Job Summary

Provide analytical budget management support for assigned university budget unit(s).

Responsibilities

Typical Allocation of Duties:

Budget management - 55%
Perform budget management duties for assigned university budget unit(s).

Budget development - 15%
Assist in the preparation of operational budgets for assigned colleges, departments, or other units.

Advise and support - 10%
Provide advice and support to appropriate administration and staff regarding available options and budgetary implications.

Prepare reports - 10%
Compile data and prepare a variety of regular and special budget reports.

Train staff - 10%
Provide training to unit staff on matters related to budget development and management.

Supervisor Expectations:

    Responsible for budget management for assigned budget units; communicate/coordinate with campus to identify problems, provide information and assist with solutions including: Position management set up and revisions Verification of funding available Monitoring and correcting expense and encumbrance issues Solving payroll distribution problems to ensure expenses are reported accurately
Analyze position salary and fringe lapse regularly and amend for reallocation of funding to other purposes or projects per lapse policy. Review and analyze revenue and expense projections for departments, divisions or other units and communicate variances and other issues observed to management. Develop original budgets for assigned departments and balance specified fund as needed. Develop and post carryover budgets for applicable funds. Assist management with VSU, BOR and legislative reporting, as needed. Create queries, amendments, journals or other tools, as needed for reporting requirements, to enhance budget management and prevent or resolve issues. Assist in developing University policies and procedures impacting personal services, travel and operating expenses and encumbrances. Test new processes for implementation, to include policy/process changes, system enhancements or new system implementations. Stay current on proposed updates to system policy and procedures and anticipate the impact on campus. Train campus budget managers on use of all financial, human capital and reporting systems, how information is collected/reported and actions needed to resolve budget issues. Perform other duties, as assigned.

Required Qualifications

Required Experience
Bachelor's degree and over two (2) years of related work experience.

$53,339

Conditions of Employment

Employment is contingent upon successful completion of a background check. Position May Require Credit Check (if using P-Card, working with Cash, etc.).

Position Requires completion of VSU’s Annual Compliance Training course (such as State Business Transactions, Drug Free Workplace, Anti-Harassment Policy, Introduction to Information Security, Workers Compensation, Motor Vehicle Policy, USG Ethics Policy, Conflict of Interest/ Outside Activities Policy, Leave Procedures for Faculty and Staff, Georgia Open Records Act, Family Educational Rights and Privacy Act (FERPA), and Contracts 101. Supervisory positions require training in FMLA and Worker’s Compensation.
