The University of Maryland Baltimore has an exciting opportunity for a Senior Clinical and Corporate Resource & Budget Management Associate to join the Center for Clinical Trials and Corporate Contracts in the Office of Research and Development. This position involves structuring and negotiating budgets associated with basic-, service- and clinical-research agreements with corporate sponsors, collaborators, and other partners. This position collaborates with internal partners as well as legal staff to structure contract budgets. 

The purpose of the Center for Clinical Trials (CCT) division of the Office of Research and Development (ORD) is to ensure that corporate-sponsored clinical trials and site agreements are successfully negotiated and executed, that they are properly budgeted for Medicare and private insurance charges, and that clinical trial and research agreement language successfully addresses federal and state regulations, relevant UMB and sponsor policies, and study-specific concerns as well as sponsor and ethics review board requirements.

 Essential Functions
  • Administers, reviews, analyzes, negotiates, and drafts contract budget terms for corporate sponsored agreements, research (basic) agreements, sponsor and UMB-initiated CTAs, research services agreements.
  • Ensures budgets represent campus commitments and ensures compliance with all applicable laws, rules, regulations, and policies.
  • Provides ongoing in-service training to faculty and study teams.
  • Evaluates and develops potential corporate-funded research collaborations and other corporate-funded research-driven business relationships.
  • Coordinates project management to include ensuring project compliance, scheduling, planning, change of scope impact analysis, reports on progress, and cost analysis.
  • Problem solves layered, non-routine matters by creating solutions and adapting principles where there is lack of information; conducts non routine tasks/assignments by performing in depth analysis and interpretation; executes specialized short term projects; may participate in long term projects.

Qualifications
Education: Bachelor’s degree in any field from an accredited institution.  Experience: 2 years of experience in medical coding and/or billing or administrative claims.  Other: Medical terminology preferred. Financial Disclosure may be required.  Equivalent combination of education and related experience may be considered.  
Knowledge, Skills, Abilities
  • Knowledge of principles and practices pertaining to developing and negotiating clinical and/or corporate budgets in compliance with sponsor, federal, state and university policies and regulations.
  • Knowledge of financial systems applications and accepted business processes and practices. Familiarity with intellectual property, technology transfer, conflict of interest and conflict of commitment concepts.
  • Familiarity with development of corporate-sponsored research budgets for both basic and clinical research projects, including a basic understanding of Medicare coverage analysis and billing concepts associated with clinical trials.
  • Familiarity with contracts and contract negotiation including, but not limited to, provisions relating to payment terms. 
  • Ability to maintain high standards with the work being performed and maintain awareness with trends and influences. Assumes personal responsibility for all outcomes; makes effective and timely decisions; and learns how to effectively use technology. Strategic and analytical thinking skills with an ability to solve problems and make decisions. Ability to make persuasive proposals to third parties. Ability to prioritize ongoing and new projects as well as conduct research and gather information.
  • Ability to effectively communicate both verbal and written thoughts, ideas, and facts. Writes and presents information in a clear and concise way. Interprets and understands written information and is able to listen attentively to verbal and non-verbal cues that lead to a deeper understanding. 
  • Ability to work cooperatively with others and demonstrate professional, ethical, respectful, and courteous behavior when interacting with others. Capable of interacting pleasantly and positively with others to meet customer expectations and provide follow up with customers.
