Salary and Benefits

The starting salary placement depends on qualifications and experience and is anticipated to be in the range of $3,897.00/month to $5,474.00/month.

About the Position

Under supervision from the Director of Recreation and Student Wellbeing, the HOPE Services Budget Analyst supports administrative functions for Pioneers for HOPE and basic needs initiatives. The incumbent will oversee and perform budgetary, billing, accounting and procurement functions. The HOPE Services Budget Analyst collaborates with the Director and departmental staff to develop budget projections, monitors grant awards, donations, and maintains associated departmental records.

Incumbents work closely with the Director to maintain payroll and employee data including student assistant rosters, new hire onboarding, payroll submissions, and separation documents for Pioneers for HOPE. The HOPE Services Budget Analyst serves as department timekeeper, and liaison for payroll, Human Resources, and Office of Research & Sponsored Programs related issues for student assistants.

The HOPE Services Budget Analyst supports the Director and Pioneers for HOPE staff in the development, implementation, and evaluation of wellbeing strategic initiatives including learning outcomes, student employee training, and the university wellness coalition. Additionally, incumbents support events and activities including implementation of virtual programs, website updates, and tracking/reporting student contacts.

Responsibilities

Pioneers for HOPE Budget Tracking and Reporting:

  • Maintain fiscal monitoring of the Pioneers for HOPE budget including general fund allocations, grant awards, CPOs from the Chancellor's Office, GI2025 funding, donations, and departmental expenditures.
  • Collaborate with the Director and HOPE Services Coordinator to support fiscal tracking for emergency assistance services: financial awards, meal swipes, emergency supplies, etc.
  • Generate fiscal projections, as well as predict the effect of changes in support services.
  • Ensure budget transfers are correctly facilitated and monitored.

Departmental Purchasing and Procurement

  • Coordinate procurement functions for Pioneers for HOPE including monitoring of requisitions, purchase orders, purchases for daily operations, food pantry supplies, emergency housing supplies, etc.
  • Ensure timely processing of invoices, check requests, purchase card reports, travel transactions, etc.
  • Researches and analyzes sources cost effectiveness of items for food pantry, clothing closet, toiletries, and other basic needs supplies.

Pioneers for HOPE Administrative Support

  • Serve as liaison for payroll, Human Resources, and Office of Research & Sponsored Programs related issues for student assistants.
  • Ensure timely processing of Student Employment Action Forms (SEAFs) and FTE Forms for grant funded positions.
  • Monitor Federal Work Study funds for individual student assistants and departmental allocations.

Support Pioneers for HOPE Daily Operations & Other Duties As Assigned

  • Participate in trainings to enhance staff knowledge of customer service, facility policies/procedures, usage of membership management software, and general team cohesion.
  • Support development, implementation, and evaluation of HOPE events and activities.
  • Maintain tracking and reporting for student contacts – attendance at events, website/social media analytics.
  • Other duties as assigned.

Minimum Qualifications

Requires general knowledge and skills in the applicable administrative and/or program field with a foundational knowledge of public administration principles, practices and methods. This foundation would normally be obtained through a bachelor's degree and/or equivalent training and administrative work experience involving study, analysis, and/or evaluation leading to the development or improvement of administrative policies, procedures, practices, or programs.

Preferred Skills and Knowledge

  • Bachelor's degree in Accounting or Finance, or a related field
  • Three (3) years of experience in the maintenance and review of budgetary and fiscal record

Condition(s) of Employment

Cal State East Bay will issue a conditional offer of employment to the selected candidate, which may be rescinded if the background check reveals disqualifying information, and/or it is discovered that the candidate knowingly withheld or falsified information. Unsatisfactory results may also affect the continued employment of current Cal State East Bay employees who were conditionally offered the position.
