Human Resources Consultant, College of Law

Regular, Full-time - Market Range 06

The College of Law seeks a motivated, discrete and professional person to serve as a Human Resource Consultant.  Recognizing that employees are a vital asset to the university and that salaries comprise a very large portion of the college budget, this position is crucial in ensuring that human resource functions are managed in compliance with university policies and procedures in a timely manner.  This position assists the Assistant Dean for Finance, Administration and Operations with the management of the college salary budget, oversees all aspects of processing HR transactions, and ensures timely and accurate payroll for all college employees.  The HR Consultant consults with the Assistant Dean, Financial Analyst and Business Manager to advise and shepherd decisions made by the Dean and Leadership team under the new budget allocation model and contributes to strategic planning initiatives.

Human Resource Functions:

    Complete verification of employment requests for employees and external agencies.Assist in advising employees in regard to Family Medical Leave, sick leave, annual leave, longevity, terminations, and other Human Resource matters as needed.Ensure departmental compliance with human resource policies, procedures, regulations, laws, and in alignment with college and university objectives, inclusive of DEI initiatives.  Interprets and applies policies as necessary. Manage all personnel file records faculty, staff and students.Communicate and deliver training to all new hires in regard to employment paperwork completion and for staff, student assistant and GRA student time entry in the college portal.Provide support for all position searches and use Interfolio and TALEO as required for searches.Act as college liaison with campus Human Resource and Payroll representatives.Work with confidential and time-sensitive information.Prepare correspondence for the Associate Dean of Academic Affairs providing Orientation information to adjunct faculty before the beginning of each semester.  This document includes instructions in regard to CANVAS, office hours, parking, faculty assistance, payroll processes and the Faculty Handbook, which is attached.Responsible for completion of all personnel forms, both paper and electronic, in the areas of appointments, position creation and changes, personnel changes, and personnel terminations.  Audit time reported in the Law portal for all staff, administrators and student employees for accuracy, complete time entry and verify supervisor approval.  Notify staff in regard to available annual and sick leave balances. Coordinate with the Vice Provost for Faculty Affairs in regard to appointments for adjunct faculty, visitors and summer school faculty, completing necessary appointment documents with supporting documentation.Calculate and allocate payroll expenses to the appropriate faculty development and project accounts within the Law portal for reporting and tracking purposes.Monitor and review HR data to ensure that reliable information is available for reporting and strategic planning and modifies procedures as necessary to solve problems and guarantee accurate data. Assist the Assistant Dean for Finance, Administration and Operations with the management of college of salary budget, verifying and reconciling salaries, and providing support in most areas of salary budget.
 

Administrative Functions:

    Audit and reconcile procurement card records monthly.Oversee all cash and check deposit functions for the college and departments.Initiate manual reposts and internal transfers in IRIS for all college accounts and occasionally to other campus departments.Responsible for maintaining all asset records in IRIS.Reconcile and maintain College of Law Petty Cash accounts.  Initiate invoices to outside agencies and individuals in order to secure reimbursement to the college.Assist faculty and staff with office supply orders, key and parking requests.  Maintain office inventory.Audit and reconcile monthly postage and copier charges by reviewing reports from the UT Postal Services and Convenience Copier and comparing to college records.Initiate spreadsheet listing information for college GRA tuition waivers each semester, providing to the Bursar's Office and the Graduate School.
Other Functions:

    Assist with the planning and execution of the College of Law Spring Hooding/Commencement Ceremony.Review and maintain the annual Physical Equipment Inventory for the College and Law Library. Act as point of contact for all college surplus activity.  Create and maintain records for completed and returned surplus forms. Administrator for annual university Space Survey.


Qualifications
Minimum Qualifications:

Education and Experience:

High school diploma with at least 6 years relevant experience or an equivalent combination of education, training and experience in a human resources role related to recruiting, hiring or employee relations is preferred. 

Bachelor's degree and 8 years relevant experience in human resources role related to recruiting, hiring, or employee relations.

Required Skills and Abilities:

    Excellent verbal and written communications skills including the ability to communicate clearly, concisely, and professionally.Working knowledge of Microsoft Office programs, Microsoft Outlook and Adobe.Ability to multi-task and prioritize duties based on time-sensitive deadlines and the needs of others. Record of highly ethical conduct, professional integrity, respect for discretion and confidentiality, a high level of professionalism and collegiality.Ability to work independently with limited supervision, as well as within a team environment. Strong analytical skills.Knowledge of employment laws and practices, as well as personnel management practices.
Preferred Skills and Abilities:

    Experience in an academic environment.Experience working with TALEO, Interfolio, and IRIS programs. Knowledge of university policies and procedures.
