Program Specialist, Veterans' Education and Training Programs

The person in this position will perform duties necessary for the inspection, approval, monitoring, and compliance of educational courses or training programs pursued by veterans and eligible persons according to the provisions of State and Federal laws and regulations, as well as U.S. Department of Veterans Affairs (VA) policies. The position involves extensive in-state travel with occasional out of state travel.

Classification        Full-time, Non-Classified, Exempt, Benefits-Eligible. 
This position is funded via Cooperative Agreement with the U.S. Department of Veterans Affairs.

Duties and Responsibilities:

  • Applies federal and state laws, regulations, and policies to evaluate applications from educational institutions and training establishments seeking to enroll individuals receiving education/training benefits from the U.S. Department of Veterans Affairs (VA).  
  • Reviews/confirms for compliance with VA regulation the institution/establishment’s accreditation status (if applicable); any appropriate licensure; policies; course curricula; training program standards; financial soundness; personnel qualifications; facilities; instructional materials; equipment; marketing materials, and enrollment practices. 
  • Collects and reviews data for compliance surveys to ensure accuracy of institutional/establishment reporting, and, to assess appropriate certification and payment of VA educational benefits.
  • Performs risk-based surveys at institutions deemed “at-risk”.  Examines changes in veteran enrollment; rapid increases in tuition and fees; student completion rates; indicators of financial stability; punitive action taken by State and/or Federal departments or agencies for misconduct or misleading marketing practices, and the loss or risk of loss of accreditation. 
  • Conducts investigations of complaints of alleged violations of existing regulations and recommends appropriate corrective action for review of the Director.   Communicates corrective action to institution and training officials. Follows up to ensure appropriate corrective action is completed. Prepares appropriate technical documentation, reports, and letters.
  • Plan, organize, and conduct training workshops for educational institutions, training establishments, and certifying officials to ensure they can advise veteran students following federal and state laws, regulations, policies, and procedures.
  • Respond to questions from facility officials or businesses about the approval process, veteran/student certification process; provides clarification regarding applicable statute or policy matters. 
  • Collaborate with public institution officials to craft policy recommendations, particularly as it relates to military experience and transfer credit articulations.
  • Complete special projects and other duties at the request of the Director or Vice-Chancellor of Academic Affairs including but not limited to coordinating and managing meetings, liaising with internal and external stakeholders, and drafting reports.   


Bachelor’s Degree with 5 years of related experience; or Master’s Degree with 3 years of related experience; or Doctoral Degree with 1 year of related experience required.  Degree should be in management, business administration, education, legal studies, education administration or related field. 

Examples of Preferred experience include but are not limited to: 

  • Experience with State and/or Federal regulatory compliance for postsecondary education and training programs. 
  • Experience as a school certifying official in postsecondary education environment working with veteran education benefits, that includes work in VA database systems. 
  • Experience developing recommendations for college credit articulation based on military or other training, coursework, and occupational specialties; or experience working in a regulatory capacity; or work in the legal field will also be considered.


  • Ability to locate, interpret, and apply federal, state, and local laws, regulations, policies, and procedures. 
  • Ability to interpret understand and apply standards and criteria used for approval of institutions and establishments for VA education/training benefits. 
  • Strong written and verbal communication skills and practices.
  • Ability to establish and maintain cooperative, courteous, and professional working relationships with internal and external stakeholders such as school officials, internal staff, other state and federal agencies, and the public.
  • Skilled in using office production software (i.e. Word, Excel, Outlook); database systems (i.e. Asana, Salesforce, Monday); communication software (i.e. Zoom, Teams, GoToMeeting). 
  • Using standard office equipment (i.e. computers, printers, scanners, copiers, telephones). 
  • Ability to travel.  Employees who drive on state business are subject to driver's license record checks, must maintain acceptable driving records, and must complete any required driver training.


The successful candidate will be required to obtain/maintain Veteran’s Administration security clearance and background check and obtain/maintain a federal Personal Identification Verification (PIV) card.
