

Bachelor's Degree and eight years' related experience required.

Preferred Qualifications

The preferred candidate will have:

  • • Eight years of experience in financial planning, accounting, and budgeting at a senior level in a higher education environment;
  • • Knowledge in the overall budget and finance functions of a University system;
  • • Experience in developing annual reporting models;
  • • Experience in fiscal management of multiple grants;
  • • Expert knowledge of accounting tools and experience implementing accounting and budget systems;
  • • Excellent computer skills and proficiency in computer software and accounting analysis;
  • • Experience with CUNYFirst or Oracle-based business and fiscal modules;
  • • A blend of technical and analytical skills, initiative, and independence as well as be energetic and well-organized;
  • • The ability to work on multiple and concurrent projects, prioritize and meet deadlines, goals and milestones, make judgment calls, and respond tactfully in all situations as well as be detail-oriented;
  • • Excellent communication, interpersonal, managerial, and organizational skills;
  • • Commitment to the campus values of equity, diversity and inclusion;
  • • Demonstrated ability to communicate effectively with colleagues and act as a member of a team in a fast-paced environment.

 

CUNY TITLE OVERVIEW

Directs the budgeting function of a College or major program as well as related accounting operations.

- Formulates, prepares and oversees financial plans and budgeting processes

- Manages all financial reporting and compliance activities, including preparation of financial statements, statistical reports, and funding determinations

- Liaisons with internal and external financial auditors as well as various College, University and governmental representatives

- Oversees analytical reporting and provides strategic financial guidance to support decisions regarding resource allocations and operational planning

- Manages professional staff responsible for budget projections, allocations and transactions

- Performs related duties as assigned.
