The Department of Public Safety at UCCS is seeking applications for the Chief of Police position. Under the direction of the Vice Chancellor for Administration & Finance, the Executive Director of Public Safety and Chief of Police provides administrative, operational and fiscal oversight for the University of Colorado Colorado Springs (UCCS) Department of Public Safety (DPS). This position has appointing authority responsibility for all classified positions and supervising authority for all professional exempt staff positions in the department of Public Safety.

Who We Are:

The UCCS Police Department (UCCS PD) Department of Public Safety (DPS) is comprised of three units: the Police Operations Division, the Support Services Division, and the Accounting and Administrative Services Division: The Police Operations Division or UCCS PD is a full-service police agency that provides a variety of police services to the university community including: 24/7/365 police patrol and Communications (Dispatch) Center; criminal case investigations; police property and evidence sections; facility and residential security; crime prevention programs; victim rights amendment compliance and social program referrals; traffic and parking code enforcement; emergency and disaster preparedness planning; hostile threat assessment and response; and event security oversight. UCCS police officers are armed and authorized to make arrests, issue summonses/citations and execute arrest and search warrants. Criminal cases investigated by the University Police Department are forwarded directly to state (District Attorney) and municipal (City Attorney) prosecutorial authorities for review and filing of charges.

State of Colorado institutions of higher education are authorized to employ police officers to provide law enforcement and property protection. Institutions employing officers to perform other police, emergency planning, community safety, and administrative functions as may be deemed necessary as defined by Colorado Revised Statutes (CRS) 23-5-106. CRS 16-2.5-148 is based in the authority vested in the University of Colorado 's Board of Regents by CRS 24-7.5-101. University of Colorado police officers are also issued limited City of Colorado Springs Police Department (CSPD) Commissions.

The Public Safety Support Services Division is comprised of the Emergency Management, Fire Safety/Environmental Health & Safety, Chemical & Hazardous Materials Management, and Risk Management functions. The staff of this division oversees the safety services the campus provides to its students, faculty, and staff through oversight of campus processes and procedures; inspection of campus facilities; materials management, life safety, and emergency response plans; routine and emergency operations training; and exercises associated with all hazards faced by the campus. Additionally, its staff comprises some of the core personnel of any response to a non-routine incident that could occur on the campus and are available 24/7/365.

The Public Safety Accounting and Administrative Services Division is responsible for development and oversight of the department's budgets, accounting and fiscal policies; coordination of purchasing, payroll, and human resources processes for the department; Police Records; and Information Technology in support of the department's mission. The DPS' annual budget is approximately $2.7 million and the department employs 30 permanent full time employees. Job Duties:

Responsibilities of this position include administrative and operational oversight of programs providing for community safety and commuter access for UCCS. Examples of such programs include, but are not limited to:

Emergency preparedness planning and training for the DPS.Emergency management and emergency preparedness for UCCS; environmental health & safety.Management and administration of University Police programs and functions including but not limited to police patrol.Criminal case investigations.Liaison with federal, state and local law enforcement agencies and District Attorney's Office.Police officer training.Communications (Dispatch) operations, special events; VIP events and oversight.Academic and residential facilities security: police records information management.Colorado Victim Rights Amendment compliance.Crime prevention programs.Oversight of compliance with crime reporting requirements, including the Jeanne Clery Act and Violence Against Women Act (VAWA).The Federal Bureau of Investigation's Uniform Crime Reports and National Incident Based Reporting System.Collaborating with faculty, staff and students to provide public safety education programs and services.The Executive Director of Public Safety demonstrates his/her commitment to these principles through interactions with sworn officers and civilian staff as well as interactions with students, faculty, staff and community members.

Administrative, programmatic and budgetary oversight of DPS component units including the University Police Department, Public Safety Support Services; and Public Safety Accounting and Administrative Services.Collaboration with campus officials, public safety department personnel and members of the campus and broader community for the development and implementation of programs, policies and procedures promoting campus safety.Oversight of plans providing for police, parking and transportation support of campus emergency and disaster preparedness strategies.Assessment of, and planning providing for responses to, hostile threats directed at the campus community.Plans providing for the security of events held at the UCCS, including VIP visits.Programs, policies and procedures supporting effective commuter access options for UCCS campus affiliates and visitors.Collaboration with federal, state and local law enforcement and agencies and the District Attorney's Office to promote the effective application of area law enforcement and emergency management resources in support of the campus community's safety and security, and the effective investigation of criminal occurrences affecting the campus community and its affiliates.Administrative and programmatic oversight of ongoing training, qualification and certification programs for sworn police personnel; and for the training and professional development of DPS personnel generally.Recommend and ensure patrol and department level policies and procedures are reviewed annually and kept updated by drafting new and revised policy and procedure statements for inclusion in the department operations manual.Yearly analysis of all University Police Standard Operating Procedures (SOP's) and General Orders (GO's).Yearly review of the University Police Department's firearms training program, including all policies and procedures.Position is considered a Subject Matter Expert (SME), and is responsible for the planning, development, coordination, and implementation of the department's strategies and plans.Provide leadership in coordination with departmental supervisors in regards to directing work activities, reviewing crime and incident reports as needed, providing direction when necessary to improve quality of work and efficiency in department processes.Promote personal, occupational, and environmental safety through awareness education and prevention efforts.Provide programs, activities, and services that purposefully respond to current and emerging safety needs of the community.Responsible for oversight of Emergency Services to ensure department and campus community training in response to emergency and disaster preparedness and response to hostile threats.Foster safety and security specific programs which encourage dialogue between the DPS and citizens, representatives of the community, and interested groups.Encourage and help facilitate individual DPS employees' interpersonal contacts within the community and among its diverse elements.Serve as the primary contact for all personnel issues related to the divisions that report to him/her.Serve as a resource in all matters relating to Law Enforcement, Emergency Management or Environmental Health and safety.Monitor activities throughout the DPS in order to ensure the highest standards of efficiency and effectiveness.Job Competencies:

This position has been determined to be exempt from the overtime provisions of the Fair Labor Standards Act (FLSA).

What We Offer:

Salary Range: Generally starting at $90,203 - $128,861

The salary of the finalist(s) selected for this role will be set based on a variety of factors, including but not limited to, internal equity, experience, education, specialty and training.

    Qualifications
    Minimum Qualifications:

    Current Colorado Peace Officer Standards and Training (POST) certification or the equivalent  certification from an outside state that allows for the ability to obtain a provisional certification or the ability to test out for a basic certification.Bachelor’s degree.Ten years of experience as a sworn law enforcement officer, who has served for a minimum of one year within the last three years. Four years of law enforcement supervisory experience in patrol, investigations, or a combination of both. Supervisory experience must be at the level of Police Sergeant (equivalent to a State of Colorado Police Officer III designation) or higher.Valid Colorado driver license or the ability to obtain a Colorado driver license within 30 days of the hire date.Preferred Qualifications:

    Graduation from a police command training academy or school such as the Federal Bureau of Investigation's “National Academy” or the Northwestern University Center for Public Safety's “School of Police Staff and Command".Two years or more of service as a sworn police officer in a college or university setting.Master’s degree in applicable law enforcement, criminal justice, or public administration.Physical Requirements:

    While performing the duties of this job, the employee is frequently required to sit. Employee is occasionally required to move. Tasks may involve using a computer screen continuously for long periods of time. The employee must occasionally lift and/or move up to 50 pounds.
